북한 김정은 체제가 ‘전쟁방지용 핵무력’에서 사회주의 체제 강화용 전환을 25일 밝혔고 앞서 윤석열 당선자는 미국언론에 한미군사훈련 강화를 밝혔다.

김 국무위원장은 조선인민혁명군 창건 90주년 열병식에서 "어떤 세력이든 우리 국가의 근본 이익을 침탈하려 든다면 우리 핵 무력은 의외의 자기의 둘째가는 사명을 결단코 결행하지 않을 수 없을 것"이라 밝혔다고 조선중앙통신이 26일 보도했다.

25일 밤에 열린 열병식에서 김 위원장은 "우리 핵무력의 기본사명은 전쟁을 억제함에 있지만 이 땅에서 우리가 결코 바라지 않는 상황이 조성되는 경우에까지 우리의 핵이 전쟁 방지라는 하나의 사명에만 속박되여 있을 수는 없다"며 "공화국의 핵 무력은 언제든지 자기의 책임적인 사명과 특유의 억제력을 가동할수 있게 철저히 준비되여 있어야 한다"고 핵 무장 정책 전환을 밝혔다.
윤석열 당선자는 25일 워싱턴포스트 인터뷰에 북한 핵문제의 강경한 입장으로 “대화를 우선시했던 문재인 정부보다 더 강경한 노선이 될 것”이라며 “북한의 완전한 비핵화를 요구할 것”이라 밝혔다.

윤 당선자는 이어 “북한이 비핵화를 위한 첫 조치에 나선다면 현 정부가 약속한 인도적 지원보다 더 많은 인센티브를 제공할 것”이라 말했고, 북한 김 위원장은 이날 ‘핵 무력 강화’를 밝혔다.

윤 당선자는 인터뷰에서 조 바이든 미 대통령과 회담에서 두 나라의 동맹 강화를 논의할 것이며, 일본과의 관계 개선을 외교 정책의 목표로 하겠다면서, 그 일환으로 2018년 이후 수년간 축소된 한미 연합 훈련을 예전 수준으로 회복하겠다고 말해 한미훈련 강화 정책을 밝혔다.

북한 김 위원장 열병식 연설은 "우리 국가가 보유한 핵 무력을 최대의 급속한 속도로 더욱 강화 발전시키기 위한 조치들을 계속 취해나갈 것"이라 통신이 전했다.

윤 당선자가 일본에 파견한 한일정책협의대표단은 25일 일본 외무상·방위상·경제산업상 등 주요 부처 장관과 연쇄 회동하고 하야시 요시마사 일본 외무상과 만찬까지 함께했다.

당선자 대표단은 이어 26일 기시다 후미오 일본 총리를 만났고, 당선자의 친서를 전달했다.
‘아사히신문’은 "신중 자세였던 기시다 총리의 등을 떠민 것은 역시 미국이었다"며 "지난 2월 바이든 행정부가 공표한 '인도태평양전략'은 대만에 군사적 압력 강화하는 중국에 대항하기 위해 한일을 포함한 지역의 우호국과 함께 대응한다고 강조돼 있다"고 이날 보도했다.
