국민이 법률구조 서비스가 필요하면 법무부가 주관하고 대한법률구조공단이 사업을 수행해 35개 참여기관이 함께 운영하는 ‘법률구조 플랫폼’을 이용할 수 있다.
<법률구조 서비스 통합시스템을 구축했다>
법무부는 국정과제로 ‘법률구조 서비스 통합시스템’을 구축하였고, ‘법률구조 플랫폼’으로 서비스를 제공하고 있다. 이 플랫폼은 법률구조기관 및 국가·공공기관 등에서 제공하는 각종 법률정보, 법률상담, 소송구조, 조정, 피해구제 등의 법률서비스를 통합하여 하나의 플랫폼 창구로 안내하고, 기관 간 연계를 통해 법률구조신청 및 각종 법률지원신청을 원스톱으로 제공한다.
이 홈페이지 첫 화면에서 One-Stop 법률구조, 나의 서비스 찾기, 서비스 유형, 서비스 제공기관, 사례·서식, 플랫폼 안내를 볼 수 있다. 이용자는 필요한 사항을 클릭하고, 그 내용을 자세히 확인할 수 있다. 예컨대, ‘나의 서비스 찾기’를 통해 주제별로 제공기관과 서비스 내용을 확인할 수 있다.
<법률구조기관 등이 플랫폼에 참여한다>
법률구조 플랫폼은 법무부가 주관하고 대한법률구조공단이 사업을 수행해 35개 참여기관의 법률구조 서비스를 하나로 연계한 공공 플랫폼이다. 서비스 제공기관은 크게 법률구조기관(4개소), 정부부처 및 법원(8개소), 지방자치단체 산하기관(4개소), 공공기관(13개소), 특수법인 및 단체(7개소)로 나뉜다.
그중 법률구조기관은 대한법률구조공단, 한국가정법률상담소, 대한가정법률복지상담원, 대한변협법률구조재단이다. 정부부처는 법무부, 통일부(남북하나재단), 국가보훈부, 보건복지부, 고용노동부, 성평등가족부(한국여성인권진흥원), 금융위원회, 법원행정처가 참여한다. 공공기관은 근로복지공단, 서민금융진흥원, 소상공인시장진흥공단, 아동권리보장원, 양육비이행관리원, 한국인터넷진흥원, 주택도시보증공사, 중소벤처기업진흥공단, 한국예술인복지재단, 한국의료분쟁조정중재원, 한국자산관리공사, 한국저작권위원회, 한국환경산업기술원, 금융감독원 등이 참여한다. 특수법인 및 단체에는 대한변호사협회, 대한상사중재원, 스마일센터, 신용회복위원회, 전국범죄피해자지원연합회, 한국정보통신진흥협회 등이 있다.
<이 플랫폼은 법률정보를 제공한다>
플랫폼 이용자는 분야와 기관을 따로 찾지 않아도 한곳에서 법률 정보의 확인부터 상담·구조 신청까지 이용할 수 있다. 예컨대, 이용자는 ‘법률복지지도’를 통해 현재 위치를 기준으로 이용자에게 가까운 서비스 제공기관을 찾아볼 수 있다. 또한 각종 법률서식과 법률상담·법률구조 사례의 내용을 검색하고 확인할 수 있다.
법률상담사례는 노동, 주택임대차, 상가임대차, 손해배상, 민사일반, 물권, 채권, 계약, 상사, 민사소송, 친족, 상속, 가사소송, 가족관계등록, 민사집행, 보전처분, 개인회생·파산 및 면책, 형법, 형사소송, 행정, 헌법, 채무자대리, 기타 등으로 나누어서 제공된다. 만약, 주택임대차 관련 법률상담사례가 필요한 사람은 534개 게시물 중에서 전세, 월세, 경매 등 원하는 검색어로 사례를 찾아 읽어볼 수 있다.
<생성형 AI 검색 서비스를 받을 수 있다>
법률구조 플랫폼에는 생성형 AI 기반 검색 서비스가 시범 운영된다. 플랫폼 이용자가 자신의 법률고민을 AI에게 물어보면, AI가 35개 참여기관의 기존 사례들을 바탕으로 이용자의 상황에 맞는 여러 유형의 서비스를 제안한다.
현재 ‘생성형 AI 검색 서비스’ 기능은 35개 참여기관이 제공하는 서비스와 대한법률구조공단·법원·법제처의 사례·법령·판례 등을 학습시켜 시범적으로 운영 중이다. AI 서비스는 향후 지속적인 서비스 고도화를 진행할 것이다. 이를 통해 이용자는 복잡한 제도 설명 없이도 자신에게 필요한 지원 유형을 보다 쉽게 파악할 수 있다.
필자가 “양육비를 받지 못하면 어떻게 해야 하나요?”라고 물었더니, 양육비이행관리원에서 이혼한 후 자녀 양육비를 받지 못한 양육부·모는 비양육부·모를 상대로 하는 양육비 이행확보에 관한 법률지원을 받을 수 있다는 것을 알려주었다.
<이용자가 법률상담을 신청할 수도 있다>
이용자가 법률상담이 필요한 경우, 자신의 상황에 맞는 상담 채널을 선택할 수 있다. 이용자는 ‘법률구조 플랫폼’에서 법률상담 기관(대한법률구조공단, 한국가정법률상담소, 대한가정법률복지상담원 등)의 면접·화상·전화·사이버 상담 중 가장 편리하고 적합한 방식을 선택하여 신청할 수 있다.
이용자가 상거래 분쟁 중재·조정을 위해 대한상사중재원의 사이버상담 신청도 가능하다. 양육비 상담을 원하면 양육비이행관리원으로, 신용회복 상담을 원하면 신용회복위원회로, 금융복지 관련 상담은 서울금융복지상담센터 혹은 경기도서민금융복지지원센터의 상담 신청 페이지로 연결된다.
양육비이행관리원을 클릭하면, 양육비 이행 지원 서비스는 양육부·모(양육비 채권자)의 신청을 받아 비양육 부·모로부터 양육비를 지급받을 수 있도록 당사자 간 협의 성립, 양육비 관련 소송, 추심, 불이행 시 제재조치 등을 지원하는 서비스라는 것을 알려준다. 이용자는 대면상담이나 수어통역상담을 예약할 수 있으며, 온라인상담은 바로 할 수 있다.
<이용자가 법률구조 신청을 할 수 있다>
이용자가 법률구조를 신청하고 싶다면 서비스 유형에서 원하는 것을 찾은 다음에 절차를 밟으면 된다. 서비스 유형은 법률·판례·소송 일반정보, 법률상담 및 소송지원, 채무조정·금융복지, 임대차·전세사기, 임금체불, 범죄피해와 가정·성·아동·학교폭력 피해, 양육비와 아동·청소년, 소비자·의료·환경·저작권, 정보통신·전자상거래·상사중재, 공익사건·법교육·법률복지 등으로 구분되어 있다.
만약, 이용자가 소송대리 등의 전문 법률구조 지원이 필요한 경우, 기관을 방문하지 않고도 ‘법률구조 플랫폼’을 통해 전자신청이 가능하다. 이 경우 플랫폼을 통해 법률구조 신청·접수, 처리상황 및 결과도 한눈에 확인할 수 있다. 예컨대, 임금체불피해근로자가 사용자의 임금체불 등 노동관계법을 위반한 사항에 대해 ‘노동포털’에서 온라인으로 진정하거나, 지방고용노동관서에 방문하여 진정하거나 고소할 수 있다.
내국인, 재외국민, 국내에 거주하는 외국인은 약관에 동의하고, 본인확인 후 이 플랫폼에 가입할 수 있다.
<취약계층을 위해 전문상담센터도 운영한다>
법률구조 플랫폼은 전문상담센터를 운영하고 있다. 전화를 통한 생성형 AI 기반, 콜봇, 챗봇과 디지털 ARS를 통해 법률서비스에 대한 접근성을 높이고 있다. 특히, 노령층, 장애인 등 정보접근이 어려운 사람들은 AI 기반 전화 상담 서비스(전화 1661-3119)를 통해 맞춤형 전화상담을 받을 수 있다.
정부는 35개 국가·공공기관의 법률구조 서비스를 한 곳에서 인공지능과 데이터와 서비스가 막힘 없이 연결되는 플랫폼을 지향하고 있다. 원하는 사람은 이곳에서 법률상담, 소송구조, 조정, 피해구제 등을 안내받고, 필요한 서비스를 신청하며, 처리결과까지 확인하기 바란다.

A Generative AI-based search service is piloted on the legal aid platform. When platform users ask AI about their legal concerns, AI proposes various types of services that fit the user's situation based on existing cases of 35 participating organizations.
Currently, the 'Generative AI search service' function is being operated on a trial basis by learning the services provided by 35 participating organizations and cases, laws, and precedents of the Korean Legal Aid Corporation, courts, and legislation. AI service will continue to advance services in the future. Through this, users can more easily identify the type of support they need without complex system explanations.
