South Korea's National Assembly on Friday passed a second comprehensive special prosecutor bill, after the ruling Democratic Party moved to end an opposition filibuster during the first plenary session of the year. The bill cleared the Assembly floor Friday afternoon, roughly 24 hours after the People Power Party launched an unlimited debate to block the legislation, arguing it was politically motivated and aimed at targeting the conservative bloc.

The Democratic Party terminated the filibuster through a vote, made possible by its parliamentary majority, paving the way for final passage under Assembly rules that allow debate to be cut off after a full day. The newly passed legislation authorizes a special prosecutor to investigate unresolved and additional allegations stemming from previous probes, including claims linked to the December 3 emergency martial law declaration, alleged insurrection and foreign collusion, as well as election and power-brokering suspicions surrounding former President Yoon Suk Yeol and his wife Kim Keon Hee.

The ruling party says earlier investigations fell short of fully uncovering the truth. The People Power Party strongly opposed the bill, denouncing it as a tool for political retaliation and accusing the ruling bloc of selectively reviving past investigations ahead of elections. Tensions escalated further on Thursday when People Power Party leader Jang Dong-hyeok began a hunger strike, urging the Democratic Party to also accept separate special prosecutor bills into alleged Unification Church lobbying and nomination bribery cases.

Jang claimed the ruling party was avoiding scrutiny of its own ranks, warning that "the truth does not disappear because it is covered up." The Democratic Party rejected the opposition's claims, arguing the bill is necessary to fully investigate alleged insurrection and abuse of power, and said passage of the legislation will allow the Assembly to turn its attention back to long-delayed livelihood bills.
