김영호 헌법 변조 ‘자유통일 북한 불능’ 평화 배척, 중러 동해 연합군사훈련
김영호 통일장관 후보자가 ‘자유통일로 북한불능’ 정책에서 헌법이 명시한 ‘평화통일’을 '자유통일'로 변조해 이전의 ‘체제경쟁 군비경쟁에 전쟁불사론’을 되살리고, 중국과 러시아는 동해에서 연합 군사훈련을 시작했다.
김 후보자는 21일 국회 인사청문회에서 “헌법 제4조는 자유민주적 기본질서에 입각한 평화적 통일을 추구해야 한다고 명시하고 있다”며 "이는 통일이 평화적인 방식으로 자유민주주의 원리에 기초해 이뤄져야 한다는 걸 의미“라고 말해, 헌법의 결론에 해당하는 ‘평화통일’을 빼고 '지유민주 집행 통일'에 의한 레이건식 ‘전쟁불사론’으로 사회주의 꺽기 전략을 정책으로 제시했다.
그는 "헌법에 명시된 분명한 가치와 원칙에 따라서 북한의 올바른 변화를 적극적으로 유도하고 우리 주도적으로 통일을 준비해 나가야 할 것"이라고 ‘자유통일 주도’에서 ‘평화정책’을 처음부터 배제했다.
헌법 4조는 '자유민주 입각 평화통일'로 남한의 자유민주와 북한체제의 공존 가능한 평화통일 정책으로 포괄했으나, 그는 '평화 방식으로'란 말로 '자유민주 남한체제 승리 우선에 가변적 평화'를 적용했다.
헌법 전문은 <항구적인 세계평화와 인류공영에 이바지함으로써 우리들과 우리들의 자손의 안전과 자유와 행복을 영원히 확보할 것을 다짐하면>으로 평화와 행복 안전을 명시했다.
그는 "특히 지금처럼 국제정치 질서가 자유진영과 권위주의 진영으로 양분되는 상황에서는 분명한 자유의 가치에 입각한 대북정책을 추구해 나가는 것이 대단히 중요하다"며 냉전의 진영 대치에서 ‘자유 통일’을 정책으로 집행하면서 ‘남북체제 경쟁 승리’로 남북간 핵전쟁불사론을 우선해 ‘평화정책’을 배척했다.
그는 특히 "한·미동맹과 한·미·일 안보협력을 강화하고, 국제사회와의 공조를 더욱 공고히 하여 북한이 핵 개발과 미사일 도발을 계속하면 할수록 북한체제의 생존은 더욱 위태로워지는 안보 딜레마에 더 깊이 빠질 수밖에 없다는 점을 분명히 깨닫도록 해야 할 것"이라고 통일정책 집행이 체제경쟁 승리의 북한 체제 ‘불능화’이면서 강제집행에 따른 양 진영의 갈등과 충돌을 배척했고, 이전 유투브에서 ‘핵전쟁 불사론’과 레인건과 트럼프가 시도한 ‘미치광이 전략’ 윤석열체제 적용을 밝혔다.
윤 대통령은 지난달 30일 후보자 발표에서 "앞으로 통일부는 자유민주적 기본질서에 입각한 통일이라는 헌법 정신에 따라 통일부 본연의 역할을 수행해야 할 것"이라며 "우리가 지향해야 하는 통일은 남북한 모든 주민이 더 잘 사는 통일, 더 인간답게 살 수 있는 통일이 돼야 한다"고 ‘북한 주민 잘살기’의 ‘군비증강 경쟁에 남한체제 승리’를 자유통일 정책으로 밝혔다.
윤 대통령은 지난해 7월 22일 통일부 업무지시에 "헌법 4조에 명시된 자유민주적 기본 질서에 입각한 통일이라는 것은 남과 북의 모든 국민이 주축이 되는 통일 과정을 의미한다"로 ‘평화적 통일정책’을 삭제했다.

중국과 러시아는 20일 동해에서 합동 해군·공군 훈련을 시작했다고 중국 중앙TV(CCTV)가 보도했다.
미국의소리(VOA)는 동해의 중국 러시아 연합훈련이 우크라이나 전쟁이 격화되는 가운데 이뤄졌다며 두 군사 강국 간 협력 심화를 보여주는 최신 신호라고 보도했다.

Unification Minister nominee Kim Yeong-ho revived the previous “non-war theory” by changing “peaceful unification” stipulated by the Constitution into “free unification” in the policy of “free reunification will make North Korea impossible,” and China and Russia began joint military exercises in the East Sea.
Candidate Kim said at the National Assembly confirmation hearing on the 21st, “Article 4 of the Constitution specifies that peaceful unification based on the basic order of free democracy must be pursued.”
He excluded “peace policy” from the “leading free unification” from the beginning, saying, “According to the clear values and principles specified in the Constitution, we must actively induce correct changes in North Korea and prepare for unification on our own initiative.”
Article 4 of the Constitution encompassed a policy of peaceful unification in which South Korea's free democracy and the North Korean system could coexist as 'peaceful unification based on free democracy', but he applied 'variable peace as an obstacle to free democracy' with the words 'peaceful way'.
The preamble to the Constitution stipulates peace, happiness and safety as <if we resolve to secure the safety, freedom and happiness of us and our descendants forever by contributing to permanent world peace and common prosperity of mankind>.
He said, “Especially in a situation where the international political order is divided into the free camp and the authoritarian camp, it is very important to pursue a North Korea policy based on the clear value of freedom.”
In particular, he said, “We need to strengthen the ROK-US alliance and South Korea-US-Japan security cooperation, and further solidify cooperation with the international community so that the North Koreans continue to develop nuclear weapons and missile provocations, so that they can clearly realize that they will inevitably fall deeper into a security dilemma in which the survival of the North Korean regime becomes more endangered.” Announced the application of the Yoon Seok-yeol system, the “lunatic strategy” that Reignon and Trump attempted.
In announcing the candidates on the 30th of last month, President Yoon said, "From now on, the Ministry of Unification will have to fulfill its original role in accordance with the constitutional spirit of unification based on the free democratic basic order."

China and Russia started joint naval and air force exercises in the East Sea on the 20th, China Central Television (CCTV) reported.
The Voice of America (VOA) reported that the China-Russia joint military drill in the East Sea was held amid the escalating war in Ukraine, and is the latest sign of deepening cooperation between the two military powers.
