북한 김여정 연속 담화로 남한 ‘가두기’

북한이 김여정 부부장이 연속 개인 담화로 미국-중국간의 국제대립 구조에서 남한 가두기에 들어간 것으로 보인다.

북한은‘노동신문’으로 김정은 총비서의 시진핑 중국 주석의 ‘북한 정권수립 73주년 축전에 대한 답전(22일 송부)’을 24일 공개한 직후 김 부부장이 24일과 25일 연속 담화를 냈다.

미국은 24일 쿼드 4국 정상회의를 첫 대면회의로 백악관에서 열고 공동성명으로 북한에 안보리결의 준수, 실질 대화 촉구, 납북자 해결 등을 밝혔다.

북한 앞서 공개한 답전은 “적대 세력들의 악랄한 도전과 방해 책동을 짓부수며 사회주의를 수호하고 빛내기 위한 공동의 투쟁에서 조중 사이의 동지적 단결과 협력이 부단히 강화되고 있는데 대하여 매우 기쁘게 생각한다”며 “전통적인 조중 친선이 두 당, 두 나라의 공동의 노력에 의해 날로 승화 발전되며 불패의 생활력을 남김없이 과시하게 되리라고 확신한다”고 중국과의 사회주의 체제동맹을 밝혔다.

김정은은 시 주석의 북한 정권수립 73주년 축전에 대해 지난 22일자로 보낸 답전을 노동신문이 25일자 발행으로 24일 공개했고, 공개 시점은 김 부부장의 첫 담화 이전이다.

김 부부장의 첫 담화에 앞서 북한 외무상의 공식 담화로 <우리를 둘러싼 정치적환경이 달라지지 않고 미국의 적대시정책이 바뀌지 않는 한 종전을 열백번 선언한다고 하여도 달라질 것은 하나도 없다. 오히려 미국남조선동맹이 계속 강화되는 속에서 종전선언은 지역의 전략적 균형을 파괴하고 북과 남을 끝이 없는 군비경쟁에 몰아넣는 참혹한 결과만을 초래하게 될 것이다>며, <명백한 것은 종전을 선언한다고 해도 종전을 가로막는 최대장애물인 미국의 대조선적대시정책이 남아있는 한 종전선언은 허상에 불과하다는 것이다>라고 ‘미국 적대시정책 대응’을 24일 밝혔다.

김 부부장 첫 담화는 “나는 현존하는 불공평과 그로 인한 심각한 대립관계, 적대관계를 그대로 둔채 서로 애써 웃음이나 지으며 종전선언문이나 랑독하고 사진이나 찍는 그런 것이 누구에게는 긴절할지 몰라도 진정한 의미가 없고 설사 종전을 선언한다 해도 변하는 것은 아무것도 없을 것이라고 생각한다. 종전이 선언되자면 쌍방간 서로에 대한 존중이 보장되고 타방에 대한 편견적인 시각과 지독한 적대시정책, 불공평한 이중기준부터 먼저 철회되여야 한다”라고 ‘적대시정책과 이중기준 철회’를 요구했다.

김 부부장은 두번째 개인 담화로 "공정성과 존중의 자세가 유지된다면 남북 정상회담도 건설적 논의를 거쳐 의의 있게, 보기 좋게 해결될 수 있다고 생각한다"며 "남북관계 회복을 바라는 남조선 각계의 분위기는 막을 수 없을 정도로 강렬하다는 느낌을 받았다"라고 ‘남한 정치’를 밝혔다

김 부부장의 첫 개인 담화는 남한에 대해 “자기들이 자행하는 행동의 당위성과 정당성은 미화하고 우리의 정당한 자위권행사들은 한사코 걸고들며 매도하려드는 이러한 이중적이며 비론리적인 편견과 악습,적대적인 태도는 버려야 한다”며 “이러한 선결조건이 마련되여야 서로 마주앉아 의의있는 종전도 선언할 수 있을 것이며 북남관계, 조선반도의 전도문제에 대해서도 의논을 해볼 수 있을 것이다”고 밝혔다.

김 부부장의 두번째 담화는 연락사무소 재설치, 남북 정상회담, 종전선언 가능성을 언급한 것에 대해 "어디까지나 개인적인 견해라는 점을 꼭 밝혀두고자 한다"라며 "남조선이 정확한 선택을 해야 한다는 권언은 지난 8월에도 한 적이 있었다. 앞으로 훈풍이 불어올지 폭풍이 몰아칠지 예단하지는 않겠다"라고 밝혔다.

둘째 담화는 25일 심야에 조선중앙통신에서 "남북관계 회복과 평화적 안정에 대한 바람은 우리 역시 남측과 다르지 않다"라며 김 부부장의 "공정성과 존중의 자세가 유지된다면 남북 정상회담도 건설적 논의를 거쳐 의의 있게, 보기 좋게 해결될 수 있다고 생각한다"는 개인 담화를 발표했다.

통일부는 26일"북한도 김 부부장이 담화를 통해 남북 관계의 조속한 회복과 한반도의 평화, 안정을 바라고 있으며 종전선언, 남북 공동연락사무소 재설치, 남북 정상회담 등 남북 간 관계 개선을 위한 여러 문제들을 하나씩 해결해 나갈 수 있다고 밝힌데 대해 의미 있게 평가한다. 이런 논의 위해 (중략)우선적으로 남북 통신선이 신속하게 복원돼야 한다"며 "당국 간 대화가 개최돼 한반도 정세가 안정된 가운데 여러 현안들을 협의, 해결해 나갈 수 있기를 기대한다"고 밝혔다.

미국은 24일 일본 인도 호주 정상들과 ‘쿼드’ 첫 정상회의 공동성명으로 “우리는 북한이 유엔의 의무를 준수하고 도발을 자제할 것을 촉구한다. 또 북한이 실질적인 대화에 임할 것을 촉구한다”고 밝혔다.

미국 백악관에서 첫 대면회의로 열린 쿼드 정상회의에는 조 바이든 대통령, 스가 요시히데 일본 총리, 스콧 모리슨 호주 총리, 나렌드라 모디 인도 총리가 참석했다.

공동성명은 “유엔 안전보장이사회 결의에 따라 북한의 완전한 비핵화에 대한 의지를 재확인하고 일본인 납북자 문제에 대한 즉각적 해결 필요성도 확인했다”고 밝혔다.kimjc00@hanmail.net
