북미 단독대화 한국배제로 ‘무력과 대화 동시’ 가동

미 안보보좌관이 김정은 북 위원장 발언에 “그들이 잠재적인 길로 전진하는 것과 관련해 미국과 직접적인 의사소통을 할 수 있는지 기다리고 지켜볼 것”이라 밝혀, 한국 배제의 북미 직접 단독대화가 준비된 것으로 보인다.

설리번 보좌관은 20일 “그들이 보낼 수 있는 분명한 신호는 ‘그래, 해 보자, 앉아서 협상을 시작하자’는 것”이라며 “우리는 그(김정은)의 이번주 발언을 흥미로운 신호로 간주한다”고 ABC 방송으로 공개 발언했다.

북한 김정은 국무위원장은 직전 17일 노동당 전원회의에서 한반도 정세에 대해 “대화에도, 대결에도 다 준비돼 있어야 한다”고 밝혀, 대화와 대결 병행의 미국과의 단독 대화를 제인했다.

바이든 행정부는 새 대북정책의 첫 방한 설명에서 국무장관과 국방장관이 동행해 문재인 대통령에게 ‘대결과 대화 동시진행’을 시연했다.

설리번 보좌관은 ABC 방송에 ‘최근 김정은 위원장이 미국과의 대결은 물론 대화에도 준비가 돼 있었어야 한다고 말한 사실로 비춰볼 때 북한과의 대화 재개가 임박한 것으로 볼 수 있느냐’는 사회자의 질문에 “시간이 지나면 알게 될 것”이라며 “바이든 대통령이 말한 건 미국이 완전한 북한반도 비핵화의 궁극적 목표를 향한 북한의 핵 프로그램 도전 다루기 위해 북한과 원칙에 입각한 대화를 할 준비가 돼 있다는 것이었다. 우리는 그들이 테이블에서 그런 방향으로 일할 준비를 하기 위해 앉을 준비가 됐는지 여부에 대해 북한으로부터 분명한 신호를 기다리고 있다”고 말해, 무력 시위와 감축 협상 동시 진행에 대한 북-미 상호교환을 밝혔다.

단독 대화에 대해 설리번 보좌관은 ‘구체적으로 미국이 바라는 게 무엇이냐’는 추가 질의에 “그들이 보낼 수 있는 분명한 신호는 ‘그래, 해 보자, 앉아서 협상을 시작하자’는 것”이라며,“우리는 이란 핵 문제와 함께 북한 핵 문제에 있어 외교를 대신할 수 있는 건 없다고 생각한다. 한도의 완전한 비핵화라는 궁극적 목표를 향한 진전을 시작하기 위한 것”이라고 밝혀, 주한미군의 비핵화와 병행하는 북미 직접 가동을 밝혔다.

성김 미 국무부 대북대표는 방한해 21일 한-미-일 3자회담을 열고 "김 총비서가 '대화와 대결'을 모두 언급했는데, 우리는 어느 쪽이든 준비가 되어 있다"며 "아시다시피 우리는 북한으로부터 만나자는 답변 기다리고 있고, 곧 긍정적 반응 얻게 되기를 기대한다"고 말해, 한국과 일본에 미국의 단독 정책 동의를 구한 것으로 보인다.

미 국방부 대변인은 지난달 3일 브리핑에서 ‘새 대북정책으로 국방부의 대응 또는 대비태세에 변화 있나’ 질의에 “북한의 위협이 한반도에만 영향을 주는 게 아니어서 정부가 북한 비핵화 등에 전념하는 것은 분명하다”며 “우리는 북한이 제기하는 위협으로부터 그 지역을 더 안전하게 만들고자 평화적인 정치적·외교적 선택 추구하는 국무부를 지지한다”고 말해 아태지역권 안보에서 ‘무력 대결 아래 대화’로의 국방부와 국무부 공조 정책을 밝혔다.

존 커버 대변인은 이어 “우리는 또한 한국과의 동맹 하에서 ‘오늘 밤이라도 싸울 준비가 돼있어야 한다’는 구호가 얘기하듯 매우 중요한 동맹 과제를 갖고 있고, 그런 노력이 계속되고 있다”면서 “바뀌지 않는 것은 동맹국 한국에 방어한다는 미국의 약속”이라고 말해 미국 주도하 대북 대화와 무력 방위를 밝혔다.

트럼프 공화당의 힘바탕 외교에 공조한 문재인 정부는 군비증강의 군비경쟁 압박에 의한 한국의 북한 대화 유인 중재전략이었고, 바이든 민주당은 핵감축 협상에서 각자 무력과 대화 동시진행의 군축협상 접근이라서 북-미 당사국에서 한국을 배제한 것이다. kimjc00@hanmail.net
