윤석열 대통령이 ‘자유로 양극화 해결’하고 ‘경제성장 토대인 자유로 북한 산업화 국제투자’를 8.15 경축사로 밝히며 국제분쟁의 보편성을 독립운동에 첫 적용했다.
윤 대통령은 15일 경축사에서 “갈수록 심화되는 양극화와 사회적 갈등은 우리 사회가 반드시 해결해야 할 과제”라며 “도약은 혁신에서 나오고 혁신은 자유에서 나온다. 민간 부문이 도약 성장할 수 있도록 규제 혁신하겠다”고 자유에 의한 양극화 해결을 밝혔다.
‘자유’를 33번 앞세운 윤 대통령은 경제성장을 ‘자유 민주주의 토대’라며 북한에 대해 ‘경제와 민생 획기적 개선’으로 ▲ 발전 송배전 인프라 지원 ▲ 항만 공항 현대화 ▲ 농업 기술 지원 프로그램 ▲ 병원 의료 현대화 ▲ 국제투자 금융 지원 프로그램 실시를 밝혀 사회주의 경제체제에 ‘종결‘을 제안했다.
윤 대통령은 이날 자유민주주의 토대로 ‘산업화 경제성장’을 규정하고 북한에 비핵화 이후 산업화 구조조정과 고도 경제성장 적용을 ‘담대한 구상’에 적용해 북한과의 갈등이 커질 것으로 보인다.
윤 대통령 경축사는 “독립운동은 (중략) 공산 세력에 맞서 자유국가를 건국하는 과정, 자유민주주의의 토대인 경제성장과 산업화를 이루는 과정”이라며 “현재도 진행 중”이라며 “북한의 비핵화는 한반도와 동북아, 전 세계의 지속 가능한 평화에 필수적인 것”이라 밝혀 독립운동과 북한 비핵화를 통한 북한 산업 구조조정을 연결했다.
윤 대통령은 “자유와 인권이 무시되는 전체주의 국가를 세우기 위한 독립운동은 결코 아니었다. 일제 강점기 시절 순국선열과 애국지사를 비롯하여 모든 국민이 함께 힘써온 독립운동은 1945년 바로 오늘, 광복의 결실을 이뤄냈다. 앞으로의 시대적 사명은 보편적 가치를 공유한 국가들이 연대하여 자유와 인권에 대한 위협에 함께 대항하고 세계시민의 자유와 평화, 그리고 번영을 이뤄내는 것”이라며 “이제는 보편적 가치에 기반하여 세계시민의 자유를 지키고 확대하는 것으로 계승되고 발전되어야 한다”고 밝혀, 중국의 인권 특수성에 반대하는 미국의 인권 보편성을 독립운동으로 설명했다.
윤 대통령은 일본에 대해 “한일관계가 보편적 가치를 기반으로 양국의 미래와 시대적 사명을 향해 나아갈 때 과거사 문제도 제대로 해결될 수 있다”고 보편가치를 적용에 “김대중-오부치 공동선언 계승”을 밝혔다.
김대중-오부치 선언은 “식민지 지배 다대한 손해와 고통” 과거 인정에서 “통절(痛切)한 반성과 사죄”로 특수성을 우선해 인류 보편가치와 격차가 크다.
윤 대통령은 이날 서울 용산 대통령실 잔디마당에서 제77주년 광복절 경축식을 갖고 “자유, 인권, 법치라는 보편적 가치를 기반으로 함께 연대하여 세계 평화와 번영에 책임 있게 기여하는 것이야말로 독립운동에 헌신하신 분들의 뜻을 이어가고 지키는 것”이라고 국제적 분쟁인 보편가치를 독립운동에 처음 적용했다.
윤 대통령은 “독립운동은 거기서 끝난 것이 아니다. 그 이후 공산 세력에 맞서 자유국가를 건국하는 과정, 자유민주주의의 토대인 경제성장과 산업화를 이루는 과정, 그리고 이를 바탕으로 민주주의를 발전시켜온 과정을 통해 계속되어왔고 현재도 진행 중”이라며 독립을 반공으로 직결했다.
윤 대통령의 비핵화 이후 북한에 자유주의 산업화 적용은 김정은 체제가 사회주의 체제 보장을 비핵화 협상 조건으로 미국에 제시한 것과 충돌을 보인다.
담대한 구상이 북한에 비핵화 조치 이후 남한의 미국 안보우산 고도성장 모델을 남한이 임의 적용하는 방안이라서 북한이 비핵화를 진척시킬 이유가 없다는 반대론이 급부상할 가능성이 커졌다. kimjc00@hanmail.net
