이제는 모든 국민이 휴·폐업 의료기관의 진료기록도 언제든 편리하게 온라인으로 열람하고 발급받을 수 있다.
<진료기록보관시스템 서비스를 시작했다>
보건복지부는 7월 21일부터 휴·폐업 의료기관의 진료기록을 안전하게 보관하고 국민이 언제든 편리하게 자신의 진료기록을 열람할 수 있는 휴·폐업 의료기관 진료기록보관시스템 서비스를 시작했다.
그동안 휴·폐업 의료기관의 환자 진료기록은 대부분 의료기관 개설자가 관할 보건소의 승인을 받아 개인적으로 보관하였다. 이렇게 의료기관 개설자가 개인적으로 보관하다 보니 개설자는 환자 개인정보 보호 및 환자의 진료기록 열람·사본 요청에 일일이 대응해야 하는 부담이 있었고, 환자 입장에서는 휴·폐업 의료기관 개설자와 연락이 되지 않아 자신의 진료기록을 찾을 수 없는 경우가 많았다.
보건소에서 휴·폐업 의료기관의 진료기록을 보관할 경우에도 보건소 내 진료기록을 보관할 장소가 부족하고, 환자의 진료기록 열람·사본 요청 때 해당 진료기록을 빨리 찾지 못하거나 기록 열람이 불가능한 경우도 있었다.
<휴·폐업 때 전자진료기록을 이관한다>
이번 진료기록보관시스템 개통으로 이 같은 의료기관 개설자, 환자, 보건소의 애로사항을 한꺼번에 해소할 수 있게 됐다. 우선, 의료기관 개설자는 휴·폐업 때 관할 보건소를 방문해 진료기록을 제출하지 않아도 의료기관에서 사용하던 전자의무기록 시스템에서 진료기록보관시스템으로 직접 이관할 수 있게 된다.
즉, 휴·폐업하는 의료기관은 진료기록을 폐업 전 보건소로 이관신청 후 시스템에 등록하면 자동 이관된다. 연계된 전자차트(EMR) 시스템을 통해 데이터가 자동 전송된다. 연계된 전자차트 프로그램은 비트U차트, 이지스전자차트, 닉스전자차트, 이플러스, 의사랑, 차트매니저, 닥터스 등이다. 진료기록보관시스템을 통해 보관과 발급 의무가 해소되고 개인정보 유출 위험이 크게 감소되었다.
이관된 전자진료기록은 국가가 운영하는 국가정보자원관리원 내 서버에 안전하게 저장돼 별도로 개인정보 보호·관리를 신경 쓰지 않아도 된다. 국가정보자원관리원은 2005년에 정부통합전산센터로 시작된 대한민국 디지털정부의 선도기관이다. 세계 최초의 정부 통합 데이터센터인 이 기관은 글로벌 기술 경쟁과 끊임없는 사이버 공격의 최전방에서 고품질 IT 서비스 제공과 디지털 정부 시스템의 운영 안정성 제고를 통해 국민이 편리하게 정부 서비스를 이용할 수 있도록 지원하고 있다.
국가정보자원관리원에 입주한 중앙행정기관 및 공공기관의 정보시스템과 국가정보통신망 등의 안정적 운영, 효율적 통합·구축 관리와 보호·보안 등에 관한 사항을 관장한다. 이 기관은 범정부 클라우드 플랫폼 제공, 인공지능 기반 보안체계 고도화 등 역량을 집중하여 국가정보자원을 안전하게 보호하고, ‘디지털 플랫폼 정부’ 구현에 앞장서는 디지털 서비스 전문기관이다.
<진료기록 발급포털에서 17종을 볼 수 있다>
국민은 보건소나 의료기관 개설자에게 연락하거나 방문하는 번거로움 없이 진료기록 발급포털에서 필요한 진료기록을 열람하거나 발급받을 수 있다. 진료기록 발급포털 누리집에 접속하고, 본인인증을 하여, 필요한 기록을 선택한 후 발급 신청을 하고 진료기록을 파일로 내려받으면 된다.
누구나 진료기록 발급포털에서 휴·폐업 의료기관을 검색할 수 있다. 전체 병원 조회, 지역(시·도) 선택, 등록여부(등록, 미등록) 선택후 검색하면 의료기관과 주소를 확인할 수 있다. 특정 의료기관명으로 검색하면 의료기관, 거리명으로 표기되는 신주소와 관할 보건소 등을 알 수 있다.
진료기록 발급포털에서 현재 발급할 수 있는 자료는 진단서 사본, 진료내역, 진료비계산서 등 보험 청구나 자격증명에 필요한 주요 진료기록 17종이다. 기본 기록은 진료기록부, 진단서, 처방전 등이고, 상세기록은 입·퇴원 기록, 수술기록, 방사선 판독 등이다. 다만 만 14세 미만 자녀 기록은 2025년 8월 이후부터 발급 가능하다. 만약 조회되지 않으면 해당 의료기관이 보관시스템에 등록됐는지 확인 후, 미등록되어 있으면 관할 보건소에 문의하기 바란다.
각 지방자치단체 소속 보건소도 휴·폐업 의료기관 진료기록 이관 및 보관 관련 업무 자동화로 본연의 업무인 지역주민의 건강증진과 질병 예방에 집중할 수 있게 된다.
<당사자나 가족은 진료기록을 신청할 수 있다>
의료기관에서 진료기록지 발급은 병력 확인, 병원간 진료 연계, 보험청구, 직장이나 학교에 제출, 법적 증빙 등에 필요하다. 환자나 가족 등은 대면 신청, 온라인 신청, 병원 방문 등을 통해 신청할 수 있다. 현재 입원 환자는 입원 중 퇴원 1~2일 전에 주치의나 간호사에게 신청하면 된다. 외래 진료가 있는 경우 해당 진료과에서 신청할 수 있다. 퇴원한 사람은 온라인 신청이 가장 간단하다. 온라인 신청은 병원 홈페이지나 모바일 앱을 통해 진료기록 사본을 신청할 수 있다. 신청일 기준으로 10년까지 발급 가능하다. 인터넷을 활용하기 어려우면 병원을 방문하여 원무과에 가서 직접 발급받을 수 있다.
진료기록지 발급에 필요한 서류는 본인은 신분증만 있으면 된다. 가족(배우자·자녀)의 경우 의료법에 따라 가족관계를 증빙하는 서류를 준비해야 하며, 진료기록 열람 및 사본 발급 동의서와 위임장을 작성해야 한다.
<병원서류 발급 대행서비스도 있다>
시간이 없거나 다른 사람의 도움을 받고 싶은 사람은 대행서비스를 이용하면 된다. 병원을 직접 방문할 시간이 없거나 서류 발급에 어려움을 겪을 때, 진료받은 병원이 멀리 있을 때 등에는 ‘병원서류 발급 대행서비스’를 이용할 수 있다. 병원에서 진단서와 세부내역서, 의무기록 사본 발급까지 모두 대행이 가능하다.
보험회사에 제출할 서류가 필요할 때와 같이 복잡한 병원서류는 전문가의 도움을 받는 것이 유리할 수도 있다. 진료기록지 발급 대행을 상담할 때에는 전문성을 인정받은 기관을 선택하는 것이 중요하다. 온라인으로 상담하기 위해 이름, 연락처 등을 담은 신청서를 쓴다.
동의서와 위임장에 들어갈 정보(이름, 생년월일, 주소, 연락처, 발급 병원명, 발급할 기간, 발급서류의 명칭)를 상담 후 유선 혹은 문자 등으로 전달한다. 신분증(주민등록증, 운전면허증, 여권) 앞면사본을 문자나 이메일로 보낸다. 동의서, 위임장은 휴대폰 등에서(전자서명 플랫폼을 통해) 전자서명만 하면 된다.
대행료(수도권 25,000원, 지방 35,000원 내외)를 안내받은 계좌로 송금하면 서비스를 받을 수 있다. 수도권은 서울, 경기, 인천, 수원 등이고, 지방은 대도시와 중소도시를 말한다. 대행기관이 병원을 방문하여 서류발급 후에 정확한 비용이 산출되면 해당 비용을 입금하면 서류를 받을 수 있다.
완료된 서류는 메일 발송이 기본이며 요청시 우편으로 받을 수도 있다. 발급된 자료를 스캔하여 이메일로 발송, 팩스 발송도 가능하다. 신청자는 대행료+발급수수료+우편 요금(필요시)을 합친 금액을 부담하면 된다.
여러분도 의료기관의 진료기록이 필요하면 운영중인 병원의 경우에 대면 혹은 비대면으로 신청하고, 휴·폐업 의료기관은 진료기록보관시스템을 활용하기 바란다. 본인이 직접 하기 어려우면 대행 서비스를 이용할 수도 있다.

Anyone can search for medical institutions that are closed or closed in the medical record issuance portal. You can check the medical institution and address by searching after inquiring about all hospitals, selecting a region (city/province), whether to register (registration, not registered). Currently, inpatients can apply to their doctor or nurse one to two days before discharge from hospital. If there is an outpatient treatment, it can be applied at the relevant medical department. The hospital can issue medical certificates, detailed documents, and copies of medical records on behalf of the hospital.
It may be advantageous to seek professional help for complex hospital documents, such as when documents to be submitted to an insurance company are required. When consulting with an agent issuing medical records, it is important to select an institution with recognized expertise. For online consultation, write an application form with your name, contact information, etc.
Consultation on the consent form and the information (name, date of birth, address, contact information, hospital name, period to be issued, and name of the documents to be issued) is carried out by wire or text message. A copy of the front of the ID card (resident registration card, driver's license, passport) is sent by text or e-mail. The consent form and power of attorney only need to be electronically signed on a mobile phone (through an electronic signature platform).
You can receive the service by transferring the agency fee (around 25,000 won in the metropolitan area and 35,000 won in the local area) to the guided account. The metropolitan area refers to Seoul, Gyeonggi, Incheon, and Suwon, and the provinces refer to large cities and small and medium-sized cities. Completed documents are basically sent by mail and can also be received by mail upon request. It is also possible to scan the issued data and send it by email and fax. The applicant may pay the sum of the agency fee + issuance fee + mail fee (if necessary).
