미 국무부는 25일 한국에 총 2억 5천 800만 달러 규모의 정밀유도무기(PGM)와 관련 장비 판매를 승인했다고 보도자료로 25일 밝혔다.

한국이 수입할 미국 무기에는 합동직격탄(JDAM·GBU-31)용 유도장치 ‘KMU-556’ 3천953개, ‘KMU-557’ 1천981개 외에 ‘DSU-42/B’ 레이저 정밀유도 장치와 관련 부품, 이들 무기에 대한 기술 한국 지원이 포함됐다고 미 국부부가 이날 밝혔다.

미 국무부는 앞서 1일 한국에 함정용 미사일 방어시스템 2기의 판매 승인을 의회에 통보했으며 3천900만 달러 규모라고 밝혔다.

트럼프 행정부는 임기말인 지난해 10월 20건이 넘게 230억 달러 규모의 해외 무기 판매를 승인했고, 미 상원은 UAE에 대한 무기 중 전투기와 무장 무인기, 미사일 등에 대해 거부권을 행사했다.

문재인 정부는 무기 수출에서 이전 5년 대비 210% 급증하고 무기 수입에 5년간 이전 5년(2020~2015) 대비 57% 증가해 초고속 군비증강국이 됐다.

북한이 유엔 안보리의 대북 결의로 무기 거래가 전면 금지되고 북한 비핵화 정책에 한국 정부는 동남아 국가에 무기 수출을 증가시키고 미국 무기 수입국 3위로 급부상했다.

스웨덴 스톡홀름국제평화연구소(SIPRI)는 '2020 국제 무기거래 동향 보고서'에서 미국 전투기 25대와 독일 잠수함 5척 도입이 수입에서 많은 부분 차지했다며 지난 3월 15일 밝혔었다.

문 정부는 ‘평화’와 '신남방 정책' 아래서 5년 동안 아시아와 호주에 무기 수출을 집중해 전체 중 55%이고, 영국 14%, 필리핀 12%, 태국 11% 순으로 무기를 팔았다고 보고서는 밝혔다.

한국 무기 수출에 대해 방위사업청이 2019년 인도네시아에 10억2천만 달러 규모의 1천400t급 잠수함 3척 추가 수출 계약하며 “세계 5대 잠수함 수출국 입지 다지게 됐다”고 밝혔고, 최근에는 인도에 61억 달러의 잠수함과 26억 달러의 대공 무기 수출을 추진하는 것으로 알려졌다고 미국의소리(VOA)가 3월 15일 보도했었다.

SIPRI 보고서는 한국이 미국 무기 3위 수입국(6.7%)에 1위 사우디(24%) 2위 호주(9.4%) 등이며, 무기 수출순위는 미국 1위 러시아 2위 프랑스 3위에 이어 독일 중국 영국 스페인 이스라엘에 이어 한국이 세계 9위로 “20대 무기수출국 중 한국 수출 규모가 가장 빠른 증가 추세”라고 밝혔다.

보고서는 2016~2020년 5년간 전 세계 무기 거래 규모는 이전 5년(2011~2015)보다 0.5% 감소하는 군비축소이지만 트럼프 행정부의 무기 수출 등으로 같은 기간 15% 증가했고, 문재인 정부가 무기 수출 규모에서 “가장 빠른 증가세”로 확인했다. kimjc00@hanmail.net
