한국 정부의 대외 정책으로 국제 안보회의에서 공식화된 ‘비핵화 후 담대한 계획’은 ‘통일부 구상’에서 불과 10일만에 외교부가 대외 정책으로 공식 발표했다.
박진 외교장관은 프놈펜의 아세안안보포럼(AFR)에서 5일 “북한이 실질적 비핵화로 전환할 경우 정부는 북한 경제와 주민의 삶을 획기적으로 개선할 수 있는 담대한 계획을 준비해 나갈 것”이라 말했다.
윤석열 대통령은 지난달 22일 통일부 업무보고에서 “북한이 실질적 비핵화 수용할 경우 제시할 '담대한 제안'에 대해 현실성 있는 방안을 촘촘하게 준비하라”고 지시했다.
권영세 통일장관은 이어 24일 기자들에게 '담대한 계획'에 대해 "이 방안이 본격 실현되면 북한이 안보 우려 해소하고 경제난 극복해서 핵을 더 이상 개발할 필요 느끼지 못하게 되는 수준까지 이를 수 있도록 담대한 내용 구상하고 있다"고 말해, 북한에 사회주의 경제체제와의 ‘단절’ 연결로 ‘구상 중’을 밝혔다.
윤 대통령은 통일부 업무지시로 트럼프 문재인 체제의 ‘북한 주민 경제 미래’를 북한 안보 포함의 ‘북한 국민’으로 전환 확대했다.
권 장관은 지난달 24일 "담대한 계획의 특징은 경제적인 조치 외에 북한이 핵을 개발하는데 근거 삼고 있는 안보의 우려까지 우리가 어드레스를 한다는 것"이라 말해, ‘북한 안보 개입’에 ‘구상’ 단계를 확인했다.
담대한 계획은 대통령 지시에서 2일후 ‘통일부 구상’이 불과 10일 만에 아세안안보포럼 국제회의장에 한국 정부의 외교부에 의해 대외 정책으로 공식 발표됐다.

The “bold plan after denuclearization”, which was formalized at the international security conference as a foreign policy of the South Korean government, was officially announced by the Ministry of Foreign Affairs as a foreign policy in just 10 days from the “Ministry of Unification Initiative.”
Foreign Minister Park Jin said at the ASEAN Security Forum (AFR) in Phnom Penh on the 5th, "If North Korea transitions to substantive denuclearization, the government will prepare a bold plan to dramatically improve the North Korean economy and the lives of its people."
President Yun Seok-yeol instructed the Ministry of Unification on the 22nd of last month to “prepare meticulously realistic plans for the ‘bold proposal’ that North Korea would make if it accepts the substantial denuclearization.”
On the 24th, Unification Minister Kwon Young-se told reporters about the 'bold plan', "If this plan is realized in earnest, it will be a bold content so that North Korea can resolve its security concerns and overcome economic difficulties to a level where it no longer feels the need to develop nuclear weapons. "I'm thinking of it," he said, revealing that he was 'in the process of envisioning' to link North Korea with a 'disconnection' from the socialist economic system.
President Yoon expanded the conversion and expansion of Trump's Moon Jae-in regime's "economic future for the North Korean people" into "North Korean people," including North Korean security, as directed by the Ministry of Unification.

The bold plan was officially announced as foreign policy by the Ministry of Foreign Affairs of the South Korean government at the ASEAN Security Forum International Conference Hall in just 10 days after the “Ministry of Unification Initiative” was announced two days after the presidential directive.
