The term “Iran and P5+1” refers to the group of world powers that negotiated with Iran to limit its nuclear program, resulting in the Joint Comprehensive Plan of Action (JCPOA) in 2015.
What is P5+1?
P5: The five permanent members of the UN Security Council:
• China
• France
• Russia
• United Kingdom
• United States
• +1: Germany

This group is also known as the E3+3 (Europe 3 + 3 others), particularly in European contexts.
Why was the P5+1 formed?
• To negotiate a peaceful solution to growing international concerns over Iran’s nuclear program—especially its potential to develop nuclear weapons.
• Talks began in 2006, after Iran resumed uranium enrichment.
• The P5+1 was seen as a balanced, multilateral format, combining nuclear powers and key global economic actors.
Major Milestones
Year Event
2006–2013 Early negotiations, intermittent and tense; Iran expanded its program.
2013 (Geneva) Interim agreement under Iranian President Rouhani and U.S. President Obama.
2015 (JCPOA) Historic deal signed in Vienna on July 14, 2015.
JCPOA Overview (2015)
• Iran agreed to:
• Limit uranium enrichment to 3.67%.
• Reduce its stockpile and centrifuges.
• Allow IAEA inspections.
• Redesign the Arak reactor to prevent plutonium production.

• Lift nuclear-related sanctions.
• Allow Iran access to global financial systems and oil exports.
Collapse and Aftermath
• 2018: U.S. President Donald Trump unilaterally withdrew from the JCPOA.
• 2020–2023: Iran violated JCPOA limits, enriching uranium up to 60%.
• Post-2018: Talks continued without the U.S. under the P4+1 format.
Current Status (as of 2025)
• No full restoration of the JCPOA.
• Iran has significantly advanced its nuclear program.
• P5+1 format is dormant, though there are occasional proposals to revive it if diplomatic openings occur—especially in U.S.-Iran backchannel discussions.
