K배터리 세계1등 대통령 ‘시장독점’ 산업부 ‘임대제’

문재인 대통령이 8일 "2030년까지 명실상부 배터리 1등 국가 되겠다"며 “배터리 기업과 수요기업간의 강력한 동맹 구축 적극 지원”을 선언했고, 산업부 장관은 같은 ‘배터리 대여제의 전기차 반값’을 밝혔다.
문 대통령은 이날 LG에너지솔루션 오창공장에서 세계 1등 국가 도약의 'K-배터리' 발전전략 연설에서 “글로벌 주도권 선점 산업”이라며 “상생과 협력으로 강해질 것”을 말하며, “배터리 기업과 수요기업간의 강력한 동맹 구축 적극 지원”을 기조로, 배터리 기업과 자동차사의 시장 결합을 발전 전략으로 밝혔다.
문승욱 산업통상장관은 같은 자리에서 ‘K-배터리 발전 전략’으로 전기 자동차의 이차전지를 차량과 분리해 ‘빌려 쓰는 서비스(임대제)’ 제도 시행을 밝혔다.
문 장관이 밝힌 배터리 자동차에 대한 ‘구독 서비스’ 제도는 차량 가격에서 이차전지 가격을 빼고 보조금에 의한 차 가격 절반 제도를 기반으로, 이차전지를 소비자가 별도 리스(대여)하는 분리 방식이고, 올해부터 시범 사업이 시작된다.
정부는 앞서 배터리를 반도체, 백신과 함께 국가전략기술로 지정해 대규모 R&D와 세제·금융 지원을 연속 발표했다.
문 대통령은 이날 K배터리로 세계1등 선점에 대해 "배터리 기술의 발전은 한국 경제를 선도형 경제로 전환시키는 핵심 동력"이라며 한국 경제 도약까지 말하고, 파격적 투자 인센티브와 ‘차세대 기술 조기 확보’ ‘신시장 창출’ ‘연대와 협력 산업 생태계 구축’을 선언했다.
문 대통령은 이날 세계1등 달성에 대해 “우리는 2011년 일본을 넘어 소형배터리 시장 점유율 세계 1위로 올라섰고, 중대형 배터리에서도 중국과 선두 각축 벌이고 있다”며 ‘2030년 세계 1등이 되기 위해 국내 전기차 회사와 배터리 제조사의 결합’에 정부가 추진으로 독점 시장 체제를 말했다. kimjc00@hanmail.net

At the same meeting, Minister of Trade, Industry and Energy Moon Seung-wook announced the implementation of a ‘rental service (lease system)’ by separating the secondary batteries of electric vehicles from the vehicle as a ‘K-battery development strategy’.
The 'subscription service' system for battery cars announced by Minister Moon is a separate method in which consumers lease (rent) secondary batteries separately, based on a system in which the price of secondary batteries is subtracted from the vehicle price and half the car price is subsidized. A pilot project begins.
Earlier, the government designated batteries as a national strategic technology along with semiconductors and vaccines and announced large-scale R&D and tax and financial support.
