미 민주-공화 이란핵합의 격돌에 문대통령 ‘UAE무기’

바이든 민주당 행정부가 이란핵합의 복원에 전력하고 미 공화당 의원들의 ‘논의 중단’ 요구로 충돌 시점에 문재인 대통령이 반이란 동맹의 UAE 무기판매에 나섰고 후티 반군의 공격이 진행됐다.
미 하원 공화당 의원 110명이 바이든 행정부가 진행 중인 이란 핵합의 복원 논의 중단을 요구했다고 '더 힐'이 12일 보도했다.
한국 외교부는 12일 "미국 측은 해당 배상금 송금 위한 재무부 산하 해외자산통제실(OFAC)의 이달 6일 자 특별허가서(specific license) 발급을 알려왔다"고 밝혔다.
한국의 천궁 미사일체제 UAE 수출 계약에 대해 아시아경제는 “12일 극적 협상이 타결되면서 한화시스템과 동시에 최종사인을 하게 됐다”고 익명 소식통으로 13일 보도했다.
UAE 국방부는 지난해 11월 16일 "한국의 방공 체계인 M-SAM 35억 달러 상당 들여올 계획"을 발표했다.
이란 핵합의(JCPOA·포괄적 공동행동계획) 복원 회담이 지난해 12월 27일 재개, 이란과 영국 프랑스 당사국간의 8차 회담이 3일부터 시작됐다.
국제원자력기구(IAEA)는 지난해 12월 16일 성명으로 “카라즈 핵시설 내 감시 카메라 교체 합의”를 공개하며 “감시 카메라 교체 합의는 이란 내 검증과 감시 활동에 있어 중요한 상황 전개”라며 “감시 카메라가 수일 내 설치될 것”이라 밝혔다.
이스라엘 총리는 앞서 12월 12일 UAE를 전격 방문 왕세제와 회담했다.
이스라엘은 그간 이란 핵 합의 복원 불발 경우에 이란의 핵시설 직접 공격 입장을 밝혀왔다.
트럼프 공화당 체제는 지난해 9월 이스라엘과 UAE, 바레인 3국의 '아브라함 협약'을 체결했고 UAE는 F-35 50대까지 총 240억 달러 무기 판매를 확약받은 상태였다.
바이든 행정부에 들어와 무기 판매가 지연되자, 로이터 통신은 UAE 정부 관리를 인용해 “UAE는 F-35 확보를 위한 협상을 중단하기로 미국 측에 통보했다”고 밝혔다.
토니 블링컨 미 국무장관은 12월 15일 UAE와 F-35 전투기 판매 협상 준비가 돼 있다며 “F-35 판매와 관련한 검토가 필요했다. 우리는 UAE를 포함해 다른 역내 파트너에게 어떤 기술을 판매하고 이전하는데 있어서 철저한 검토가 선행되길 원했다”고 말레이시아에서 밝혔다.
UAE 경찰은 어제(17일) 국제공항과 석유시설을 겨냥한 무인기 공격으로 화재가 발생해 인도 국적자 2명과 파키스탄 국적자 1명 등 3명이 사망했다며 화재는 아부다비 석유공사 내 3대의 유조 차량과 아부다비 국제공항 내 신축 건설 현장에서 발생했다고 밝혔다.
‘후티’ 반군은 이날 UAE에 대한 공격의 배후가 자신들이라고 언론에 밝혔다.
중앙일보는 “왕세제와의 정상회담이 그대로 진행됐다면, 문 대통령은 후티의 드론 공습 당시 아부다비에 머물렀을 가능성이 있다. UAE는 아부다비에서 무함마드 왕세제가 직접 주재하려던 ‘아부다비 지속가능성주간’ 행사의 개막식 장소도 문 대통령의 방문 직전 두바이로 옮겼다고 한다”며 “왕세제는 후티의 공습이 발생한 뒤 문 대통령과의 전화통화에서 ‘(후티의)드론 공격은 예상됐던 일’이라며 ‘(한국이 수출한)천궁 II가 UAE의 방어력을 높일 것’이라 말했다. 문 대통령과의 일정을 취소한 배경이 후티의 공습과 연관이 있을 가능성을 시사한 말로 해석된다”고 보도했다.
제이크 설리번 백악관 안보보좌관은 12월 20일 “이란 핵 협상 논의위해 이번주 이스라엘 방문, 나프탈리 베네트 이스라엘 총리와 논의 예정”이라고 기자들에게 밝혔다.
이란 핵 합의 복원 협상은 바이든 대통령의 공약으로 지난해 4월에 시작했다가 이란 대선이 있던 6월에 중단됐고 11월 말에 빈에서 다시 시작했다.
민주당 오바마 체제에서 2015년 성사된 이란 핵 합의는 핵 개발 중단하면 이란 부과 제재를 모두 해제하는 것이고, 공화당 트럼프 체제는 2018년 핵 합의 탈퇴와 제재 복원하고, 이후 이란이 핵 합의 무력화 조처했다.
바이든 행정부는 이란이 핵 합의 사항을 다시 준수하면 이란 핵 합의 복귀를 밝혔고, 이란은 제재 해제를 요구했다.
트럼프 행정부는 2020년 11월 5일 UAE에 해상 레이더 장착 첨단 공격용 드론(MQ-9B) 18대 29억달러 판매 계획을 발표했다.
트럼프 행정부는 이 직전 의회에 F-35 전투기의 중동 지역 판매를 통보했고 뒤이어 UAE에 MQ 18대 판매를 밝혔다.
UAE는 트럼프 체제에서 이스라엘과 국교 정상화 합의로 104억 달러 규모 F-35 전투기 50대 구매에 대한 비공식 통보가 2020년 10월에 있었다고 로이터가 당시 보도했다.kimjc00@hanmail.net

White House National Security Adviser Jake Sullivan told reporters on December 20 that he would visit Israel this week to discuss the Iran nuclear deal with Israeli Prime Minister Naftali Bennett.
Negotiations to restore the Iran nuclear deal began in April last year on a promise by President Biden, but were halted in June during the Iranian presidential election and resumed in Vienna at the end of November.
The Iran nuclear deal reached in 2015 under the Democratic Obama regime is to lift all sanctions imposed on Iran if it stops developing nuclear weapons, while the Republican Trump regime withdraws from the nuclear agreement in 2018 and restores sanctions, and Iran has since neutralized the nuclear agreement.
The Biden administration has announced that Iran will return to the nuclear deal if it re-complies with the terms of the nuclear agreement, and Iran has demanded sanctions lifted.
On November 5, 2020, the Trump administration announced plans to sell 18 billion-dollar radar-equipped advanced attack drones (MQ-9B) to the UAE.
Just before this, the Trump administration notified Congress of the sale of F-35 fighter jets to the Middle East, followed by the sale of 18 MQ units to the UAE.
Reuters reported at the time that the UAE received an unofficial notice in October 2020 to purchase 50 F-35 fighters worth $10.4 billion as part of an agreement to normalize diplomatic ties with Israel under the Trump regime.
