미 VOA 공화 Vs 민주 '한국군 미국핵 조종’, ‘일본 대만 가세 국제고립’ 대립  

  

미국 공화당 친트럼프의 해리티지재단이 “한국 조종사가 미국 핵무기 탑재 한국 항공기 조종”에 의한 ‘동북아 안보용 한국 핵무장’을 제시하고, 민주당계의 전 비핵 관료는 “한국핵 공짜 아니라 대만 일본의 연쇄 핵무장 유발이고 국제 고립 압박”으로 반대했다.

미 국무부의 미국의소리(VOA)는 한국의 정부쪽 정당 대표들이 잇따라 차기 집권시 ‘핵무장’ 공약을 두고 친트럼프의 해리티지재단 로버트 피터슨 연구권과 민주당계열의 토마스 컨트리맨 전 국무부 국제안보·비확산 차관대행간의 대립된 대담을 1일 보도했다.

피터슨 연구원은 “미래 대통령(차기 미국 대통령)이 내릴 결정”이라며 “한국 조종사가 미국의 핵무기를 탑재한 한국 항공기를 조종하는 것”을 한국의 핵무장 방법으로 제시했다.

그는 “동북아 안보 상황이 악화하고 있다”며 “북한의 핵무기 역량이 꾸준히 증가하고 발전하고 있다. 지구상에서 가장 빠르게 성장하는 핵 강국은 바로 중국이다. 우리는 억지력에 있어 문제가 있다. 특히 동북아에서”라고 ‘중국 핵에 대응해 한국의 핵무장’을 실제 전략으로 발표했다.

컨트리맨 전 차관대행은 “한국이 핵무기 추구는 공짜가 아니라 현재의 방어 능력에 도움이 되지 않고 오히려 방어 능력을 근본적으로 변화시킬 것”이라며 “아무도 NPT 탈퇴가 한국이 현재 누리고 있는 경제적, 정치적 관계와 위상을 손상시키지 않을 것이라고 장담할 수 없다”고 밝혔다. 

컨트리맨 전 차관대행은 사회자의 이스라엘과 프랑스 핵과 NPT 대비 질의에 “그들은(이스라엘)은  NPT에 서명하기 전에 핵무기를 보유했으나 한국은 NPT에 먼저 서명했고 양국 두 대통령(윤석열 바이든” 사이의 약속으로 NPT를 존중하기로 다시 한번 합의했다“며 ”어떤 일을 하기로 약속하고 채 1년도 되지 않아서 ‘생각이 바뀌었어’라고 말하기 시작한다면 파트너십의 신뢰성에 의문이 생길 것“이라고 밝혔다.

컨트리맨 전 차관대행은 이어 한국의 여론조사에 대해 “한국의 여론 조사에. ‘한국이 핵무기를 보유해야 할까요? 그것이 일본과 타이완의 핵무장을 의미하는데도요?’” 조항을 포함해야 한다고 밝혔다.

컨트리맨 전 차관대행은 ‘반대 이유로 “한국과의 민간 원자력 협상을 2년 이상 이끌었고 당시 한국이 말한 목표는 잠재적 핵무기 보유가 아니라 일본과 똑같은 대우를 받고 싶다는 것”이라며 “진정한 정치 지도자는 워싱턴에서의 합의가 국가 안보를 위해 적절하다고 국민을 안심시켜야 한다. 만약 한국 지도부가 그것을 의심하고 그런 의심을 국민에게 전한다면 한국 방어가 훼손되는 상황이 되는 것”이라 밝혔다.

해리티지의 피터스 연구원은 “미국 핵무기를 한국에 재배치하는 걸 지지하는 건 부분적으로 억지력과 한국 정치권과 지도부를 안심시켜 그들이 독자 핵무장의 길로 갈 필요가 없도록 하기 위해서”라며 “핵무기를 군사적 전쟁 무기만큼이나 정치적인 무기로 본다. 그래서 만약 미국 핵무기를 한반도에 재배치하는 것이 비록 미국 항공기를 조종하는 미국인에 의해서만 사용될 수 있다 하더라도 독자적인 한국 핵무장을 피할 수 있다면, 난 기꺼이 그 길로 가겠다”고 한국에 핵무기 재배치를 정책으로 밝혔다.

피터스 연구원은 한국 핵무장이 이란과 북한핵 사태 재연 우려에 대해 “이란과 북한의 왕따 처지는 전적으로 그들의 핵 프로그램 때문만이 아니라 이란과 북한 정권의 성격 때문”이라며 “컨트리맨 전 차관 대행이 한국과 북한, 이란 정권의 차이를 얼버무리는 건 아니라고 생각하지만 한국이 자체 핵무기를 보유하는 결과는 현시점에선 지지하지 않지만 북한과 이란이 그 길로 나아가는 것과는 동일시할 수 없다”고 한국 핵무장 주장론이 이란 북한핵 사태와 대비를 부인했다.

윤석열 체제는 출범 이전부터 해리티지재단의 전략 조언으로 친공화당의 레이건 정책인 ‘공개 정책보다 은닉 전략 우위’에서 ‘법률 무력화에 조례 대통령령 우위’와 ‘소수 정당이 의회 무력화 위해 시행령과 은닉된 전략 정치 주도’ 등을 시행해왔다.
