무역은 국가의 거래 후 손실과 통화 구조에 노출되며, 그 손실은 외환 손실로 이익을 얻는 대신 환율구조로 발생한다. 이러한 환율구조하에서, 국가와 국가를 연결하는 무역의 이익은 경제력이 강한 국가의 환율에 달려 있다.
미국은 교역국에 대해서 환율 저평가와 ①무역흑자 200억 달러가 초과하는 것을 시정할 것을 요청하고 있다. 또한 ②교역국이 총생산(GDP) 대비 경상수지 흑자가 3% 이상이며, ③일방향 시장에 개입하여 연간 GDP 대비 2% 초과 달러를 순매수하는 경우 그 나라를 환율조작국으로 정한다.
무역은 수익에 대한 직접적인 이유를 설명하지 않고서 환율의 차이를 통하여 발생한다. 따라서 통화 조작자의 지정은 통화 손실이 발생한 국가에서 지정되었을 때 불공평한 지정이다. 이는 한 국가의 이익이 다른 나라의 외환 이득으로 대체되지 않고 자유 무역에서 큰 경제적 힘을 가진 국가에 의해 만들어진 통화 조작자가 되었다는 것을 의미한다.
