이재명 AI로 직접민주주의 헌법 위반 2021년 공약 ‘뉴딜 4% 고성장’

이재명 대통령이 ‘AI로 직접민주주의’를 선언해 헌법의 ‘국민주권주의’를 위반하고, 2021년 대선 공약이던 ‘뉴딜 4% 고도성장’ 체제의 행겅주도 경제성장 정책 선언과 달리 집권자로서 이번에는 “성장 탈을 쓴 반민주세력 차단위해 자유가 경제”라고 입장을 바꿨다.

이 대통령은 ‘직접 민주주의’ 도입에서 첫 집권 기반이었언 ‘당원주권주의’를 급조해 ‘당원이 집단지성’이란 1년전 4월 총선 공천 장악 당시의 발언을 대통령 집권 이후 완전히 바꿔 ‘주권자가 집단지성’이라고 급선회했다.

이 대통령은 세계정치학회에서 아직 만들어지지 않은 AI로 직접 민주주의 통치를 말하며, 자신의 정부에서 AI를 훈련해 AI 혁명으로 민주주의가 경제를 해결하는 모델을 만들기 위해 AI 펀드에 한국민이 참여하고 이를 통해 먹고 사는 새 통치 구조를 'K 민주주의'로 선언하고 "전세계에 알리고 싶다"고 연설했다.

이 대통령은 13일 "이제 우리는 민주주의의 위기를 바로잡은 주권자의 집단지성이 제대로 발현될 수 있는 미래형 민주주의로 나아가야 한다"며 "국민과의 직접 소통을 일상화, 제도화하고, 국정운영에 적극 반영하는 명실상부한 '국민이 주인인 나라'로 나아갈 것"이라고 밝혔다.

이 대통령은 ‘AI에 의한 직접 민주주의가 국민주권정부의 목표’라면서 "민주주의가 밥을 먹여준다는 사실을 증명해야 한다"며 "그래야 성장의 탈을 쓴 반민주세력이 불평등과 빈곤의 틈새를 파고들어 민주주의를 파괴하지 못하도록 막을 수 있다"고 세계정치학회에서 이날 말했다.

반면 이 대통령은 2021년 대선 출마 선언 연설에서 재정확대로 대공황에서 전쟁을 거쳐 초 호황의 미국 경제 부흥 체제를 모방해 "대공황시대 뉴딜처럼 대전환 시대에는 공공이 길을 내고 민간이 투자와 혁신을 감행할 수 있게 해야 한다"며 "규제 합리화로 기업의 창의와 혁신이 가능한 자유로운 공간을 확보해야 한다"고 공화당 레이거노믹스의 자유주의 공급우위 전략을 공약으로 발표했다.

당시 경기지사였던 이 대통령은 정부 적자재정 확충에 의한 공격형 산업구조 개편에 대해 “대전환의 위기를 경제재도약의 기회로 만드는 강력한 경제부흥정책을 즉시 시작하겠다”며 “획기적 미래형 경제산업 전환으로 양질의 일자리를 늘리고 국가재정력을 확충해 보편복지국가의 토대를 만들겠다”고 밝혀, 미래이익 우위의 국가이익론에 체제유지용으로 기본소득제를 적용했다.

당시 이 지사의 정부비대화 정책은 공정성 강화 전략으로 행정부 우위의 행정독재와 부채경제 강화가 목표였다.

이 대통령은 정치학회 연설에서 "'빛의 혁명'으로 탄생한 국민주권정부는 국민추천제, 국민사서함, 전국 방방곡곡 타운홀미팅을 시작으로 주권자의 목소리를 국정의 나침반으로 삼는 직접민주주의의 실험과 혁신을 끊임없이 시도하고 있다"며 "'모든 권력은 국민으로부터 나온다'는 민주주의 본연의 가치와 정신을 충실히 이행하기 위해 국민과의 직접 소통을 일상화, 제도화하고, 국정운영에 적극 반영하는 명실상부한 '국민이 주인인 나라'로 만들어갈 것"이라고 정당을 배제한 직접 민주주의가 국정 지표임을 확인했다.

이 대통령은 특히 "AI(인공지능) 혁명이 직접 민주주의 강화의 유용한 기반이 될 것으로 믿는다. 저마다 손에 쥔 핸드폰으로 권력 남용을 감시하지 않았다면 대한민국은 어둠 속을 헤매고 있었을지 모른다"며 "AI 혁명이야말로 K-민주주의의 새로운 미래를 열어젖힐 '특이점'이 될 것"이라고 AI 주도 직접 민주주의 체제 전환을 밝혔다.

이 대통령은 AI 혁명이 곧 직접민주주의라고 규정하는 근거로 "이미 도래한 AI 혁명이 디지털 민주주의를 더욱 발전시킴으로써 합리적 토론과 민주적 의사결정을 돕고, 직접민주주의를 강화하는 유용한 기반이 되어줄 거라 믿는다"고 밝혔다.

이 대통령은 당 대표로서 1월 28일 SNS 정치로 “국민이 대한민국의 참된 주권자가 되고 일상적으로 주권자의 의사가 국정에 반영되는 진정한 민주공화국의 문을 열 것”이라며 "'국민중심 직접민주주의' 르네상스는 구성원의 참여와 신뢰가 필수조건"이라고 정치체제에 직접민주주의 가동을 밝혔다.

이 대통령은 당시 직접민주주의 체제에서 “새해의 문턱에서 우리는 곧 오늘의 불운을 끝내고 우리 국민이 얼마나 위대한지 다시 발견하게 될 것”이라며 “국민의 열망을 가슴 깊이 새기고 국민의 뜻을 받들어 새 미래를 열어가는 데 앞장설 것”이라며 “모든 국민의 희망과 기쁨이 가득한 한 해가 될 수 있도록 더욱 정진하겠다”고, 헌법이 보장한 ‘정당’에게 ‘우리’ 호칭으로 바꾸고 ‘국민에 미래 선도자’로 구분해, ‘민주당 당원주권주의에 의거한 국민 직접민주주의‘로 밝혔다.

이 대통령은 지난해 4월 총선 공천에서 헌법의 ‘국민주권주의’에서 이탈한 ‘당원주권주의’로 권리당원 소수가 국민 선출의 '국회의원 공천 우선 선별제도’ 체제를 도입해 반대파 후보자를 이 대표의 변호인 체제로 교체했고, 소수 당원의 과두 조직에 의한 ‘소수 지배체제’를 구축했다.

이 대통령의 지난 1월 직접 민주주의 선언은 탄핵이 '대장동과 내란' 변호사 정치로 변질되며 민주당 지지율이 뒤쳐지고 차기대권 선호도만 1위 구조에서 전술적 접근을 보인다.

이재명 전 민주당 대표가 당원 교조주의에서 ‘당의 힘은 당원’으로 ‘당원에 의한 총선 승리’ 신념에 따라 국민과 분리하고 민주주의를 배척한 ‘당원 단결’ 선언을 10일 발표했다.

이 대표는 “민주당의 운명은 당원의 손에, 민주당을 믿고 지지하시는 국민의 손에 달려 있다”며 민주당원 지배의 민주당에서 ‘국민’을 분리해 정당법의 국민에 의한 정치의사 형성 기본권을 완전 배재했다.

이 전 대표는 출마선언에서 처음부터 끝까지 “당원과 국민”으로 분리하며 헌법의 국민주권주의를 위반했다.

이 전 대표의 출마선언은 “안보가 곧 민생”이라 선언하고, ‘민주주의’ 용어는 유일하게 “민주주의와 민생의 최후 보루인 국회”에 대해 “다수당 민주당 책임 정치는 민생”으로 제한시켜, ‘먹사니즘’ 이데올로기에 의거한 민주주의 완전 배제를 선택했다.

정당법은 정당을 ‘1조 목표’에서 “국민의 정치적 의사형성에 참여하는데 필요한 조직을 확보하고 정당의 민주적인 조직과 활동을 보장함으로써 민주정치의 건전한 발전에 기여함”을 면시해 ‘국민의 정치의사 형성’이 기본 목적이다.

정당법의 2조 ‘정의’는 “국민의 이익을 위하여 책임있는 정치적 주장이나 정책을 추진하고 공직선거의 후보자를 추천 또는 지지함으로써 국민의 정치적 의사형성에 참여함을 목적으로 하는 국민의 자발적 조직”으로 규정해 ‘국민의 정치의사 형성’이 우선이다.

이 대통령은 지난해 7월 당 대표 출마선언문에서 “더불어민주당의 주인은 250만 당원동지들”이라며 “총선 승리는 국민의 뜻이자 국민의 승리였지만, 250만 민주당원들의 무한한 열정과 헌신이 큰 역할을 했다고 믿는다”고 ‘당원 승리’에 의한 신념체제로 당원 주권주의를 밝혔다.

이 대통령은 이날 “지금 민주당에 가장 중요한 과제는 당원의 주권의지가 제대로 발휘되고 실현되도록 더 유능하고 더 혁신하고 더 준비된 정당으로 거듭나는 일”이라며, ‘당원 중심 대중정당’에서 “당의 힘은 당원의 힘에서 나온다“고 선언했다.

이 대통령은 이어 정치에 대해 “‘먹사니즘(먹고사는 문제 해결)’이 바로 유일 이데올로기여야 한다”며 “마주할 미래는 인공지능 로봇이 대부분 생산 담당하고 극단적 양극화가 진행되는 세상”이고, “기본사회”로서 “기본적 삶이 보장되는 희망 사회를 만드는 일, 다시 뛰는 대한민국을 만드는 일이 수권정당인 더불어민주당의 책임”이라고 밝혔다.

이 대통령은 AI가 양극화 주범이라며 “사회 바꾸고 미래 주도 혁신하는 민주당”이라며 “일자리는 인공지능 로봇을 통제하는 소수의 고급노동과 로봇비용보다 저렴한 대다수 소외노동으로 양분화될 것”이라서 ‘기본소득 제공’을 제시해, 민주당이 양극 노동체제를 만들고 기본소득을 제공하는 사회체제 시도를 현재의 ‘정치교체’로 밝혔다.

이 대통령은 민주당이 만들 미래 경제체제에 대해 “높은 생산성의 토대인 과학기술은 모두의 공유자산의 일부이고, 구성원의 기본적 삶이 보장되어야 공동체가 유지 존속할 것”이라며 “소득, 주거, 교육, 금융, 에너지, 의료 모든 삶의 영역에서 기본적 삶을 권리로 인정하고 함께 책임져주는 ’기본사회‘는 피할 수 없는 미래”라고 밝혔다.

이 대통령은 특히 민주당의 집권이 사회 정치 양극화 구축 건설을 제시하며 “국민의 먹고사는 문제를 해결하는 ‘먹사니즘’이 바로 유일 이데올로기여야 하고, 경제가 곧 민생이며 성장 회복과 지속 성장이 곧 민생이자 ‘먹사니즘’의 핵심”이라서 국민의 사회 체제에 ‘정치의사 형성’과 참여는 완전 배제하고, 인공지능의 고도생산의 유일 체제를 민주당 당원과 당 대표의 통일된 정치신념으로 제시했다.

이 대통령의 정당 장악에서는 인공지능 고도사회이외 정치 의사 참여 봉쇄의 이데올로기 주도하는 민주당 당원주권주의가 교조주의로 보였고, 지난 대선 공약에서는 코스피 2천 시대를 “지수 5천 만들겠다”며 극단적 금융자본 전횡주의 체제 전환을 선거 핵심으로 발표했다.

민주당은 2024년 5월 23일 총선 장악 직후 ‘당원 500만명 집단지성’이라며 국고지원금에 당원 수혜 체제로 당원주권주의에 의한 국가 지배의 나치 정당체제 가동에 들어갔다.

윤종군 민주당 원내대변인은 "민주당의 권리당원이 500만명"이라며 "그런 정도의 숫자가 움직인다고 하면 그것 자체가 집단지성"이라고 5월 22일 말했다.

민주당은 5월 23일 국회 당선인 결의문에서 “당원 중심 민주당을 만드는 길에 더욱 노력한다”며 "대통령의 묻지마 거부권 행사와 시행령 통치는 국회 입법권을 무력화하고 민주주의를 심각하게 훼손하고 있다"고 밝혔다.

이재명 대표는 이날 ‘당원주권국’ 신설로 국고지원 정당에서 세비를 받는 의원의 권한을 축소하고 ‘당원 권한 확대 전담 조직’이 시도했다.

이 대표는 이날 SNS를 통해 당원 중심 정당에 대해 “깨어 있는 시민들이 함께 만들어낸 참여정치의 시대부터 ‘당원 중심 대중정당’의 길까지, 아직 도달하지 않았을지 몰라도 우리가 반드시 나아가야할 미래”라고 밝혔다.

이재명 대통령은 5월 14일 ‘국민 여러분께 보고’에서 "정치의 가장 중요한 사명은 국민의 안전과 평화를 지키는 것"이라고 발표해, 헌법의 <국민생활 균등 향상>과 <항구적인 세계 평화 기여>에 위배를 보였다.

이 대통령은 이어 전날 대통령실에서 재벌 총수들과 경제단체장들과의 간담회를 소개하면서 "함께 협력해 미국의 통상 압박 등에 대한 대응책을 마련하기로 했다"고 밝혀, 통상 협상에서 헌법이 보장한 ‘국민 정치의사 민주적 형성’과 ‘정치적 자결권 행사’를 배제하고 전문의 ‘국민생활 균등 향상’을 위반하고 정치적 자결권을 방해했다.

헌법은 전문에서 <안으로는 국민생활의 균등한 향상을 기하고 밖으로는 항구적인 세계평화와 인류공영에 이바지함으로써 우리들과 우리들의 자손의 안전과 자유와 행복을 영원히 확보할 것을 다짐하면서>고 명시해 ‘국민의 안전 평화’ 보다는 <우리들과 우리들의 자손의 안전과 자유와 행복을 영원히 확보>가 최고우위이고 이에 대한 ‘대통령의 헌법 수호’를 제 65조에 명시하고 제69조에서 <대통령은 취임에 즈음하여 다음의 선서를 한다>고 강제 조항을 뒀다.

헌법은 1조에서 <대한민국의 주권은 국민에게 있고, 모든 권력은 국민으로부터 나온다>와 8조 정당에서 <정당은 그 목적·조직과 활동이 민주적이어야 하며, 국민의 정치적 의사형성에 참여하는데 필요한 조직을 가져야 한다. 정당은 법률이 정하는 바에 의하여 국가의 보호를 받으며, 국가는 법률이 정하는 바에 의하여 정당운영에 필요한 자금을 보조할 수 있다>이고, 3장 국회는 41조에서 <국회는 국민의 보통·평등·직접·비밀선거에 의하여 선출된 국회의원으로 구성한다>고 ‘정당 국회’에 의한 대의 민주주의제로 규정했다.

The president spoke about direct democratic governance with AI, which has not yet been created, at the World Political Science Association, and declared a new governance structure called 'K-Democracy' in which Korean citizens participate in the AI fund to train AI in his government and make a living through it to create a model in which democracy solves the economy through the AI revolution, and he said, "I want to make it known to the world."

On the 13th, the president said, "Now, we must move toward a future democracy where the collective intelligence of the sovereign people, which has rectified the crisis of democracy, can be properly expressed," and "We will move toward a true 'nation where the people are the masters' by routinely and institutionalizing direct communication with the people and actively reflecting it in state administration."

The president said that "direct democracy through AI is the goal of the government of the people's sovereignty," and that "we must prove that democracy feeds us," and "only then can we prevent anti-democratic forces disguised as growth from exploiting the gaps of inequality and poverty to destroy democracy," he said at the World Political Science Association that day. On the other hand, in his 2021 presidential campaign declaration speech, this president imitated the American economic revival system from the Great Depression to the war and then to the super boom through fiscal expansion, and announced the liberal supply-side strategy of the Republican Party's Reaganomics as a pledge, saying, "Like the New Deal during the Great Depression, in this era of great transformation, the public sector should pave the way and the private sector should be able to undertake investment and innovation," and "We should secure a free space where companies can be creative and innovative through regulatory rationalization."

Then-Gyeonggi Governor Lee said about the aggressive industrial restructuring by expanding the government's deficit budget, "I will immediately begin a powerful economic revival policy that turns the crisis of great transformation into an opportunity for economic resurgence," and "I will increase quality jobs through a groundbreaking future-oriented economic and industrial transformation and expand national financial power to lay the foundation for a universal welfare state," applying the basic income system to the national interest theory that prioritizes future interests as a system maintenance tool.

At that time, the governor's policy of expanding the government was aimed at strengthening the administrative dictatorship and debt economy with the executive branch as a strategy to strengthen fairness.

In his speech at the Political Science Association, President Lee said, "The government of the people's sovereignty, which was born from the 'Revolution of Light', is constantly attempting experiments and innovations in direct democracy that uses the voices of the sovereign as the compass of state affairs, starting with the national recommendation system, the people's mailbox, and town hall meetings held all over the country."

He added, "In order to faithfully implement the original value and spirit of democracy that 'all power comes from the people', we will make direct communication with the people a daily routine and institutionalize it, and actively reflect it in state affairs, making it a true 'country where the people are the masters'," confirming that direct democracy, excluding political parties, is the indicator of state affairs.

The president said, "I believe that the AI (artificial intelligence) revolution will be a useful foundation for strengthening direct democracy. If we had not monitored abuse of power with the cell phones in our hands, South Korea might have been wandering in the dark," and "The AI revolution will be the 'singularity' that will open a new future for K-democracy," and announced a transition to an AI-led direct democracy system.

The president stated that the basis for defining the AI revolution as direct democracy is, "I believe that the AI revolution that has already arrived will further develop digital democracy, thereby helping rational discussion and democratic decision-making, and will become a useful foundation for strengthening direct democracy."

As the party leader, the president announced on January 28 that "the people will become the true sovereigns of South Korea and open the door to a true democratic republic where the will of the sovereigns is reflected in state affairs on a daily basis," and "the renaissance of 'citizen-centered direct democracy' requires the participation and trust of its members," and announced the operation of direct democracy in the political system.

The president said, “At the threshold of the new year, we will soon end today’s misfortune and rediscover how great our people are,” and “We will take the lead in opening a new future by deeply engraving the people’s aspirations in our hearts and upholding the people’s will,” and “We will work even harder so that this year can be a year filled with hope and joy for all the people,” and changed the title of “political party” guaranteed by the Constitution to “we” and distinguished it as “future leaders for the people,” declaring it as “direct democracy for the people based on the sovereignty of the Democratic Party members.”

In the general election nominations in April of last year, the president introduced a “National Assembly member nomination priority selection system” in which a small number of party members are elected by the people, deviating from the “sovereignty of the people” of the Constitution to “sovereignty of party members,” and replaced the opposition candidate with the representative’s lawyer system, and established a “minority ruling system” by an oligarchy organization of a small number of party members.

The president’s declaration of direct democracy in January showed a tactical approach in the structure where the impeachment was transformed into ‘Daejang-dong and internal strife’ lawyer politics, the Democratic Party’s approval rating was falling behind, and only the preference for the next presidential election was first.

Former Democratic Party leader Lee Jae-myung announced a ‘party member unity’ declaration on the 10th, separating himself from the people and rejecting democracy based on the belief that ‘the power of the party is the party members’ and ‘victory in the general election by the party members’ from the party member dogmatism.

Representative Lee completely excluded the fundamental right of the people to form political will in the Political Parties Act by separating the ‘people’ from the Democratic Party dominated by the Democratic Party members, saying, “The fate of the Democratic Party lies in the hands of the party members and the people who believe in and support the Democratic Party.”

Former representative Lee violated the constitution’s principle of popular sovereignty by separating “party members and the people” from the beginning to the end of his declaration of candidacy.

The former representative’s declaration of candidacy declared that “security is the people’s livelihood,” and the term “democracy” was limited to “the Democratic Party’s responsibility for politics is the people’s livelihood” in reference to the “National Assembly, the last bastion of democracy and the people’s livelihood,” thereby completely excluding democracy based on the ideology of “foodie-ism.”

The Political Parties Act exempts political parties from “securing the organization necessary to participate in the formation of the people’s political will and guaranteeing the democratic organization and activities of political parties, thereby contributing to the sound development of democratic politics” in its “Article 1 Goal,” and thus “forming the people’s political will” is its basic purpose.

Article 2 of the Political Parties Act defines a political party as “a voluntary organization of the people that promotes responsible political claims or policies for the benefit of the people and participates in the formation of the people’s political will by recommending or supporting candidates for public office elections,” and thus “forming the people’s political will” is a priority.

In his declaration of candidacy for party leader in July last year, the president stated, “The owners of the Democratic Party of Korea are our 2.5 million party members,” and “The victory in the general election was the will of the people and the victory of the people, but I believe that the infinite passion and dedication of the 2.5 million Democratic Party members played a big role.” He declared party member sovereignty as a belief system based on “party member victory.”

On this day, the president stated, “The most important task for the Democratic Party now is to become a more capable, innovative, and prepared party so that the party members’ sovereign will can be properly exercised and realized,” and declared that “the power of the party comes from the power of its members” in a “party party centered on party members.”

The president continued by saying about politics, “‘Eat-Sa-Nism (solving the problem of making a living)’ should be the only ideology,” and “The future we face is a world where AI robots will be in charge of most production and extreme polarization will occur,” and as a “basic society,” “It is the responsibility of the Democratic Party of Korea, the ruling party, to create a society of hope where basic living is guaranteed and a Republic of Korea that runs again.”

The president said that AI is the main culprit of polarization and that “the Democratic Party is changing society and leading innovation in the future,” and that “jobs will be divided into a small number of high-quality laborers who control AI robots and a large number of marginalized laborers who are cheaper than the cost of robots,” and proposed ‘providing basic income,’ and revealed that the Democratic Party’s attempt to create a bipolar labor system and provide a social system that provides basic income is the current ‘political change.’

The president said about the future economic system that the Democratic Party will create, “Science and technology, which are the foundation of high productivity, are part of everyone’s shared assets, and the community will be maintained only when the basic livelihood of its members is guaranteed,” and “A ‘basic society’ that recognizes the basic livelihood as a right and takes responsibility for it together in all areas of life, including income, housing, education, finance, energy, and healthcare, is an inevitable future.”

In particular, the president suggested that the Democratic Party’s rule would eliminate social and political polarization and build a ‘food economy’ that “resolves the people’s livelihood problem and ‘food economy’ must be the sole ideology, and the economy is the people’s livelihood, and growth recovery and sustainable growth are the people’s livelihood and the core of ‘food economy’,” and so he completely excluded ‘formation of political will’ and participation in the people’s social system, and presented the sole system of advanced artificial intelligence production as the unified political belief of the Democratic Party members and party leader.

In this president's control of the party, the Democratic Party's member sovereignty, which is driven by the ideology of blocking political participation other than advanced AI society, seemed like dogmatism, and in the last presidential election pledge, he announced the transition to an extreme financial capital monopoly system as the core of the election, saying, "We will make the KOSPI 2,000 era into an index of 5,000."

Immediately after taking control of the general election on May 23, 2024, the Democratic Party began operating a Nazi party system of national domination by member sovereignty, with a system of party member benefits and government subsidies, saying, "The Democratic Party has 5 million members as a collective intelligence."

Yoon Jong-gun, the Democratic Party's floor spokesperson, said on May 22, "The Democratic Party has 5 million members as its members," and "If that number moves, it is collective intelligence in itself."

On May 23, the Democratic Party announced in its National Assembly elected resolution that it would “make more efforts to create a Democratic Party centered on its members,” and that “the president’s unconditional veto and executive order rule are undermining the legislative power of the National Assembly and seriously damaging democracy.”

On this day, Representative Lee Jae-myung attempted to reduce the authority of lawmakers receiving expenses from state-funded political parties by establishing a “party member sovereignty bureau” and a “dedicated organization to expand party member authority.”

On this day, Representative Lee stated on SNS about a party centered on its members, “From the era of participatory politics created by awakened citizens together to the path of a ‘party member-centered mass party,’ it may not have arrived yet, but it is a future that we must definitely move toward.”

On May 14, in his “Report to the People,” President Lee Jae-myung announced that “the most important mission of politics is to protect the safety and peace of the people,” thereby violating the Constitution’s <improving the equal living standards of the people> and <contributing to permanent world peace>.

The president then introduced the meeting with conglomerate leaders and heads of economic organizations held in the presidential office the previous day, and announced that they had "agreed to work together to prepare countermeasures against the US's trade pressure," thereby excluding the "democratic formation of the people's political will" and "exercise of political self-determination" guaranteed by the Constitution in trade negotiations, and violating the "equal improvement of the people's lives" in the preamble and interfering with the right to political self-determination.

The preamble of the Constitution states that "We pledge to secure the safety, freedom, and happiness of ourselves and our descendants forever by promoting the equal improvement of the people's lives internally and contributing to permanent world peace and the common prosperity of mankind externally," and that "securing the safety, freedom, and happiness of ourselves and our descendants forever" is the highest priority over "the safety and peace of the people," and "the president's protection of the Constitution" is specified in Article 65 and Article 69 makes it mandatory that "the president shall take the following oath upon taking office."

The Constitution stipulates in Article 1, “The sovereignty of the Republic of Korea resides in the people, and all state authority emanates from the people,” and in Article 8, “Political parties shall be democratic in their objectives, organization, and activities, and shall have the necessary organization to participate in the formation of the people’s political will. Political parties shall receive protection by the State as prescribed by Act, and the State may provide necessary financial assistance for the operation of political parties as prescribed by Act,” and in Chapter 3, Article 41, “The National Assembly shall be composed of members elected by universal, equal, direct, and secret ballot by the people,” stipulating a representative democracy by a “political party National Assembly.”

The New York Times reported on June 26th in an article titled “AI is starting to undermine democracy” with the subtitle “Artificial intelligence-generated content has become a factor in elections around the world. Much of it is bad, misleading voters and discrediting democratic processes,” about recent cases of negative effects on elections in 40 countries.
