윤석열 ‘자유통일로 반국가 제거’ 조태열 ‘트럼프 당선시 북한 접촉’

윤석열 대통령이 북한 영토가 대한민국이라며 ‘자유통일로 반국가 제거’를 말하고 조태열 외무장관이 ‘트럼프 당선시 북한과 접촉’으로 ‘공화당지지’ 입장을 내놨다.

윤 대통령은 민주평통 해외 자문위 대회에서 “지금 우리가 누리는 자유와 번영을 하루라도 빨리 북녘땅으로 확장하기 위해 저와 여러분이 힘을 모아야 한다”며 "자유 통일 대한민국을 앞당기기 위해 모든 힘을 쏟겠다"고 10일 선언했다.

조태열 외무장관은 이날 국회 답변에서 "도널드 트럼프 후보가 당선된다면 북한과 대화를 하겠다며 어떤 형태로든 시도를 하지 않을까 한다"고 밝혀 ‘트럼프 지지’를 간접적으로 밝혔다.

윤 대통령은 연설에서 "북한의 선전 선동에 동조하는 우리 사회 일각의 반대한민국 세력에 맞서 자유의 힘으로 나라의 미래를 지켜달라"며 "자유민주주의 체제에 대한 우리의 신념이 확고할 때 북한 주민을 향한 자유 통일 메시지도 더 크고 힘차게 뻗어나갈 수 있다"고 자유민주의 통일에서 반대자에 대해 ‘반대한민국’와 ‘국제연대로 제거’를 말했다.

윤 대통령은 이어 "자유민주주의에 입각한 평화통일 추진은 대한민국 헌법이 대통령과 국민에게 명령한 신성한 책무"라며 "북한의 선전 선동에 동조하는 우리 사회 일각의 '반대한민국' 세력에 맞서 자유의 힘으로 나라의 미래를 지켜내야 한다"고 밝혔다.

헌법 4조는 <자유민주적 기본질서에 입각한 평화적 통일정책을 수립하고 이를 추진>이라서 윤 대통령의 "자유민주주의에 입각한 평화통일 추진은 대한민국 헌법이 대통령과 국민에게 명령한 신성한 책무" 발언과 격차가 커 헌법 위배로 보인다.

윤 대통령은 ‘자유통일’에 대해 “우리에게 통일이란 자유, 인권, 법치의 인류 보편적 가치를 북녘땅으로 확장하는 것”이라며 “북한 정권이 민족과 통일을 부정할수록 우리는 자유의 가치를 더 확고히 해야 한다. 북한 인권 개선을 위한 국내외적 노력에 더욱 박차를 가하겠다. 북한 동포들이 자유 통일을 열망하도록 자유와 인권의 정신을 불어넣는 데도 노력을 아끼지 않을 것”이라고 ‘북한 주민에 자유 주입 강화 정책’을 밝혔다.

트럼프 전 대통령은 2017년 당선 직후 CIA 프로젝트로 북미정상회담을 시도하며 최종 결렬된 2019년 하노이 회담에서 ‘북한 주민 밝은 미래’ 설계도를 CD로 제작해 김정은 국무위원장에게 시도했고 회담 실패하고 재선 시도가 좌절됐다.

President Yoon Seok-yeol said ‘Eliminate anti-states through free unification’, saying that North Korean territory is the Republic of Korea, and Foreign Minister Cho Tae-yeol expressed his ‘support for the Republican Party’ position by saying ‘Contact North Korea if Trump is elected.’

At the Democratic Peace Unification Advisory Council Overseas Advisory Committee meeting, President Yoon declared on the 10th, “You and I must join forces to expand the freedom and prosperity we enjoy now to North Korea as soon as possible,” and “I will devote all my efforts to bring forward a free unified Republic of Korea.”

In his response to the National Assembly that day, Foreign Minister Cho Tae-yeol indirectly expressed his ‘support for Trump’ by saying, “If candidate Donald Trump is elected, I will try to talk to North Korea in some form,” In his speech, President Yoon said, “Please protect the future of our country with the power of freedom against the anti-Republic of Korea forces in our society who sympathize with North Korea’s propaganda,” and “When our belief in the liberal democratic system is firm, the message of free unification to the North Korean people can spread louder and more powerfully.” Regarding the opponents of liberal democratic unification, he mentioned ‘anti-Republic of Korea’ and ‘elimination through international solidarity.’

President Yoon continued, “The promotion of peaceful unification based on liberal democracy is a sacred duty commanded to the president and the people by the Constitution of the Republic of Korea,” and “We must protect the future of our country with the power of freedom against the ‘anti-Republic of Korea’ forces in our society who sympathize with North Korea’s propaganda.”

Article 4 of the Constitution states, “Establish and promote a peaceful unification policy based on the basic order of liberal democracy,” which is very different from President Yoon’s statement that “the promotion of peaceful unification based on liberal democracy is a sacred duty commanded to the President and the people by the Constitution of the Republic of Korea.” Seems to be a violation of the Constitution.

Regarding ‘free unification,’ President Yoon said, “Unification for us means expanding the universal human values of freedom, human rights, and the rule of law to the land of the North,” and “The more the North Korean regime denies the people and unification, the more we must solidify the value of freedom. We will further spur domestic and international efforts to improve human rights in North Korea. “We will spare no effort in instilling the spirit of freedom and human rights in North Korean compatriots so that they can aspire for free unification,” he said, announcing the ‘policy of strengthening freedom instillation in North Korean residents.’

Former President Trump attempted to hold a North Korea-US summit as a CIA project immediately after his election in 2017, and attempted to present a blueprint for a ‘bright future for North Korean residents’ on CD to Chairman Kim Jong-un at the Hanoi summit in 2019, which ultimately failed, but the summit failed and his re-election attempt was frustrated.
