이재명 대통령 장관 인사청문회 무력화로 직접민주주의 전략 좌초
이재명 대통령이 직접 민주주의 강화 전략에서 첫 관문인 장관 인사청문회 무력화가 통치력 누수로 좌초를 보인다.
이 대통령은 장관 인사청문회가 전국민에게 생중계된 이후 여야 원대대표와 비밀 회담하고 비서실의 ‘상황 보고’ 개입 절차를 추가하며, 지명자인 장관 후보자의 추가 정보 공개 검증을 차단하고 국민의 직접 의사 참여 결정을 방해했다.
반면 이 대통령은 13일 세계정치학회에서 "'빛의 혁명'으로 탄생한 국민주권정부는 직접민주주의 실험과 혁신을 끊임없이 시도하고 있다"며 "명실상부한 '국민이 주인인 나라'로 나아갈 것"이라며 “저절로 오는 민주주의란 없다. 공짜로 누리는 봄은 단 하루도 없다. 민주주의의 힘과 주권자의 저력을 의심하는 사람이 있다면 고개를 들어 동방의 나라 대한민국을 바라보라고 말씀드린다"고 선언했다.
이 대통령은 취임사에서 직접 민주주의 도입으로 “새 나라를 위한 국민의 명령을 준엄히 받들겠다”며 “언제 어디서나 국민과 소통하며 국민의 주권의지가 일상적으로 국정에 반영되는 진정한 민주공화국을 만들겠다”고 선언했다.
직접민주정치 제도는 시민이 직접 정치 의사결정에 참여하여 공직자 선출을 개입하는 민주주의 형태로, 스위스의 란트슈게마인데(Landsgemeinde)에 의해 주(州) 단위에서 주민 집회를 통해 법률안 표결 및 공직자 선출을 실시한다.
민주공화국 제도는 국회 인사청문회에서 장관 자격에 대한 의문이 제기되면 국회와 대통령이 공개 인사청문회를 연장해서 국민에게 의문 해소 정치를 보장하고 이의 결과에 따는 것이 민주주의 합의 절차로 보인다.
반면 이 대통령은 19일 김병기 민주당 원내대표, 송언석 국민의힘 비상대책위원장 겸 원내대표와 회동했고, 이 자리에 대해 “송 비대위원장은 이 자리에서 강선우 여성가족부·이진숙 교육부 장관 후보자 등에 대한 지명철회를 요구했고, 이 대통령은 특별한 확답을 하지 않은 것으로 전해졌다”고 한국일보가 20일 보도했다.
대통령실은 19일 언론 공지를 통해 "인사청문회와 관련한 대통령실 내부 보고 및 관련 후속 논의는 내일 있을 예정"이라 밝혔다.
우상호 정무수석은 18일 라디오 방송에 출연해 "(이 대통령에게) 청문회에서 어떤 일들이 있었나 종합보고를 드리고, 대통령께서 당면 현안에 대한 입장을 주시면, 저희가 그 지침에 따라 움직이는 것"이라고, 대통령의 공개 청문회 직접 판단을 통제하고 ‘청문회 재해석’을 우선하는 “어떤 일들이 있었나 보고” 체제로 인사청문회 무력화 정책을 밝혔다.
이 대통령은 13일 세계정치학회 10여개국 3500여명 정치학작들에개 “민주주의와 경제는 결코 떼놓을 수 없는 불가분의 관계"라며 "우리의 미래를 구할 'K-민주주의'의 핵심 정신은 민주주의의 가치인 자유, 평등, 연대를 철저히 복원하는 것"이라고, "자유란 일각에서 말하는 것처럼 단지 간섭받지 않을 자유, 제약받지 않을 자유를 뜻하지는 않는다. 불평등과 양극화, 빈곤의 파고가 성장을 가로막는 위기의 시대인 이 때의 '자유'란 곧 '경제"라고 선언했다.
이 대통령은 이어 "민주주의를 위협하는 모든 것들로부터 승리하는 방법은 오직 더 많은 민주주의뿐"이라며 "국민과의 직접 소통을 일상화, 제도화하고, 국정운영에 적극 반영하는 명실상부한 '국민이 주인인 나라'로 나아갈 것"이라고 ‘직접 민주주의 확대’를 밝혔다.
이 대통령은 세계정치학회 총회 연설에서 이어 "민주주의는 그리스의 아테네가 상징하고 있지만, 진정한 주권자들의 의지가 일상적으로 정치에 반영되는 제대로된 민주주의, 확실한 민주주의의 새로운 전범은 대한민국 서울에서 시작된다는 것을 세계인들에게 알리고 싶다"고 결론으로 선언했다．
여당의 강득구 민주당 의원은 19일 "이진숙 교육부 장관 후보자의 자진사퇴를 촉구한다"며 "최근 교육부 장관 후보자 인사청문회를 마치고, 국민의 눈높이에 맞지 않는다는 비판이 거세지고 있다"고 SNS로 공개 반대했다.
이 대통령은 13일 ‘논문 표절’ 논란이 커진 교육장관 후보에 대해 정규재 전 한국경제 주필을 만나 "내가 알아서 (그분을) 추천한 것은 아니고 추천받은 것인데, 조금 문제가 있는 것 같아서 딱하다"고 말해, ‘책임 무관’에 대해 공개했다,
정 전 주필은 자신이 '저 진숙(이진숙 방송통신위원장)은 어떠냐'고 하니 이 대통령이 "아마도 곧 정치적 선택이 있지 않겠느냐"고 언급했다고도 공개했고, 이날 만남은 대통령실 언론홍보수석이 주도했다.
김민석 국무총리는 집중 호우 사태의 20일 광주 피해 현장을 둘러본 뒤 이날 농지보다는 산과 협곡이 많아 산사태로 인명피해가 발생한 경남 산청에 송미령 농림부 장관을 급파하며 빠른 수습과 복구대책을 마련하도록 지시했다.
국무총리실은 “(김 총리는) 내일(21일) 재난 대응 주무부처인 행정안전부 장관에게 현장을 점검, 복구대책을 마련할 것을 지시했다”고 이날 밝혔다.

President Lee Jae-myung's strategy of strengthening direct democracy is being derailed by the neutralization of the ministerial confirmation hearing, the first step, due to a leak of ruling power.
After the ministerial confirmation hearing was broadcast live to the nation, President Lee held a secret meeting with the floor leaders of the ruling and opposition parties, added a 'situation report' intervention procedure by the secretariat, blocked the verification of additional information disclosure of the ministerial nominee, and interfered with the people's decision to directly participate in the decision.
On the other hand, President Lee declared at the World Political Science Association on the 13th, "The government of the people's sovereignty, which was born through the 'Revolution of Light', is constantly attempting experiments and innovations in direct democracy," and "We will move forward as a true 'nation where the people are the masters.'"
He added, "There is no democracy that comes naturally. There is not a single day of spring that is enjoyed for free. If there is anyone who doubts the power of democracy and the power of the sovereign, I tell them to raise their heads and look to the Republic of Korea, a country in the East."
In his inaugural speech, the president declared that he would “strictly uphold the people’s mandate for a new country” by introducing direct democracy and that he would “communicate with the people anytime, anywhere and create a true democratic republic where the people’s sovereign will is reflected in state affairs on a daily basis.”
The direct democracy system is a form of democracy in which citizens directly participate in political decision-making and intervene in the election of public officials. In Switzerland, the Landsgemeinde holds resident meetings at the state level to vote on bills and elect public officials.
In the democratic republic system, if questions are raised about the qualifications of a minister during a National Assembly personnel hearing, the National Assembly and the president extend the public personnel hearing to ensure that the people have the opportunity to resolve the questions and follow the results, which seems to be a democratic consensus procedure.
On the other hand, the president met with Democratic Party floor leader Kim Byung-ki and People Power Party emergency response committee chairman and floor leader Song Eon-seok on the 19th, and regarding this meeting, “Chairman Song requested the withdrawal of the nominations of Minister of Gender Equality and Family Kang Sun-woo and Minister of Education Lee Jin-sook, and it is reported that the president did not give a specific answer,” the Hankook Ilbo reported on the 20th.
The presidential office announced in a press release on the 19th that “an internal report from the presidential office and follow-up discussions related to the personnel hearing will be held tomorrow.”
Woo Sang-ho, senior presidential secretary for political affairs, appeared on a radio broadcast on the 18th and said, “(We will) give the president a comprehensive report on what happened at the hearing, and if the president gives his position on the current issues, we will act according to those instructions,” revealing a policy to neutralize the personnel hearing with a “report on what happened” system that controls the president’s direct judgment of the public hearing and prioritizes “reinterpretation of the hearing.”
On the 13th, the president said to 3,500 political scientists from 10 countries at the World Political Science Association, “Democracy and the economy are inseparable,” and “The core spirit of ‘K-democracy’ that will save our future is to thoroughly restore the values of democracy: freedom, equality, and solidarity,” and “Freedom does not mean freedom from interference or restrictions, as some say. In this time of crisis, where inequality, polarization, and waves of poverty are blocking growth, ‘freedom’ means ‘economy.’”
The president continued, “The only way to win against all things that threaten democracy is through more democracy,” and “We will move toward a true ‘country where the people are the masters’ by institutionalizing and routineizing direct communication with the people and actively reflecting it in state administration,” declaring his intention to ‘expand direct democracy.’
The president continued his speech at the World Political Science Association General Assembly by declaring, “Democracy is symbolized by Athens, Greece, but I want to let the world know that a new model of proper democracy, a solid democracy where the will of true sovereigns is reflected in politics on a daily basis, begins in Seoul, South Korea.”
On the 19th, Kang Deuk-gu, a member of the ruling Democratic Party, publicly opposed the nominee for Minister of Education Lee Jin-sook on SNS, saying, “I urge the nominee for Minister of Education Lee Jin-sook to voluntarily resign,” and “After the recent confirmation hearing for the nominee for Minister of Education, criticism that she does not meet the public’s expectations is growing stronger.”
On the 13th, the president met with former Korea Economic Daily editor-in-chief Jeong Gyu-jae regarding the candidate for Minister of Education, who is embroiled in a controversy over plagiarism in his thesis, and said, “I did not recommend (him) on my own; I was recommended to him, but I feel bad because he seems to have some problems,” revealing his “irrelevance to responsibility.”
Former editor-in-chief Jeong also revealed that when he asked, “What about Jin-sook (Lee Jin-sook, chairman of the Korea Communications Commission)?” the president responded, “I think there will be a political choice soon.” The meeting that day was led by the senior secretary for public relations at the presidential office.
Prime Minister Kim Min-seok inspected the Gwangju disaster site on the 20th due to heavy rain, and then dispatched Minister of Agriculture and Forestry Song Mei-ryeong to Sancheong, Gyeongsangnam-do, where landslides caused casualties due to the presence of more mountains and valleys than farmland, and instructed her to quickly prepare recovery and restoration measures.
The Prime Minister's Office announced on the same day, "(Prime Minister Kim) instructed the Minister of the Interior and Safety, the ministry in charge of disaster response, to inspect the site tomorrow (the 21st) and prepare recovery measures."
