‘공무원 선언’은 “이스라엘의 군사작전은 9/11 이후 얻은 모든 중요한 대테러 전문 지식을 무시했고 하마스 패배라는 이스라엘의 목표에 기여하지 못하고, 대신 하마스 헤즈볼라 그리고 다른 부정적 행위자들의 호소력을 강화시켰다”며 “현재 진행 군사작전은 이스라엘 자체의 안보뿐만 아니라 지역 안정에도 해를 끼칠 것이며 더 광범위한 전쟁의 위험은 우리 정부의 명시된 안보 목표에 부정적 영향을 미치고 있다”고 밝혔다.

‘선언’은 자국 정부에 대해 “우리 정부는 이스라엘의 군사 작전에 공개적 외교적 군사적 지원 제공했고 이 지원이 실제 조건이나 책임없이 제공되었다”며 “인도주의적 재앙에 직면했을 때, 우리 정부들은 즉각적인 휴전과 가자지구에 필요한 식량/물/의약품의 차단 중단을 촉구하지 않았다”고 지원 정책 실패를 밝혔다.

‘선언’을 지원 정책에 대해 “우리 정부의 현 정책은 도덕적 입지를 약화시키고 전 세계적으로 자유, 정의, 인권을 수호하는 능력을 약화시키며, 우크라이나에 대한 국제적 지지를 결집하고 러시아 중국 이란의 악의적 행동에 대응하려는 우리의 노력을 약화시킨다”며 “우리 정부의 정책이 국제인도법의 중대 위반, 전쟁 범죄, 심지어 인종 청소나 대량 학살에 기여하고 있다는 위험이 있다”고 지적했다.

‘선언’은 이스라엘의 가자지구 군사 작전에 대해 “군사작전에서 아무런 경계도 보여주지 않은 결과 수만 명의 예방 가능한 민간인 사망자가 발생했다”며 “이스라엘의 고의적 원조 차단은 인도주의적 재앙 초래하, 수천 명의 민간인을 굶주림과 서서히 죽어가는 위험에 빠뜨렸다”고 밝혔다.

‘선언’은 인질에 대해 “이스라엘의 군사 작전은 모든 인질을 석방하려는 목표에 기여하지 못했으며 그들의 안녕과 생명과 석방을 위험에 빠뜨리고 있다”고 밝혔다.

‘선언’은 공무원의 직무에 대해 “우리는 금세기 최악의 인류 재앙 중 하나에 연루되지 않기 위해 국가와 우리 자신을 위해 할 수 있는 모든 일을 해야 할 의무가 있다”며 “우리는 우리가 봉사하는 국가의 대중에게 경고하고 초국가적 동료들과 협력하여 행동할 의무가 있다”고 밝혔다.  

‘선언’은 공무원 의무에 대해 “우리는 민주적으로 선출된 행정부들이 우리에게 약속한 헌법과 국제적, 국가적 법적 의무를 존중하고 보호하며 지지할 의무가 있다”며 “우리는 공무원으로서 권력을 잡은 정당에 관계없이 정책을 시행하는 동안 법을 존중하고 봉사하며 지켜야 한다”고 밝혔다.

‘선언’은 이어 “우리는 우리의 전체 경력 동안 그렇게 해 왔다”며 “우리는 정부/기관에 서비스를 제공하고, 정보를 제공하고, 조언하기 위해 고용되었으며, 지난 수십 년 동안 정부가 의존해 온 전문성과 경험을 입증했고, 우리는 우리 정부/기관의 정책이 우리의 이익에 도움이 되지 않는다는 우려를 내부적으로 표명하고 국가 및 국제 안보, 민주주의 및 자유에 더 잘 봉사할 수 있는 대안을 촉구했다”고 밝혔다.

‘선언’은 이에 “서방 외교 정책의 핵심 원칙을 반영하며 배운 교훈을 통합했다”며 “우리의 직업적 관심사는 정치적, 이데올로기적 고려에 의해 기각됐다”라고, 현행 이스라엘 편향 지원 정책이 ‘정치적 고려’에 의한 고의적 실책으로 지적했다.

성명서에 서명한 국가 공무원은 네덜란드 미국 벨기에 덴마크 핀란드 프랑스 독일 이탈리아 스페인 스웨덴 스위스 영국 등 12개국 800여명이며 성명서는 이날 공개됐고 자국 정부에 이날 전달됐다.
