북한이 미국에 협상 지속을 밝히고 한국에 협상 차단을 통고했다.

트럼프 미 행정부에서 비밀거래(CoverAction) 협상을 이끌었던 김여정 북한 부부장이 담화로 “미국의 새 행정부에도 한 마디 충고한다. 앞으로 4년간 발편잠을 자고 싶은 것이 소원이라면서 시작부터 멋없이 잠 설칠 일거리를 만들지 않는 것이 좋을 것”이라고 협상 대응을 밝힌 반면, 한국에 대해 “현 정세에서 더 이상 존재할 이유가 없어진 대남 대화기구인 조국평화통일위원회를 정리하는 문제를 일정에 올려놓지 않을 수 없게 됐다. 우리를 적으로 대하는 남조선 당국과는 앞으로 그 어떤 협력이나 교류도 필요없으므로 금강산국제관광국을 비롯한 관련 기구들도 없애버리는 문제를 검토하고 있다”고 밝혀 바이든 민주당 행정부의 공개거래(OvertAction)에 답변했다.

김여정 노동당 제1부부장이 16일 한미연합훈련을 비난하며 “3년 전 봄날은 다시 돌아오기 쉽지 않을 것”이라 노동신문을 통해 공개 선언했고, 바이든 행정부는 2월 중순부터 뉴욕주재 북대사관을 포함한 북한츨 여러 경로로 접촉을 시도한 것을 13일 언론에 공개하고 백악관이 즉각 확인하며 공개거래로 전환했다.

(중략) 지역 파트너 및 동맹과의 관여가 지속해서 확대될 것이라고 여러분 모두 예상할 수 있다고 생각한다”고 밝히며 “당연히 외교가 항상 우리 목표”라고 답변했다.

미 국무장관과 국방장관 합동 순방으로 15~18일 한국·일본 연쇄회담 후 중국 양제츠 국무위원과 왕이 외교부장 합동회담 출발에 앞서 로이터통신은 13일 익명 고위 관료 인용으로 “2월 중순부터 뉴욕(유엔주재 북한대표부) 포함한 여러 채널 통해 북한 정부에 접촉하려는 시도가 있었다”고 보도했고, 국무부는 익명으로 이 보도를 이날 확인해주며 공화당 트럼프 행정부의 정보기관 주도 비밀거래와 차이를 보였다.
