하마스 무장해제 ‘불발’ 이스라엘 ‘인질석방 우선’ 트럼프 ‘전쟁종료’
트럼프 ‘전쟁종료’를 선언했으나 중재자인 카타르 총리는 ‘하마스 무장해제 합의 불발’을 밝혔고, 이스라엘은 ‘인질 석방 후에 수감자 석방’에서 ‘정치 지도자 제외’로 평화협상 이해 충돌이 지속됐다.
카타르 총리는 프랑스 파리에서 유럽 장관들과의 회담 후 인터뷰에서 “전쟁 당사자들이 포괄적인 합의에 대한 준비가 되어 있지 않았기 때문에 하마스의 무기고와 같은 더 어려운 문제에 대한 회담을 연기하기로 결정했다”고 뉴욕타임스에 12일 말했다.
셰이크 모하메드 빈 압둘라흐만 알 타니 카타르 총리는 가자지구 전쟁 종식 협상 중심 중재자 중 한 명으로 수년 동안 하마스 지도부와 긴밀한 접촉을 유지해 왔으며, 이번 협상에 대해 “이 협정은 하마스 무기의 미래와 전쟁이 끝난 후 가자지구를 어떻게 통치할 것인지를 포함하여 분쟁에서 가장 까다로운 문제 중 일부를 후기 단계로 남겨뒀다”면서 "우리가 전체 패키지 협상을 진행했다면 이러한 결과에 도달하지 못했을 것이다"라고 ‘휴전 협정’으로 밝혔다.

이에 대해 카타르 총리는 유럽장관 회의를 마치고 기자들에게 “다음 단계는 하마스의 무장 해제 및 가자지구에서 이스라엘군의 추가 철수와 관련이 있다고 보는 그러한 군대의 창설에 대해 이야기하는 것이어야 한다”면서 “이스라엘군이 통제권을 잡으면 이스라엘군은 합의된 ‘비무장화와 관련된 표준, 이정표 및 기간’에 따라 철수해야 하는 것이 미국의 계획이고, 이 계획에 따르면 국제 안정화군은 팔레스타인 경찰관을 훈련시키고 국경 지역 보안을 도와야 한다”고 밝혔다.
NYT는 “하마스는 이스라엘과의 전쟁으로 인해 크게 약화되었으며, 향후 방향에 대한 중요한 문제에 대해 그룹 내에서 분열이 있다”면서 “일부 지도자와 회원들은 하마스가 무기 포기에 거부하기를 원하며, 그것이 새로운 전쟁과 더 많은 팔레스타인인의 죽음의 대가를 치르더라도 마찬가지이다”면서, “다른 사람들은 하마스가 무기 및 기타 문제에 대해 보다 실용적이어야 한다고 말한다”고 무장해제에 대해 하마스 분열을 보도했다.

After a meeting with European ministers in Paris, France, the Qatari prime minister told the New York Times on the 12th, "We decided to postpone talks on more difficult issues, such as Hamas's weapons arsenal, because the warring parties were not ready for a comprehensive agreement."
Qatari Prime Minister Sheikh Mohammed bin Abdulrahman al-Thani, one of the central mediators in negotiations to end the Gaza war and who has maintained close contact with the Hamas leadership for years, called the agreement a "ceasefire agreement."
He said, "This agreement leaves some of the most thorny issues in the conflict for later stages, including the future of Hamas' weapons and how Gaza will be governed after the war." He added, "If we had negotiated the entire package, we would not have reached this result."
The prime minister continued, "It is not yet clear when negotiations on the outstanding dispute between Israel and Hamas will begin," indicating that a deal is impossible.
Reuters reported on the 12th that "Israeli Defense Minister Israel Katz said that if the hostages are repatriated, the military will destroy the underground tunnels built by Hamas in Gaza." "Israeli government spokesman Bedrosian said that prisoners will be released once the live hostages reach Israeli territory."
Reuters reported on the prisoner release, saying, "The list released by the Israeli Justice Ministry does not include senior Hamas commanders or prominent figures from other factions, such as Marwan al-Barghouti and Ahmed Sadat, whom the Islamic militant group had sought to release."
While it was not expected to derail the agreement, Hamas's Prisoner Information Office said "negotiations are ongoing" with Israeli mediators regarding the list of prisoners to be released, indicating that negotiations are ongoing.
The Qatari prime minister told reporters, "One question that needs to be resolved is to whom Hamas will hand over its weapons. There is a significant difference between Hamas providing weapons to the Palestinian Authority and to other groups."
President Trump's roadmap for ending the Gaza war centers on the "creation of an interim international stabilization force," and its implementation is expected to continue with significant instability.
In response, the Qatari prime minister told reporters after a meeting of European ministers, “The next step should be to talk about the disarmament of Hamas and the creation of such a force, which we see as being linked to a further withdrawal of Israeli troops from the Gaza Strip.”
He added, “The US plan is for Israeli forces to withdraw according to agreed-upon ‘standards, milestones, and timeframes for demilitarization’ once they are in control. Under this plan, an international stabilization force would train Palestinian police officers and help secure the border area.”
The New York Times reported on Hamas’ divisions over disarmament, saying, “Hamas has been significantly weakened by the war with Israel, and there are divisions within the group on critical issues regarding its future direction.
Some leaders and members want Hamas to refuse to give up its weapons, even if it means a new war and the deaths of more Palestinians. Others say Hamas needs to be more pragmatic about weapons and other issues.”
The New York Times continued, "Israeli Prime Minister Netanyahu has consistently said that Hamas must be disarmed before the Gaza war ends permanently," and "Hamas has long viewed this demand as tantamount to surrender, viewing armed struggle as a legitimate form of resistance to Israeli control of Palestinian land."
The Times reported on the confrontation between the two sides. Specifically, the Times reported, "Netanyahu declared in October that he would disarm Hamas and demilitarize Gaza, through diplomacy or force."
Netanyahu stated, "It could be achieved the easy way, it could be achieved the hard way, but it will be achieved," and declared "forced disarmament" to be his ultimate goal.
On the 12th, aboard his plane to Israel, US President Trump told reporters that "the Gaza war is over and the Middle East will return to 'normalcy,'" as world leaders gather to discuss the next steps toward peace.
President Trump told reporters, “The war is over, you understand that,” and when asked about the “outlook for the region,” he said, “I think it will return to normal,” the New York Times reported.
Trump is scheduled to arrive in Israel at 9:20 a.m. Monday to meet with the families of the hostages, then address the Knesset, the country’s parliament, before traveling to Sharm el-Sheikh, Egypt, for a summit of world leaders to end the war in Gaza.
