충남 천안시는 외국인 주민의 안정적인 지역사회 정착을 위해 ‘외국인 주민을 위한 생활·행정정보 가이드북’ 2천 부를 제작·배포했다.

<가이드북은 14개 언어로 제작되었다>

2025년 2월 말 기준 천안시 인구는 698,597명이고 그중 외국인은 37,616명으로 전체의 5.4%이다. 외국인은 외국 국적 동포, 외국인 근로자, 유학생, 결혼이민자 등 다양하다. 국적은 중국(한국계 포함)이 가장 많고 그 다음은 베트남, 태국, 우즈베키스탄, 네팔, 캄보디아, 몽골 순이다.

이 가이드북은 외국인 주민이 실생활에서 겪는 불편을 최소화하고 정착을 도울 수 있도록 행정정보와 생활 밀착형 내용으로 구성됐었다. 외국인이 모국어로 생활정보를 읽고 활용할 수 있도록 한국어, 영어, 중국어, 베트남어, 우즈벡어, 네팔어 등 14개 언어로 제작됐다.

가이드북에는 천안시 소개, 외국인 주민 및 다문화가족 지원사업, 생활폐기물 배출 방법, 취득세 등 생활정보, 외국인 주민 의료지원, 외국인 등록 및 체류, 관련 기관 안내 등이 담겼다. 이 책은 시청·구청 민원실과 행정복지센터, 외국인 주민 기관·단체 등에 비치되며, 시청 누리집에서도 내려받을 수 있다.

<다문화가족지원센터에서 서비스를 받을 수 있다>

다문화가족은 다문화가족지원센터(혹은 가족센터)에서 서비스를 체계적으로 받을 수 있다. 이 센터의 사업은 가족통합지원사업, 자녀지원사업, 결혼이민자지원사업, 한국어교육사업, 교류소통문화사업 등으로 나뉜다.

가족통합지원사업에는 가족사업, 결혼이민자 통번역서비스, 상담·사례·심리, 역사탐방대, 행복웨딩데이, ON가족봉사단 등이 있다. 가족사업은 가족 간 소통을 통한 관계 개선 및 올바른 부모·부부 역할에 대한 이해와 가족 구성원의 성장 지원에 역점을 둔다. 세부 프로그램은 교육·문화 프로그램, 생애 주기별 교육, 부모교육, 부부교육 등이 있다.

개별적인 욕구를 바탕으로 상담·사례·심리사업을 실시한다. 상담사업은 상담을 통해 심리적 어려움을 가진 다문화가족의 스트레스 완화와 가족 관계 향상으로 가족의 건강성 증진을 도모한다. 온가족보듬사업(사례관리)은 취약·위기가족이 가진 복합적 문제해결과 욕구해소를 위해 지속적인 상담과 사례관리를 통해 가족기능 회복과 정서·경제적 자립역량 강화를 도모한다. 다문화가족심리지원사업은 전문적 심리치료가 필요한 다문화가족을 외부 전문상담기관에 연계하여 심리적 문제 상황 해결에 역점을 둔다.

<다문화가족을 위한 자녀지원사업이 있다>

다문화가족을 위한 자녀지원사업은 진로설계지원, 기초학습 지원, 자녀교육활동비 지원, 이중언어 교육지원, 방문교육, 언어발달지원, 자녀 스포츠 교실, 자녀 1:1멘토링 등이 있다.

진로설계지원은 다문화 아동·청소년(7세~24세)의 건강한 성장 지원을 위해 심리상담과 진로탐색을 지원한다. 기초학습지원사업은 초등학교 입학 전·후 아동(3세~12세)의 학업적응 지원을 위해 읽기·쓰기·셈하기 등 기초학습을 지원한다.

자녀교육활동비 지원은 중위소득 50% 초과~100% 이하 7세~18세 다문화가족 자녀에게 교육활동비를 지급해 학습격차를 해소하고 미래 인재로 성장할 수 있도록 지원한다. 학습능력 향상을 위한 학습지원과 교육활동에 필요한 교재구입, 독서실이용 등 다양한 교육적 목적에 필요한 비용으로 연간 초등학생 40만 원, 중학생 50만 원, 고등학생 60만 원을 지원한다.

이중언어교육지원은 다문화가족 자녀가 가정에서 이중언어(부모의 모국어)로 소통할 수 있도록 부모·자녀 대상 코칭과 자녀 대상 이중언어 학습을 지원한다. 다문화가족방문교육은 자녀생활서비스 독서코칭, 숙제지도, 정체성 확립을 위한 문화역량강화, 기본생활습관, 가정생활, 진로지도 등을 실시한다. 부모교육 서비스는 12세 이하 자녀가 있는 결혼이민자에게 자녀양육 지원을 위한 부모교육, 가족상담과 정서지원, 기타 한국생활에 필요한 정보를 제공한다.

<결혼이민자를 위한 지원사업도 실시한다>

결혼이민자 지원사업에는 조기적응 프로그램, 직업훈련 프로그램, 걸어서 천안속으로 등이 있다. 그중 조기적응 프로그램은 대한민국에서 장기체류하는 결혼이민자가 입국 초기 단계에서 안정적으로 우리 사회에 정착할 수 있도록 해당 외국인의 사용언어별로 한국사회 적응정보, 범죄예방교육, 산업안전교육, 가족 간 상호이해교육 등을 월 1회 지원한다. 직업훈련 프로그램은 결혼이민자 통번역사·이중언어 강사양성, 급식조리사 양성과정, 컴퓨터 자격증반 과정 등 직업훈련을 통해 사회진출과 자립역량 강화를 지원한다.

한국어교육사업은 결혼이민자 역량강화사업, 초·중급 한국어, 사회통합 프로그램, 중도입국자녀 한국어교육 등 다양한 가족 한국어교육과 한국문화체험이 있다. 교류소통문화사업은 결혼이민자 자조모임, 두드림 난타, 상호문화 이해교육, 문화·취미생활지원 등이 있다.

<외국인 주민은 통합지원콜센터를 활용할 수 있다>

외국인 주민은 외국인주민통합지원콜센터를 활용할 수 있다. 이 센터는 외국인 주민의 의사소통 지원을 위해 통역서비스를 제공한다. 일상생활 서비스, 출입국 상담, 노무 관련 고충상담, 통역지원 등을 제공한다. 지원하는 언어는 한국어, 영어, 중국어, 베트남어, 태국어, 인도네시아어, 러시아어, 몽골어, 네팔어, 우즈벡어, 미얀마어, 캄보디아어, 필리핀어, 일본어, 키르기스어, 동티모르어 등 16개이다. 충남외국인주민통합지원콜센터는 1522-1866이다.

외국인 주민은 외국인주민문화교류지원센터에서 소통을 위한 통·번역 동행 서비스를 이용할 수 있다. 의료, 법률, 상담 등 각 분야의 동행 통·번역서비스를 16개 언어로 지원받을 수 있다. 외국인 민원 통역 자원봉사, 임산부 사전예방적 건강관리 지원도 있으니 필요한 사람은 활용하기 바란다.

<생활정보와 세금 등을 안내받을 수 있다>

외국인은 각종 생활정보를 모국어로 안내받을 수 있다. 한국은 생활폐기물을 분리 배출하고 있다. 가연성 폐기물은 종량제 봉투에 담아 폐기물 배출장소에 배출한다. 종량제 봉투는 슈퍼나 편의점에서 구입할 수 있다. 음식물폐기물은 주택단지에 있는 전용통에 넣고, 재활용품은 종이·종이팩, 유리, 캔류(알미늄, 철), 페트, 비닐뉴 등으로 구분하여 배출할 수 있다.

외국인은 취득세(부동산), 등록면허세, 주민세, 재산세, 자동차세, 지방소득세(개인, 법인) 등을 모국어로 안내받을 수 있다. 세금을 체납할 때 처분받는 것과 행정제재도 안내받고, 법률상담 서비스도 받을 수 있다.

외국인은 국적과 체류하는 비자에 따라 다른 의료서비스를 받을 수 있다. 건강보험이 적용되는 사업장에서 일하는 건강보험 가입자와 그 가족 등은 한국인과 동일한 급여를 받을 수 있다. 건강보험에 가입하지 않은 외국인 근로자, 다문화가족(이주여성)도 신체계측, 혈액검사, 소변검사, 구강검진, 독감예방접종 등을 의료원에서 건강증진사업으로 받을 수 있다. 의료취약계층 외국인근로자 등은 ‘다누리사업’을 통해 외래진료비의 50%와 입원비 20%를 지원받을 수 있다.

외국인 주민은 전국에 있는 다문화가족지원센터(혹은 가족센터), 외국인주민통합지원콜센터, 외국인주민문화교류지원센터 등을 잘 활용하기 바란다.

Foreigners can receive living information in their native language

Cheonan-si, Chungcheongnam-do, produced and distributed 2,000 copies of the Living and Administrative Information Guidebook for Foreign Residents in order to establish a stable community for foreign residents.

<The guidebook was produced in 14 languages>

As of the end of February 2025, Cheonan-si had 698,597 population, of which 37,616 were foreigners, accounting for 5.4% of the total. Foreigners are diverse, including foreign nationals, foreign workers, international students, and marriage immigrants. China (including Korean-Americans) has the largest number of nationalities, followed by Vietnam, Thailand, Uzbekistan, Nepal, Cambodia, and Mongolia.

The guidebook consisted of administrative information and life-friendly contents to minimize inconveniences experienced by foreign residents in real life and help them settle down. It was produced in 14 languages, including Korean, English, Chinese, Vietnamese, Uzbek, and Nepal, so that foreigners can read and use life information in their native languages.

The guidebook includes an introduction to Cheonan City, a project to support foreign residents and multicultural families, a method of discharging household waste, living information such as acquisition tax, medical support for foreign residents, foreign registration and stay, and guidance from related organizations. The book is provided at the civil service office of City Hall and the district office, the administrative welfare center, and foreign residents' institutions and organizations, and can also be downloaded from the City Hall website.

<You can receive services at the Multicultural Family Support Center>

Multicultural families can receive services systematically at the Multicultural Family Support Center (or Family Center). The projects of this center are divided into family integration support projects, child support projects, marriage immigrant support projects, Korean language education projects, exchange and communication culture projects, etc.

Family integration support projects include family business, marriage immigrant interpretation and translation service, counseling, case and psychology, history tour, happy wedding day, and ON family volunteer group. Family projects focus on improving relationships through family communication, understanding the right parental and marital roles, and supporting the growth of family members. Detailed programs include education and cultural programs, life cycle education, parental education, and marital education.

Consultation, case studies, and psychological projects are conducted based on individual needs. The counseling project aims to improve the health of the family by relieving stress and improving family relationships of multicultural families with psychological difficulties through counseling. The whole family care project (case management) aims to restore family functions and strengthen emotional and economic independence capabilities through continuous counseling and case management to solve complex problems and needs of vulnerable and crisis families. The multicultural family psychological support project focuses on solving psychological problems by linking multicultural families who need professional psychological treatment to external professional counseling institutions.

<There is a child support project for multicultural families>

Children's support projects for multicultural families include career design support, basic learning support, support for children's education activities, bilingual education support, door-to-door education, language development support, children's sports classrooms, and 1:1 mentoring.

Career design support supports psychological counseling and career exploration to support the healthy growth of multicultural children and adolescents (ages 7 to 24). The Basic Learning Support Project supports basic learning such as reading, writing, and calculating to support the academic adaptation of children (ages 3 to 12) before and after entering elementary school.

Support for children's educational activities will pay educational activities to children from multicultural families aged 7 to 18 with a median income of more than 50% to 100% to close the learning gap and grow into future talents. It provides 400,000 won for elementary school students, 500,000 won for middle school students, and 600,000 won for high school students annually for various educational purposes such as learning support to improve learning ability, purchasing textbooks for educational activities, and using reading rooms.

Bilingual education support supports coaching parents and children and bilingual learning for children so that children from multicultural families can communicate in bilingual (parent's mother tongue) at home. Multicultural family visiting education provides children's life service reading coaching, homework guidance, cultural capacity building to establish identity, basic lifestyle habits, family life, and career guidance. Parental education services provide marriage immigrants with children under the age of 12 with parental education, family counseling and emotional support, and other information necessary for Korean life.

<We also carry out support projects for marriage immigrants>

The support projects for marriage immigrants include early adaptation programs, vocational training programs, and Cheonan-ro on foot. Among them, the early adaptation program supports Korean social adaptation information, crime prevention education, industrial safety education, and family mutual understanding education once a month for each foreigner's language so that marriage immigrants who stay in Korea for a long time can settle in our society stably in the early stages of entry. Vocational training programs support social advancement and strengthening of self-reliance capabilities through vocational training such as marriage immigrant interpreter and bilingual instructor training, catering chef training course, and computer certification class course.

Korean language education projects include various family Korean language education and Korean cultural experiences, including marriage immigrant capacity building projects, elementary and intermediate Korean language, social integration programs, and Korean language education for middle-income children. Exchange and communication cultural projects include marriage immigrant self-help meetings, tapping Nanta, mutual cultural understanding education, and cultural and hobby life support.

<Foreign residents can use the integrated support call center>

Foreign residents can use the Integrated Foreign Residents Support Call Center. This center provides interpretation services to support communication of foreign residents. It provides daily life services, immigration counseling, labor-related grievance counseling, and interpretation support. There are 16 languages supported, including Korean, English, Chinese, Vietnamese, Thai, Indonesian, Russian, Mongolian, Nepali, Uzbek, Myanmar, Cambodian, Philippine, Japanese, Kyrgyz, and East Timor. Chungnam Foreign Resident Integration Support Call Center is 1522-1866.

Foreign residents can use the translation and translation companion service for communication at the Foreign Residents' Cultural Exchange Support Center. Accompanying interpretation and translation services in each field, such as medical, legal, and counseling, can be supported in 16 languages. There are also volunteering to interpret foreign civil complaints and support for preventive health care for pregnant women, so please use them if you need them.

<You can receive information on living and taxes>

Foreigners can receive various living information in their native language. Korea discharges household wastes separately. Combustible waste is put in a volume-rate garbage bag and discharged to the place where the waste is discharged. You can buy volume-rate garbage bags at supermarkets or convenience stores. Food waste is put in the dedicated container in the housing complex, and recycled products can be discharged by dividing into paper, paper packs, glass, cans (aluminum, iron), PET, vinyl New, etc.

Foreigners can receive information on acquisition tax (real estate), registration and license tax, resident tax, property tax, automobile tax, and local income tax (individual, corporation) in their native language. You can receive guidance on disposition when you pay taxes in arrears, administrative sanctions, and legal counseling services.

Foreigners can receive different medical services depending on their nationality and residence visa. Health insurance subscribers and their families who work at workplaces covered by health insurance can receive the same benefits as Koreans. Foreign workers and multicultural families (migrant women) who do not have health insurance can also receive physical measurements, blood tests, urine tests, oral examinations, and flu vaccinations at medical centers as health promotion projects. Foreign workers from vulnerable medical groups can receive 50% of outpatient medical expenses and 20% of hospitalization expenses through the Danuri Project.

Foreign residents should make good use of multicultural family support centers (or family centers), integrated foreign residents support call centers, and cultural exchange support centers for foreign residents across the country.
