권성동 원내대표가 윤리위원회에 ‘사법부’ 지위 포장 위에 당 사무국의 ‘사고 결정’으로 재판결하면서 이를 의원총회가 추인하는 사무국 지배 정당 구조가 됐다.
국민의힘 당 사무국장인 권 대표는 당 사무국의 기조국에서 ‘사고’ 판단을 받아 이를 중진의원과 의원총회를 이용해 당 대표의 지위를 박탈하는 수단으로 삼아 윤리위가 사무국의 하위 기구로 전락했다.
자체 사법부 판결을 당 사무국이 재해석해 상급 판결하는 지배 구조를 선택한 국민의힘 정당은 사무국 절대우위의 민정당과 유정회 체제로 회귀할 가능성이 커졌다.
권 대표는 11일 "당헌·당규를 엄격하게 해서 당원권 정지를 당 대표의 '사고'로 봐서 직무대행 체제로 가야 한다고 났다"고 중진의원 결정에 이어 의원총회에서 ‘당대표 직무대행’을 결정하며, 앞서 기조국의 ‘궐위가 아닌 사고’ 유권해석을 근거로 삼아 지배구조를 만들었다.
애초 권 대표는 ‘윤리위는 사법부’라는 개인 해석을 근거로 당 대표에 ‘당원권 정지’를 사법부 판결로 선전했으나, 사무국의 당헌 당규 해석이 우위가 되면서 판결을 지배하는 파시즘 체제가 됐다.
중진모임 이후 권 원내대표는 기자들에게 "이준석 대표에 대한 징계, 향후 당이 나아가야 할 방향에 대해 논의했으며 결론은 당헌·당규를 엄격하게 해서 당원권 정지를 당 대표의 '사고'로 봐서 직무대행 체제로 가야 한다고 났다"고 말하고 자신이 당 대표대행이 됐다.
당대표 직무대행 겸 원내대표가 된 권 대표는 의원총회를 열고 직후 기자들에게 "의원총회 결과는 발표한 바와 같이 당헌·당규 해석에 따라 당대표 직무대행 체제로 가는 걸로 결론이 났다"며 "그 과정에서 비대위 구성이나 임시 전당대회 개최 등을 주장한 의견이 있었지만 그야말로 소수 목소리에 그쳤다"고 말했다.
권 대표는 이날 국회에 있는 당 대표실과 회의실까지 윤 대통령 사진 걸기를 시작했다.

권 대표는 이어 “윤리위원장이 '위임 받은 주요 당직자'에 해당한다”며 "당대표 이름으로 징계결과를 통보한 것이 단 한 차례도 없어 이번에도 윤리위원장이 통보했기 때문에 그 부분은 문제없다고 본다"고 밝혔다.
권 대표는 11일 국회에서의 비공개 최고위원회의에서 “각 시·도당에 윤 대통령의 ‘존영’을 내려보냈는데, 중앙당사와 대표실 등에도 이를 설치해야 하는 것 아니냐”고 말했다고 국민일보가 보도했다.
윤 대통령과 오랜 친구인 권 대표는 8일 이진복 정무수석과 만났고, 윤 대통령은 선거 운동 초반에 전두환체제에 긍정 평가를 요구했다.
