위성락 관세 안보 패키지 실패 관세율 ‘인하’에 이재명체제 혼선
위성락 안보실장이 관세 안보 패키지가 실패하면서 관세율 ‘인하’에 방미한 반면 조현 외교장관은 ‘일관타결’을 요구했고, 대통령실은 ‘미국의 다양한 채널 교섭 확대’를 시도해 이재명체제가 관세 협상으로 혼선이 노출됐다
우상호 정무수석은 20일 "위성락 국가안보실장이 미국 당국자들과 다양한 경로로 여러 협상을 하기 위해 미국으로 떠났다"고 밝혔다.
반면 위 실장은 출국 직전인 19일 밤 한겨레와 한 통화에서 “(관세를) 몇퍼센트 좀 내리는 게 목표다. 여기에 추가로 더 얻어낼 게 있으면 얻어내는 게 필요하다”고 말해, 앞서 방미에서 관세 통상 패키지 요구 실패를 인정했다.
우 수석은 이날 브리핑에서 “위 실장이 미국 당국자와 다양한 경로로 여러 협상을 하기 위해 떠났다”며 "여러 분야의 다양한 사람들을 만나고 돌아와서 대통령에게 보고할 것"이라고 말해, 위 실장의 협상 내역 발언을 부인했다.
대부분의 한국 언론들은 <위 실장은 미국의 상호관세 유예 시한이 12일 앞으로 다가온 가운데 통상·안보 패키지딜을 성사하기 위해 다시 방미길에 올랐다>고 보도했다.
반면 로이터는 “김정관 신임 산업부 장관은 월요일 미국과의 관세 협상이 온갖 종류의 가능한 시나리오를 초래할 수 있는 중요한 단계에 있다고 말했다”며 “위 실장은 미국으로 날아가기 전 한겨레 신문과 인터뷰에서 자신의 목표는 관세율을 낮추는 것이라고 말했다‘고 보도했다.
한겨레는 <조현 외교장관도 이날 한겨레와 한 통화에서 “(이번주) 방미를 앞두고 마코 루비오 국무장관과 면담 일정을 협의 중”이라며 “미국이 우리에게 탐내는 것, 서로에게 좋은 것들을 찾아보면 많다. (국방비 증액은) 시간이 좀 더 걸릴 것이다. (막판에) ‘싱글 언더테이킹’(일괄타결) 방식으로 될 것”이라며 8월1일 전 협상 타결을 낙관했다>고 일괄타결 협상 정책으로 밝혔다.
이재명 대통령은 14일 정의선 현대자동차 회장과 만찬을 했고, 이어 구광모 LG그룹 회장과 15일 만찬을 갖었다.
강유정 대변인은 18일 브리핑에서 “이 자리에서 이 대통령은 각 그룹 회장들로부터 대미 투자와 글로벌 통상, 지방 활성화 방안, R&D 투자 및 미래사회 대응 계획 등 다양한 분야에 대한 의견과 애로사항을 청취했다”며 “이 대통령은 앞으로도 정부와 기업이 함께 뛰는 원팀정신으로 재계와 자주 소통하며 폭넓은 스킨십을 이어갈 계획”이라고 밝혔다.
이날 발표에 이어 위 실장이 급거 방미에 올라 재벌들의 대미투자안을 대미 협상에 지랫대로 사용할 것으로 보인다.
이 대통령은 17일 미국 특사단장에 박용만 대한상의 회장(전 두산그룹 회장)을 임명하고 특사단에 당원주권주의로 부각된 민주당 혁신위원회의 김우영 의원을 임명했다.
일본 정부에서 미국과 관세협상 창구인 아카자와 경제재생부 장관은 19일 미국 관세 조치에 관한 제8회 장관급 협의를 위해 주초에 미국 방문을 검토하고 있다고 발표했다.
요미우리는 <아카자와 장관은 미국이 일본에 부과한 '상호관세'를 25%로 인상하는 기한이 8월 1일에 다가오고 있는 것을 염두에 두고 "일본의 국익을 지키면서 양측이 합의할 수 있는 착륙점을 찾기 위한 노력을 계속하고 싶다"고 말했다>며 <미국 방문이 실현되면 6월 하순 이후 처음이다>고 21일 보도했다.
아카자와 장관은 미국 측 협상을 담당하는 베센 재무장관을 일본 오사카 간사이 엑스포 현장에서 안내한 후 오사카 시내에서 기자들에게 연설하며 이렇게 말했다.
오사카 엑스포의 미국관에서 19일 만난 베센트 재무장관과 아카자와 경제재생부 장관은 당면한 ‘관세협상에 대해 서로 얘기를 나누지 않았고, 일본 담당 장관이 미국을 방문해 직접 협상하는 단일 창구 방식을 보였다.
한겨레는 이어 <구윤철 경제부총리 겸 기획재정부 장관과 김정관 산업통상자원부 장관도 이르면 24일쯤 방미를 추진하고 있다>며 <이들은 미국 쪽 대화 상대인 스콧 베선트 재무장관, 하워드 러트닉 상무장관 등과 고위급 회담을 조율 중이다>고 밝혔다.

On the other hand, Reuters reported that “Newly appointed Minister of Trade, Industry and Energy Kim Jung-gwan said on Monday that tariff negotiations with the U.S. are at a critical stage that could lead to all sorts of possible scenarios,” and that “Director Wi told the Hankyoreh before flying to the U.S. that his goal is to lower tariff rates.”
The Hankyoreh also reported that “Minister of Foreign Affairs Cho Hyun also said in a phone call with the Hankyoreh that day, “Ahead of his visit to the U.S. (this week), he is discussing a meeting schedule with Secretary of State Marco Rubio,” and “There are many things that the U.S. wants from us and that are good for both sides. (Increasing defense spending) will take a little longer.” (At the last minute) it will be a ‘single undertaking’ (comprehensive settlement) method,” he said, expressing optimism about the conclusion of all negotiations by August 1st, and announced a comprehensive settlement negotiation policy.
President Lee Jae-myung had dinner with Hyundai Motor Company Chairman Chung Eui-sun on the 14th, and then had dinner with LG Group Chairman Koo Kwang-mo on the 15th.
