윤석열 정부의 힘바탕평화가 ‘북한 도발에 무력 대응 효과 입증’이라고 요미우리가 1일 보도했다.

국회 국방위원인 신원식 의원(국민의힘)은 요미우리 인터뷰로 ‘힘에 의한 평화’ 질의에 “윤 대통령은 세상의 변화를 정확하게 파악하고 있다”며 “미국과 중국 중 하나가 무릎 꿇을 때까지 관계는 악화 될 것이며 경제 상호의존 통해 평화를 유지하던 시대에서 무력으로 평화 유지하는 전통적 시대로 돌아왔다”고 밝혔다.

그는 이어 “북한이 도발로 얻는 것보다 잃는 것이 더 많다는 것을 무력으로 보여줄 수밖에 없다”고 ‘무력 대응’을 밝혔다.

그는 ‘북한의 핵무기 개발 목적 무엇인가?’ 질의에 “김씨 가문의 생존 위한 것”이라며 “향후 전략핵무기 놓고 미국과 협상을 벌이고, 북한이 전략핵무기의 상당 부분을 감축하는 조건으로 한·미 동맹을 해체하는 것이 목표다. 즉, 한국에서 미군의 철수로 이어질 것이다. 이것이 북한이 '한반도 비핵화'를 주장하는 핵심”이라고 ‘한반도 비핵화’를 북한 전략을 규정했다.

그는 한반도 상황에 대해 “휴전 이후에도 한반도는 여전히 일종의 '열전' 상태”라며 “한국을 둘러싼 상황은 급격히 바뀌었다. 중국에서의 12년 시진핑 행정부는 강력한 국가 노선을 취했고, 오바마 행정부는 군사 및 경제 작전의 초점을 아시아로 옮기는 ‘재조정’ 정책을 옹호했다. 미국과 중국의 전략적 경쟁이 시작되었고, 미중 대결은 트럼프 행정부 시절 '신냉전'의 모습을 띠었다. 지난해 러시아의 우크라이나 침공은 새로운 냉전의 분위기를 조성했다”고 냉전체제 ‘복원’으로 규정했다.

그는 ‘북한 대할 때 강조해야 할 것은 무엇인가?’ 질의에 “우리만이 북한 바꿀 수 있다는 환상을 버려야 한다. 연속적 좌파 정부, 즉 김대중 노무현 문재인이 북한 정권은 '이번에는 북한이 과거와 다르니 대화를 하고 당근(경제적 지원)을 걸어 변화를 만들 수 있다'고 생각했지만 아무것도 바꿀 수 없었다”고 말했다.

그는 이어 “미국 트럼프 행정부 시절 문재인과 트럼프 대통령은 북한이 이번에는 다를 것이라고 생각했다. 그 자만심은 북한에 속는 결과를 낳았다”며 “북한은 '평화를 먼저 파괴하지 않되 무력으로 현상을 바꾸는 것은 절대 용납할 수 없다'는 원칙을 견지해야 한다”고 도발에 무력 대응 효과의 ‘힘 바탕 평화’를 밝혔다.

그는 ‘한반도 비핵화’ 비난에서 “‘전략적 핵’과 ‘전술 핵’은 다른 목표 갖고 있다”며 “한·미 동맹이 해체되고 주한미군이 철수하면 남한과 북한은 일대일로 맞서게 된다. 남북한 사이에 군사적 충돌이 있고 남한이 계속 저항한다면 북한은 전쟁 초기에 핵무기를 사용할 것”이라고 전술핵을 설명했다.

그는 전략핵에 대해 “미국에 도달하는 대륙간탄도미사일(ICBM)과 같은 전략핵무기는 미국을 위협하고 한미 동맹을 해체하는 도구다. 북한도 미국과 핵전쟁을 할 생각이 없다. 김씨 일가가 생존을 위해 개발한 핵은 죽는 데 사용되지 않을 것”이라 밝혔다.

그는 이어 “북한의 핵 위협이 추가되면서 긴장이 더욱 고조됐다. 북한은 핵 문제로 인한 긴장에 대해 100% 책임이 있다. 유엔 안전보장이사회의 거듭된 제재 결의에도 불구하고 북한은 계속해서 핵무기를 개발하고 있다”고 긴장 고조에 북한 책임을 밝혔다.

그는 또한 “지난 5월 18일 미국의 전략핵잠수함 켄터키호가 부산에 도착하자 북한은 핵 위협이라며 반발했다”며 “그것은 문제에 대한 책임을 다른 사람들에게 전가하는 고전적인 방법이다. 한국과 미국의 억지력 강화는 북한의 핵 도발을 억제하기 위한 대응이며, 우리는 먼저 긴장을 고조시키지 않았다”고 밝혔다.

그는 8월 미국에서의 한미일 정상회담에 대해 “미국과 중국 중 하나가 무릎을 꿇을 때까지 관계는 악화 될 것”과 “무력으로 평화 유지하는 전통적 시대로 돌아왔다”, “이 상황에서 윤 대통령은 한일관계 개선, 한미동맹 강화하며 인도-태평양 지역에서 자유주의적 연대 강화했다”고 말하며, “8월 캠프 데이비드 한·미·일 정상회담은 큰 의미가 있다. 한국과 일본은 좌우에서 미국을 지원할 것이며 인류 문명의 진보와 자유 세계 보호하는 축이 될 것”이라 밝혔다.

공화당의 프렌치 힐 하원의원은 3일 “미국과 한국, 일본의 관계는 인도태평양 지역의 경제 번영을 유지하고 전 세계 자유를 증진하는 데 필수적”이라며 “중국 공산당의 공세가 강화되고 있는 가운데 무역과 항행의 자유를 보장하고 중국 공산당의 신식민지적 일대일로 전략에 맞서며 인도태평양과 전 세계 평화 및 번영을 유지하기 위해 노력하는데 세 나라가 함께 노력하는 것이 매우 중요하다”고 미국의소리(VOA)에 밝혔다.
