2026년도 노인 일자리 및 사회활동 지원사업에 참여하고 싶은 사람은 ‘노인 일자리 여기’에서 인터넷으로 신청하거나 읍·면·동 행정복지센터 등에 방문하여 신청할 수 있다.
<정부는 내년에 115만개 일자리를 제공한다>
정부가 2026년 한 해 역대 최대인 115만개의 노인 일자리를 제공한다. 보건복지부는 올해 11월 28일부터 12월 26일까지 2026년 노인 일자리 및 사회활동 지원사업 참여자를 모집한다고 밝혔다. 내년도 일자리는 올해(109만8천개)보다 5만4천개 늘어난다.
노인 일자리 사업은 은퇴 후에도 일하기를 희망하는 사람들에게 적합한 일자리를 제공하여, 소득을 창출하고 사회에 적극적으로 참여할 수 있는 기회를 마련해주는 프로그램이다. 일자리에 참여하고자 희망하는 노인수를 고려하여 더 많이 늘리면 좋겠지만, 세금으로 하는 사업이므로 한계가 있다.
<노인일자리는 크게 세가지 유형이 있다>
노인일자리는 크게 노인공익활동사업, 노인역량활용사업, 공동체사업단으로 나뉘며, 각 유형에 따라 신청 자격이 다르다. 예를 들어, 공익활동사업은 65세 이상이면서 기초연금 수급자는 누구나 신청할 수 있지만, 노인역량활용사업은 65세 이상, 공동체사업단은 60세 이상으로 해당 사업에 적합한 자이어야 한다. 노인역량활용사업과 공동체사업단은 신청자의 소득과 재산에 상관없이 신청할 수 있다.
노인공익활동사업은 만 65세 이상 기초연금 수급자와 직역연금 수급자가 신청할 수 있다. 활동내용은 노노케어, 취약계층지원, 공공시설 봉사, 경륜 전수활동이다. 활동기간은 10~12개월이고, 월 30시간 이상에 활동비는 월 29만 원이다. 노인역량활용사업은 만 65세 이상이면 신청할 수 있고, 근무내용은 교육시설 학습보조, 시니어 컨설턴트, 취약계층 공익증진 서비스, 노인맞춤돌봄 서비스 등이다. 근무기간은 10개월이고 월 60시간에 월 76만 원 ‘급여’를 받는다. 공동체사업단은 만 60세 이상이 신청할 수 있고, 하는 일은 소규모 매장(식품제조, 카페 등), 단순노무직(경비 등), 관리사무직 등이다. 근무기간, 시간, 급여는 근로계약에 따른다.
이 밖에도 ‘노인일자리 여기’에서는 만 60세 이상이 참여할 수 있는 취업지원(예, 시험감독관, 주유원, 단순노무직 등)과 현장실습 훈련지원(예, 버스 운전원, 조리사 등)도 알선한다. 이들의 근로조건 등은 근로계약에 따른다.
<나이, 건강, 소득수준을 보고 신청한다>
노인일자리를 신청하려면 세 가지 조건을 점검하는 것이 좋다. 첫째 60~65세 이상인가, 둘째 일하는데 문제가 없는 건강한 사람인가, 셋째 기초연금 수급자인가?(일부 사업은 60세부터 신청 가능하다). 국민건강보험 직장가입자는 신청할 수 없고, 국민기초생활보장 생계급여 수급자, 노인장기요양보험 요양등급(인지지원등급 포함) 판정을 받은 사람도 신청할 수 없다.
신청자가 많으면 일반적으로, 65세 이상으로 기초연금 수급자를 우대한다. 특히, 노인독거가구이거나 경제무능력자와 동거중인 노인을 우선 선발한다. 그런데, 노인역량활용사업은 상당한 전문지식이 필요하고, 공동체사업단은 근력을 써서 하는 일이 많기에 신체가 건강한 사람이 유리하다.
<우선 지정 일자리와 특화사업이 있다>
이 사업은 집 근처에서 쉽게 할 수 있는 지역사회에 공헌하는 활동부터, 은퇴 전의 경력과 경험을 살릴 수 있는 전문적인 일자리까지 다양한 선택지를 제공한다. 저출산과 고령화로 인해 노인 인구는 점점 늘어나고 있으며, 일을 하고자 하는 사람들도 증가하고 있는 만큼 노인 일자리의 경쟁 또한 치열해지고 있다.
정부는 국민 복지 증진을 위해 우선 실시할 필요가 있다고 판단되는 경로당 배식 지원, 지역사회 통합돌봄 지원, 노노(老老)케어 등은 ‘노인 일자리 및 사회활동 지원에 관한 법률’에 따라 ‘우선 지정 일자리’로 운영한다.
특히 2025년에는 안전 전담인력 613명을 사업장에 배치해 낙상 등 노인 안전사고를 줄이고, 사업장 특성을 반영한 점검리스트도 활용하는 등 안전관리를 강화한다.
<‘노인일자리 여기’에서 정보를 얻을 수 있다>

필자가 11월 28일에 ‘노인일자리 여기’에서 ‘광주광역 남구’로 검색해 보았다. 아이돌봄 시범사업이 우선 검색되었다. 아이돌봄 시범사업은 주 5회(하루 3시간), 월 42시간 활동(총 18일)이고 월 443,940원(시급 10,570원)이다. 신청자격은 65세 이상 기초연금 수급자이고 구 관내 거주자이어야 한다. 생계급여 수급자와 의료급여 수급자는 신청할 수 없지만, 국가유공자, 북한이탈주민 등의 사유로 인한 의료급여 1종은 참여가능하다. 참여자 선발은 개별상담을 통해 ‘참여자 선발기준표’를 작성하여 고득점자 순으로 통합 선발한다. 신청자는 주민등록등본 1부와 관련 자격증 사본 등을 수행기관(예, 광주노인복지관) 등에 신청하면 된다. 이 사업은 시범사업이기에 조기에 신청자를 마감하고 2025년 12월 중에 실시할 계획이다.
<행정복지센터 등에 방문하여 신청할 수 있다>
내년도에 노인일자리 참가를 원하는 사람은 11월 28일부터 방문 또는 온라인으로 신청하면 된다. 참여 희망자가 노인 일자리 상담 대표 전화(1544-3388)로 문의하면 발신자 위치에서 가장 가까운 수행기관으로 전화가 연결돼 상세한 안내를 받을 수 있다.
방문 신청은 주소지 시·군·구의 가까운 행정복지센터(동사무소), 시니어클럽, 노인복지관, 대한노인회 등 노인일자리사업 수행기관에서 가능하다. 노인일자리에 참여한 경험이 있는 사람은 일했던 곳에서 다시 신청해도 된다. 즉, 올해 노인복지관에서 노인일자리에 참가했다면 그 노인복지관에서 신청하면 된다.
<최종 선발된 사람은 1월까지 통보받는다>
노인일자리 참여자는 소득 수준, 활동 역량과 경력 등 선발기준에 따라 선발되며 최종 선발 여부는 접수한 기관에서 올해 12월 중순부터 2026년 1월 초까지 개별적으로 통보한다. 일반적으로 경쟁률이 높고, 신청자가 너무 많으면 조기에 마감될 수도 있으니 가급적 빨리 신청하는 것이 좋다.
특히, 노인역량활용사업은 해당 분야에 상당한 전문성이 있어야 하고, 공동체사업단은 참여자들끼리 서로 손발이 맞아야 하기에 했던 사람이 또 참여할 가능성이 높다. 내년도 노인 일자리 및 사회활동 지원사업에 참여하고 싶은 사람은 ‘노인일자리 여기’ 혹은 수행기관에서 신청하기 바란다. 신청한 사람만 일자리에 참여할 수 있다.

<Government to provide 1.15 million jobs next year>
The government will provide a record 1.15 million jobs for the elderly in 2026. The Ministry of Health and Welfare announced that it will recruit participants for the job and social activity support project for the elderly from Nov. 28 to Dec. 26 this year. The number of jobs for next year will increase by 54,000 from this year's 1,098,000.
The elderly job program is a program that provides suitable jobs to those who wish to work after retirement, creating income and providing opportunities to actively participate in society. It would be nice to increase it more considering the number of elderly people who wish to participate in jobs, but there is a limit because it is a tax project.
<There are three main types of jobs for the elderly>
Jobs for the elderly are largely divided into public interest activities for the elderly, competency utilization projects for the elderly, and community projects groups, and the qualifications for application vary according to each type. For example, anyone aged 65 or older can apply for a public interest activity project, but the elderly competency utilization project must be 65 years of age or older, and the community project group must be 60 years of age or older, which is suitable for the project. The elderly competency utilization project and the community project group can apply regardless of the applicant's income and property.
The elderly public interest activity project can be applied by recipients of the basic pension and direct pension over the age of 65. The activities include non-nocare, support for the vulnerable, public facility service, and total bicycle activities. The activity period is 10 to 12 months, and the activity fee is 290,000 won per month for more than 30 hours per month. Those aged 65 or older can apply for the elderly competency utilization project, and the contents of work include educational facility learning assistance, senior consultants, public interest promotion services for the vulnerable, and personalized care services for the elderly. The working period is 10 months and receives 760,000 won per month for 60 hours per month. Community project groups can be applied for by those aged 60 or older, and their work includes small stores (food manufacturing, cafes, etc.), simple labor jobs (expenses, etc.), and management office jobs. Working period, hours, and salaries are subject to the labor contract.
In addition, the "Job for the Elderly" will also provide employment support (e.g., test supervisor, gas pump, simple labor, etc.) and on-the-job training support (e.g., bus driver, cook, etc.) that can be participated by 60 years of age or older. Their working conditions are subject to the labor contract.
<Apply based on age, health, and income level>
To apply for a job for the elderly, it is recommended to check three conditions. First, is it 60-65 years of age or older, second, is it a healthy person who has no problem working, or third, is it a basic pensioner? (Some projects can be applied from the age of 60). National Health Insurance workers cannot apply, and national basic living security living benefits recipients and those who have received long-term care insurance nursing grades for the elderly (including cognitive support grades) cannot apply.
If there are many applicants, people aged 65 or older are generally given preferential treatment. In particular, the elderly living alone or with economically incompetent people are selected first. However, the elderly competency utilization project requires considerable expertise, and the community project group does a lot of work using muscle strength, so it is advantageous for a person with a healthy body.
<First of all, there are designated jobs and specialized projects>
The project offers a wide range of options, from activities that contribute to the community that can be easily done near home to professional jobs that can save the career and experience before retirement. Due to the low birth rate and aging population, the elderly population is increasing, and as the number of people who want to work is increasing, the competition for jobs for the elderly is also intensifying.
The government operates senior citizens' meal support, community integrated care support, and no-no (老老) care as "priority designated jobs" in accordance with the Act on Support for Elderly Jobs and Social Activities.
In particular, in 2025, 613 safety personnel will be deployed at workplaces to reduce safety accidents for the elderly, such as falls, and strengthen safety management by utilizing inspection lists that reflect the characteristics of the workplace.

On November 28, I searched for 'Nam-gu, Gwangju Metropolitan City' in 'Job for the Elderly'. The childcare pilot project was searched first. The childcare pilot project is 5 times a week (3 hours a day), 42 hours a month (18 days in total), and 443,940 won per month (an hourly wage of 10,570 won). The qualification for application must be a basic pensioner at least 65 years of age and a resident of the Gu. Recipients of livelihood benefits and medical benefits cannot apply, but one type of medical benefit due to reasons such as people of national merit and North Korean defectors can participate.
