북한이 노동당 전원회의와 위원장 신년사에 나오던 대남사업과 민족공조가 이번 8차 대회에 전면 배제하고 지역문제로 축소했다.

앞서 북한 노동당 전원회의는 2019년 12월 말에 대남사업 의제를 뺐고, 이전 2019년 1월 김정은 위원장 신년사는 민족공조와 조건 없는 개성공단 및 금강산관광 재가동을 언급했고, 이전 2017년에 대미 대결과 핵 무력을 밝혔고, 2018년은 평창 올림픽 참여와 남북관계와 관련이 다수 포함됐다.

지난 15일 시작된 노동당 8기 3차전원회의 의제는 국가정책의 상반년도 집행정형총화와 대책을 비롯해 농사 총집중, 비상방역상황의 장기성에 철저 대비, 현 국제정세에 대한 분석과 우리 당의 대응 방향, 인민생활 안정·향상과 당의 육아정책 개선·강화, 조직 등이다.

전원회의는 17일의 ‘국제정세’에서 김정은 총비서가 “최근 시기 국제정치 무대에서 일어나고 있는 주된 변화들과 우리 혁명의 대외적 환경에 대하여 개괄하고 평가”한 뒤 “특히 새로 출범한 미 행정부의 우리 공화국에 대한 정책동향을 상세히 분석하시고 금후 대미관계에서 견지할 적중한 전략전술적 대응과 활동방향을 명시”하면서 “대화에도 대결에도 다 준비되어 있어야 하며 특히 대결에는 더욱 빈틈없이 준비되어 있어야 한다”고 말한 것으로 노동신문이 보도했다.

노동신문은 이어 김 총비서가 전략·전술 목표로서 “우리 국가의 존엄과 자주적인 발전 리익 수호” “평화적 환경과 국가의 안전을 믿음직하게 담보”를 밝히며, “국제 및 지역 문제들에 관한 당과 공화국 정부의 대외정책적 입장과 원칙들을 표명”했다고 밝혀, 남북 관계가 지역문제보다 아래로 축소했다.

김 총비서는 이어 “우리 국가의 전략적 지위와 능동적 역할을 더욱 높이고 유리한 외부적 환경을 주동적으로 마련”이라며 “시시각각 변화되는 상황에 예민하고 기민하게 반응·대응하며 조선반도 정세를 안정적으로 관리해나가는 데 주력해나가야 한다”고 밝혀, 미국과의 외교전술과 일본과의 교섭으로 남북관계를 대체했다.

북한 노동당은 1월 당 규약 개정으로 ‘조국통일’ 관련을 삭제하고, ‘민족해방민주주의 혁명 과업’ 부분을 “사회의 자주적이고 민주주의적 발전 실현”으로 개정했다.

국정원은 1월 당 규약 내역을 6월초 통일부를 통해 일부 공개했다.

통일부는 18일 브리핑에서 ‘김정은 총비서의 한반도 정세 안정적 관리 주력‘ 발언 질의에 "정부는 한반도 정세를 안정적으로 관리하고, 항구적 평화를 정착시키는 가장 좋은 길은 대화와 협력에 있다"고 답변했다.
