Kwon Young-se’s ‘resource food exchange’
권영세 통일장관이 북한에 ‘자원식량 교환’ '탈북민전원 수용'을 말하고 유엔 안보리 관계자는 ‘대북 제재 결의 위반’으로 각각 밝혔다.
권 장관은 “‘한반도 자원 식량 교환프로그램’(알펩, rfep)에 식량뿐 아니라 마스크, 콩기름 등 다른 인도적 협력 물자들도 포함된다”며 “북한 비핵화는 비핵화 선언하고 여러 협력에 대한 시동 거는 ‘초기 준비’ 단계”에서 “가능하다”고 ‘동아일보’에 16일 밝혔다.
유엔 안보리는 한국 대통령실 관계자가 ‘북한이 비핵화 협상 임하면 합의 전 ‘한반도 자원식량교환프로그램’ 조건 없이 시작“이란 15일 발언의 논평에서 “광물과 희토류 등 북한의 제재 품목을 대가로 음식과 의료장비 등 비제재품을 지불하는 건 여전히 제재 위반”이라고 미국의소리(VOA)에 말했다.
VOA는 대통령실 관계자가 “북한이 비핵화 협상에 진지하게 임하면 합의 전이라도 한국과 국제사회가 북한의 광물 자원을 받고 식량과 생활필수품 등을 지원하는 ‘한반도 자원식량교환프로그램’을 아무런 조건 없이 시작할 수 있다”고 밝혔고, 이에 대해 유엔 안보리에 논평을 요청했다고 보도했다.
안보리 관계자는 이어 “(해당 품목에 대한) 북한의 수출은 그것이 어떤 형태로 지불되든 현행 결의에 반하게 될 것”이라며 “유엔 안보리 대북제재위원회가 이에 대한 (제재) 면제를 고려하거나 승인할 수 있지만 그럴 가능성은 거의 없다”고 밝혔다.
권 장관은 이날 ‘담대한 구상’에 대해 “북한 비핵화는 비핵화를 선언하고 여러 협력에 대한 시동을 거는 ‘초기 준비’ 단계, 핵활동 동결·신고·검증 일부 핵시설이나 프로그램 폐기하는 ‘실질적 비핵화’ 단계, 핵물질 완전 폐기 핵무기를 외부로 반출해서 해제하는 ‘완전한 비핵화’ 단계”로 3 단계로 나눈 후 “북한이 핵실험을 할 경우 담대한 구상이 영향 받을 수 있다는 건 부인할 수 없다”고 동아일보에 말했다.
권 장관은 이어 ‘초기단계’ 적용의 ‘한반도 자원 식량 교환프로그램’(resources-food exchange program)을 말하고, “ 농업부분 기술 전수, 인프라 제공에서도 초기적 기술 제공은 바로 시행 가능하다. 안전보장 측면에서는 남북 사이의 연락채널을 확보할 수 있다. 본격적 발전시설 현대화나 인프라 사업은 실질적 비핵화단계에 진입해야 가능하고 세계 금융시장에 북한을 편입시켜주는 건 최종단계에서 이뤄질 수 있다”며 “북한이 실질적 비핵화로 넘어간다면 평화체제 구축에 나설 수 있다. 다만 종전선언은 개인적으로 반대한다. 담대한 구상에도 포함돼 있지 않다”고 밝혔다.
안보리 관계자는 “나는 한국 당국자가 아니라 모르지만 경제 보상 계획은 한국의 국제적 의무에 따라 이뤄질 것이고, 이에 따라 비핵화에 따른 일부 제재 해제 조치에 달린 문제라는 점은 분명하다. 현 시점 특별히 그럴 것으로 보이지 않는다”고 VOA에 말했다.
유엔 안보리 결의 2371호(2017년)은 북한의 수출 주력 석탄 등 모든 광물 수출을 금지했고, 특정 제재 완화나 해제에는 새로운 안보리 결의가 필요하다.
권 장관은 ‘부분제재 해제’에 대해 “미국과 북한 문제를 중심으로 하는 워킹그룹 등 실무적 협의체 구상은 얼마든지 생각해볼 만하다”고 말했다.
그는 ‘탈북민 전원수용 원칙’에 대해 “이미 대통령께 건의했다”며 “귀순의사 밝히는 시기 절차 등 규정하는 시행령을 통일부 장관이 선언하는 방식 검토하고 있다”고 시행령으로 행정권 강화로 탈북민 수용 정책 조기 시행을 밝혔다.
낸드 프라이스 미 국무부 대변인은 한국 당국자의 ‘제재 완화’에서 ‘미국도 비핵화 이전에 대북제재 완화할 수 있냐’ 질문에 “안타깝게도 그 질문은 현시점에 전적인 가설(a complete hypothetical at this point)”이라며 “우리는 외교가 한반도의 완전한 비핵화라는 궁극의 목표를 달성하는 최선의 수단 제공이라 믿는다”고 15일 밝혔다.

UN Security Council Resolution 2371 (2017) banned the export of all minerals, including coal, the main export of North Korea, and a new Security Council resolution is needed to ease or lift certain sanctions.
