체코원전 입찰 한국 모방 설계에 재검토 대통령실 ‘통보’
체코원전에 한국 원전 기술이 미국 모방 설계로 인한 재검토에 들어가면서 체코 안보보좌관이 윤석열 대통령에게 관련 사실을 ‘통보’한 것으로 보인다.
체코 반독점사무소(UOHS)는 3일 성명으로 “지난주 원전 건설 입찰 절차에 대한 미 웨스팅하우스와 프랑스 전력공사(EDF)의 이의 신청을 받았다”며 “관련 행정 절차가 시작됐다. 결과가 나올 때까지 진행 상황에 대한 추가 정보는 공개하지 않을 것”이라고 발표했다.
체고 토마쉬 포야르 안보보좌관은 4일 윤 대통령을 만나 "체코 정부는 원전 분야뿐만 아니라 산업, 투자, 방산, 교통, 연구개발(R&D) 등에 걸쳐 한국과 전면적인 협력을 강화하기를 희망한다"고 밝혔고, 윤 대통령은 "민주주의, 인권, 법치 등의 핵심 가치를 공유하는 양국이 다양한 분야에서 긴밀히 협력하고 있어 기쁘게 생각한다"고 말했다고 대통령실이 발표했다.
체코 안보보좌관은 4일 조태열 외무장관을 만나고 이어 5일 안덕근 산업통상자원부 장관을 만났고, 5일 외교부는 5일 “9일 오전 조 장관이 얀 리파브스키 체코 외교부 장관과 양자회담을 갖는다”고 발표했다.
웨스팅하우스는 지난달 27일 “ 한수원의 APR1000 및 APR1400 플랜트 설계는 웨스팅하우스가 허가한 Generation II System 80 기술을 활용한다”고 체코 UOHS에 항소하며 성명을 발표했고, 체코는 1주일만에 ‘조사 개시’를 발표했다.
한국의 원전 전문가는 익명으로 “바라카(UE)에 수출했던 APR1400과 체코에 수출한 APR1000 모두 한국에서 독자적으로 개발했지만 웨스팅하우스가 미국 원전업체 ABB-CE를 인수하면서 가져온 'System80'을 기준으로 만든 점은 부인할 수 없다”고 한국일보에 5일 밝혔다.
산업통상자원부는 5일 국회 답변에서 체코원전에 대해 "UAE 바라카 사례와 같이 설비 공급 등에서 협력할 여지가 있다"고 밝혔다.
정부와 한전은 2009년 바카라 원전 수주에서 원천기술 주장의 웨스팅하우스에 핵심 기술 자재인 원자로 계측 및 제어시스템, 냉각시스템 등을 20억 달러에 매입해 수주 계약을 체결했다.kimjc00@hanmail.net

It appears that the Czech National Security Advisor ‘notified’ President Yoon Seok-yeol of the fact that the Czech National Security Advisor is undergoing a review due to the Korean nuclear power plant technology copying the US design.
On the 3rd, the Czech Antimonopoly Office (UOHS) announced in a statement that “last week, we received objections from Westinghouse and EDF regarding the nuclear power plant construction bidding process,” and that “the related administrative procedures have begun. We will not disclose any further information on the progress until the results are out.”
On the 4th, National Security Advisor Czego Tomasz Pojar met with President Yoon and said, “The Czech government hopes to strengthen comprehensive cooperation with Korea not only in the nuclear power sector but also in industry, investment, defense, transportation, and research and development (R&D),” and President Yoon said, “I am pleased that the two countries, which share core values such as democracy, human rights, and the rule of law, are cooperating closely in various fields,” the Presidential Office announced.
The Czech National Security Advisor met with Foreign Minister Cho Tae-yeol on the 4th and then with Minister of Trade, Industry and Energy Ahn Duk-geun on the 5th, and on the 5th, the Ministry of Foreign Affairs announced that “Minister Cho will hold a bilateral meeting with Czech Foreign Minister Jan Lipavski on the morning of the 9th.”
On the 27th of last month, Westinghouse announced a statement appealing to the Czech UOHS, stating that “KHNP’s APR1000 and APR1400 plant designs utilize the Generation II System 80 technology approved by Westinghouse,” and the Czech Republic announced the “initiation of an investigation” just one week later.
A Korean nuclear power expert anonymously stated to the Hankook Ilbo on the 5th that “both the APR1400 exported to Barakah (UAE) and the APR1000 exported to the Czech Republic were independently developed in Korea, but it cannot be denied that they were made based on the ‘System80’ that Westinghouse acquired when it acquired the American nuclear power company ABB-CE.”
The Ministry of Trade, Industry and Energy stated in its National Assembly response on the 5th that “there is room for cooperation in facility supply, as in the case of the UAE Barakah nuclear power plant.”
In the 2009 Barakah nuclear power plant project, the government and KEPCO signed a contract to purchase core technology materials such as reactor instrumentation and control systems and cooling systems from Westinghouse, which claimed original technology, for $2 billion.
