한국 ‘정찰위성 발사 연기’ 북한 ‘미국 양면적 독립국가 인정해야’      

     

한국이 30일 ‘정찰위성 발사’ 예정을 연기하고 북한은 ‘미국이 독립국가 인정해야를 선결 조건으로 발표했다.

한국은 정찰위성을 미국 팰컨9 로켓에 탑재해 30일 샌프란시스코 반덴버그 공군기지에서 발사 예정이었으나 로이터는 ‘날씨’ 때문에 연기했다고 30일 보도했다.

북한 김여정 노동당 부부장은 "우리는 북한에 조미 대화 재개를 위한 시기와 의제를 정할 것을 요청한 미국에 다시 한 번 분명히 밝힌다"며 "독립국가의 주권은 절대로 협상의 의제가 될수 없으며 따라서 조선민주주의인민공화국은 절대로 미국과 대면하지 않을 것이다"고 조선중앙통신으로 30일 발표했다.

로이터는 조선통신을 인용해 “북한은 미국과 주권 협상을 하지 않을 것이라고 말하면서 미국이 이 지역에서 군사 활동을 강화하면서 회담을 제안한 것에 대해 ‘양면적’이라고 비판했다”

로이터는 김여정이 “토머스-그린필드 미국 유엔대사가 북한과의 회담 재개를 위한 노력을 강조했으나 우주 개발에 대한 북한의 주권적 권리를 부인할 수 있는 ‘정당한 근거’가 부족했다”면서 “미국이 이번 주 유엔 안보리 회의에서 북한의 최근 첫번째 첩보위성 발사에 대해 ‘극단적 이중 잣대’ 보여줬다”고 말한 것으로 보도했다.

AP는 김여정은 성명에 대해 “독립국가의 주권은 결코 협상의 의제가 될 수 없으며, 따라서 결코 그 목적 위해 미국과 대면하지 않을 것’이라 밝혔다”며 "(북한은) 앞으로도 자국의 주권에 속하는 모든 것을 발전시키기 위해 노력할 것이며, 모든 유엔 회원국이 누리는 주권적 권리를 앞으로도 제한 없이 존엄하게 행사할 것"이라고 이날 보도했다.

로이터는 이어 “미국과 한국은 북한 이번 인공위성 발사에 대해 북한의 탄도미사일 기술 사용을 금지한 유엔 안보리 결의 위반이라고 규탄했다”고 밝혔다. 

AP는 “북한이 위성 발사를 둘러싼 긴장이 고조됨에 따라 국경 수비대 초소를 복원했다고 서울이 밝혔다”고 보도했다.

AP는 이어 김여정은 월요일의  안보리 회의에서 토머스-그린필드 대사 발언에 대해 ”대사가 북한의 인공위성 발사를 '불법'으로 낙인찍기보다는 왜 미국의 전략자산이 한국 항구에 자주 나타나는지를 먼저 설명해야 한다“면서, 김여정이 진화하는 북한의 핵 위협에 대한 방어 강화 위한 한미 양국의 초기 합의에 따라 항공모함과 핵 추진 잠수함과 같은 강력한 미국 군사 자산의 임시 배치를 늘린 것을 대응한 것으로 밝혔다.

AP는 “북한은 지난해부터 두 차례의 위성 발사 실패와 금지된 탄도미사일 실험 계속에도 불구하고 유엔 안보리 상임이사국 러시아와 중국이 미국과의 대립 속에서 안보리의 대응을 방해해왔기 때문에 새로운 유엔 제재를 받지 못했다”며 “정찰위성 발사는 남북한 사이의 적대감을 심화시켰고, 경쟁국들은 이전의 긴장 완화 협정을 위반하면서 삼엄하게 요새화된 국경을 따라각각 적대적 군사적 조치를 취했다”고 밝혔다.kimjc00@hanmail.net

The AP went on to say that Kim Yo-jong responded to Ambassador Thomas-Greenfield's remarks at Monday's Security Council meeting by saying, "Rather than branding North Korea's satellite launches as 'illegal,' the ambassador should first explain why U.S. strategic assets frequently appear at South Korean ports." It said Kim Yo-jong was responding to an initial agreement between South Korea and the United States to strengthen defenses against North Korea's evolving nuclear threat by temporarily increasing the deployment of powerful U.S. military assets, such as aircraft carriers and nuclear-powered submarines.

AP said, “Despite two failed satellite launches since last year and continued testing of banned ballistic missiles, North Korea will not be subject to new UN sanctions because permanent members of the UN Security Council, Russia and China, have been obstructing the UN Security Council’s response amid the confrontation with the United States. “The launch of the reconnaissance satellite deepened hostilities between North and South Korea, and the rival countries each took hostile military measures along their heavily fortified border in violation of previous tension reduction agreements,” he said.
