이재명 직접민주주의 국민동원체제 전환 당원주권 지배 ‘정치 양극화’

이재명 민주당 대표가 ‘국민 직접민주주의’로 국민동원 체제로 전환하며 기존의 당원주권주의의 당원 주도권 우위에서 ‘정치 양극화’가 가속화될 것으로 보인다.

‘나무위키’는 직접민주주의에 대해 <인터넷으로 가능하나 토론을 통한 의견 제시는 불가능하다>며 <정부 행정의 정치화가 훨씬 심각해지고, 지지하는 정당 수뇌부의 결정에 절대적으로 따르는 정치적 양극화가 극심해질 것>이라고 명시했다.

‘나무위키’는 이어 대표적 직접 참여인 ‘국민투표’에 대해 <한국에서 국민투표는 헌법에 명시되어 있으나, 국민발안이나 국민소환은 헌법에 근거가 없으므로 개헌 없이 이러한 제도를 도입할 수 있는지 논란이다>며 <다만 헌법기관이 아닌 지방자치단체 차원에서 지방자치단체 주민의 권리로 규정하는 것은 가능하다고 보고 있고 실제 지방자치법에는 주민투표권과 주민의 조례제정·개폐청구권(주민발안제), 그리고 지방자치단체장·지방의회의원에 대한 주민소환제를 두고 있다>고 ‘개헌없이 불가능’으로 밝혔다.

이 대표는 28일 SNS 정치로 “국민이 대한민국의 참된 주권자가 되고 일상적으로 주권자의 의사가 국정에 반영되는 진정한 민주공화국의 문을 열 것”이라며 "'국민중심 직접민주주의' 르네상스는 구성원의 참여와 신뢰가 필수조건"이라고 정치체제에 직접민주주의 가동을 밝혔다.

이 대표는 직접민주주의 체제에서 “새해의 문턱에서 우리는 곧 오늘의 불운을 끝내고 우리 국민이 얼마나 위대한지 다시 발견하게 될 것”이라며 “국민의 열망을 가슴 깊이 새기고 국민의 뜻을 받들어 새 미래를 열어가는 데 앞장설 것”이라며 “모든 국민의 희망과 기쁨이 가득한 한 해가 될 수 있도록 더욱 정진하겠다”고 ‘정당’에게 ‘우리’ 호칭으로 ‘국민에 미래 선도자’로 구분해, ‘민주당 당원주권주의에 의거한 국민 직접민주주의‘로 밝혔다.

이 대표는 지난해 총선 공천에서 헌법의 ‘국민주권주의’에서 이탈한 ‘당원주권주의’로 권리당원 소수가 국민 선출의 '국회의원 공천 우선 선별제도’ 체제를 도입해 반대파 후보자를 이 대표의 변호인 체제로 교체했고, 소수 당원의 과두 조직에 의한 ‘소수 지배체제’를 구축했다.

이 대표의 이날 직접 민주주의 선언은 탄핵이 '대장동과 내란' 변호사 정치로 변질되며 민주당 지지율이 뒤쳐지고 차기대권 선호도만 1위 구조에서 전술적 접근을 보인다.

이 대표는 23일 "세계 확대 정치 극단화, 우리 사회 양극화가 결국 경제 양극화가 원인"으로 발언하며 '민생정치 절대화'에 소재로 '기본소득 제공'을 직접 민주주의 도구로 앞세웠다.

이 대표의 기본소득은 민주당 정강정책에서 배제돼 당원주권주의와 직접 민주주의를 연결하는 고리로 정치적 적 제거에 무기로 보인다.

‘나무위키’는 <주권자가 국민이라는 것과 주권자가 어디까지 정치에 관여할 수 있는지는 전혀 별개의 문제>라며 <한국의 정치학계나 행정학계에서는 전자정부 시스템을 이용한 직접민주주의의 실현에 관심을 갖고 있는 학자들도 많다>고 밝히고 그 부작용으로 ‘토론 단절’을 지적했다.

‘나무위키’는 이어 <제대로 된 정치가 이뤄질까? 일단 토론을 통한 의견 제시는 불가능하다. 3천만명이 토론을 진행하는 것은 경제적으로나 시간적으로나 불가능하다. 그리고 관련 정보를 충분히 얻고 생각한 다음 투표를 하는 것도 사실상 불가능하다>고 밝혔다.

그 결과에 대해 <생업 종사자들이 그 긴 법안을 읽을 시간과 의지가 있을리가 없다>며 <정부 행정의 정치화가 훨씬 심각해지고, 지지하는 정당 수뇌부의 결정에 절대적으로 따르는 정치적 양극화가 극심해질 것이다. 특히 점점 법안의 길이가 길어지는 현 추세를 감안하면 더욱 그렇다>고 ‘정당 지도부 독주 체제’로 밝혔다.

이 대표는 SNS 정치로 설날 연휴를 겨냥해 "서로 다른 색깔의 응원봉들이 경쾌한 떼창으로 한데 어우러지며 역사의 퇴행을 막아냈다. 우리 국민은 그 찬연한 손빛으로 내란의 어둠을 걷어내고 고대 속에 잠든 '아고라'를 깨워낼 것"이라며 "'아고라'의 부활로 펼쳐질 '국민중심 직접민주주의' 르네상스는 구성원의 참여와 신뢰가 필수조건"이라고 밝혔다.

‘나무위키’는 유럽연합(EU)을 탈퇴하려던 영국 보수당의 브렉시트 국민투표 성공 사례에 대해 <현대에도 대중의 판단에 의존하는 국민투표의 허점이 드러난 사건>이라며 <영국의 브렉시트 찬반투표에서 영국 인구 대다수를 차지하는 잉글랜드 일반 국민들 입장에선 불법 이민자나 난민 문제는 크게 다가왔으나 유럽연합을 통해 얻는 경제적 이득이나 벨파스트 협정, 스코틀랜드 독립운동 문제 등 복잡한 사안은 브렉시트가 실현되기 전까지 간과되어 직접민주주의의 단점이 적나라하게 드러났다>고 밝혔다.

‘나무위키’는 ‘직접민주주의 단점’에 대해 <다수의 국민들이 민주주의적 절차로 반민주주의를 지지한다면 차후 정책 역시 반민주적인 정책이 국가에 반영된다는 문제점 역시 안고 있다>며 <아돌프 히틀러가 선거를 통해 당선되어 나치 독일을 만들었다는 내용은 직접민주주의를 비판하는데 자주 인용되고 민주집중제가 이런 식으로 일당독재국가의 기틀을 닦기도 했으며, 종교 이슬람 자체나 성전 샤리아가 기본 질서처럼 신봉되는 중동 국가들 중 드물게 세속민주주의 국가였던 튀르키예가 에르도안의 신오스만주의와 함께 직접민주주의를 등에 업고 독재에 가까운 개헌하는 사례도 있고, 나폴레옹 3세와 무아마르 카다피는 직접민주주의를 독재의 도구로 사용했다. 이를 막기 위해 방어적 민주주의라는 개념이 등장하기도 하였다>고 밝혔다.

‘나무위키’는 직접민주주의 폐단으로 보수당에 의해 유럽연합 탈퇴를 영국의 진보적 국민마져 ‘틸퇴 투표’ 정치 행위에 대해 <여러 선동과 정치 운동들 때문에 올바른 정보가 제대로 전해지지 못한 영향도 있었다>고 밝혔다.

헌법은 전문에서 ‘정치 참여 기회균등’이 우선이고, 8조에서 <정당의 설립 자유>와 <정당목적·조직 활동 민주적으로 국민의 정치적 의사형성에 참여에 필요 조직>과 <정당에 국가 보호로 정당운영에 국가자금 보조>를 명기해 ‘정당 대의민주주의’를 명확히 밝혔다.

전문은 <자율과 조화를 바탕으로 자유민주적 기본질서를 더욱 확고히 하여 정치·경제·사회·문화의 모든 영역에 있어서 각인의 기회를 균등히 하고, 능력을 최고도로 발휘하게 하며, 자유와 권리에 따르는 책임과 의무를 완수하게 하여>로 ‘정치 기회 균등’을 밝혔다.

헌법 1장 1조는 ‘민주공화국’이고 ‘국민(2장 10조)’ ‘국회(3장 40조)’ ‘정부 대통령(4장 66조)’의 하위 순서에 앞서 ‘정당 조직화’가 최우선의 ‘1장 8조’에 올라와 있다.

The representative stated that in the direct democracy system, “At the threshold of the new year, we will soon end today’s misfortune and rediscover how great our people are,” and “We will take the lead in opening a new future by deeply engraving the people’s aspirations in our hearts and upholding the people’s will,” and “We will work even harder so that this year can be filled with hope and joy for all the people,” and distinguished the “political parties” as “we” and “future leaders for the people,” and declared it as “direct democracy for the people based on the sovereignty of the Democratic Party members.”

‘Namu Wiki’ stated that “the sovereign being the people and the extent to which the sovereign can be involved in politics are completely separate issues,” and that “there are many scholars in the Korean political science and public administration circles who are interested in the realization of direct democracy using the e-government system,” and pointed out the “disconnection of discussion” as a side effect.

‘Namu Wiki’ stated that “Will proper politics be achieved? First of all, it is impossible to present opinions through discussion. It is economically and time-wise impossible for 30 million people to hold discussions. And it is virtually impossible to obtain enough relevant information, think about it, and then vote.” He stated that as a result, “there is no way that workers will have the time and will to read that long bill,” and that “politicization of government administration will become much more serious, and political polarization that absolutely follows the decisions of the leaders of the political parties they support will become more severe. This is especially true considering the current trend of bills becoming longer and longer,” and that it is a “system in which the party leadership dominates.”

Lee targeted the Lunar New Year holiday with SNS politics, saying, “The cheering sticks of different colors came together in a cheerful chorus, preventing the regression of history. Our people will dispel the darkness of civil war with their brilliant hands and awaken the ‘Agora’ that has been sleeping in ancient times,” and that “the renaissance of ‘citizen-centered Pure democracy’ that will unfold with the revival of ‘Agora’ requires the participation and trust of its members.”In the nomination process for the general election last year, this representative deviated from the ‘sovereignty of the people’ of the Constitution to ‘sovereignty of party members’, introducing a system in which a minority of party members with the right to vote for the National Assembly members’, thereby replacing opposition candidates, and establishing a ‘minority ruling system’ by an oligarchy organization of a minority of party members.

Representative Lee's declaration of direct democracy on this day shows a tactical approach in the structure where the impeachment is being transformed into 'Daejang-dong and internal strife' lawyer politics, the Democratic Party's approval rating is falling behind, and only the next presidential election preference is first.

Representative Lee previously stated that 'economic polarization is causing political polarization' and put forward 'provision of basic income' as a tool for direct democracy with the material of 'absolutizing people's livelihood politics'.

Representative Lee's basic income is excluded from the Democratic Party's platform and appears to be a link connecting party member sovereignty and Puret democracy, and appears as a weapon for removing political enemies.

‘Namuwiki’ stated that the successful Brexit referendum by the British Conservative Party, which attempted to withdraw from the European Union (EU), was “an event that revealed the weakness of referendums that rely on public judgment even in modern times,” and that “in the Brexit referendum, the issues of illegal immigrants and refugees were significant for the general public of England, who make up the majority of the British population, but complex issues such as the economic benefits of the EU, the Belfast Agreement, and the Scottish independence movement were overlooked until Brexit was realized, clearly revealing the shortcomings of Pure democracy.”

Article 1 of Chapter 1 of the Constitution states that it is a ‘democratic republic’, and ‘organization of political parties’ is listed in ‘Article 8 of Chapter 1’ as the top priority, ahead of ‘people (Article 10 of Chapter 2)’, ‘National Assembly (Article 40 of Chapter 3)’, and ‘government president (Article 66 of Chapter 4)’.
