서해 공무원 ‘월북’ 사건이 윤석열 정부에서 정치 쟁점이 되며 군 통신감청 SI정보 공개까지 들춰졌다.

김병주 의원(전 한미연합사 부사령관)은 20일 "윤석열 정부의 판단 아래 미국 측의 협조를 받아 당시 SI(Special Intelligence, 특수정보 첩보) 정보 공개하면 된다"며 "다만 이 정보는 민감한 정보 출처가 관련돼 있는 만큼 대한민국 안보에 해악이 뒤따른다는 것 주지하길 바란다"고 밝혔다.

김 의원 등 국방위 소속 민주당 의원들은 이날 '서해 공무원 피살 사건'으로 명칭을 바꾸고 "9월 24일 당시 비공개 회의록 공개 간절히 원한다면, 국회법에 따라 회의록 열람 및 공개에 협조하겠다"고 밝혔다.

서욱 전 국방장관은 2020년 9월24일 국회 국방위에서 "현재까지 내린 결론은, 월북한 것으로 판단하고 있다"며 판단 근거로 " 한 가지는 월북 의사가 있었던 것으로 보인다는 정보"라고 밝혔다.

안영호 당시 합참 작전본부장은 "북측 인원은 선박으로부터 실종자와 일정 거리를 이격하고 방독면 착용하에 실종자의 표류 경위를 확인하면서 월북 진술을 들은 것으로 보인다"고 답변해 군 통신 감청 첩보 의존으로 밝혔다.

서 전 장관은 부유물에 대해 "첩보를 종합해서 나온 결과로는 사람 1명이 올라갈 수 있는 정도"라고 첩보를 근거로 밝혔다.

당시 첩보는 미군 통신감청 정찰기중 전자 통신정보의 RC-135V/W 리벳조인트나 감청정찰기 RC-12X 가드레일에 의존하며, 이날 첩보는 휴전선 권역 북한군 통신 감청의 RC-12X가 유력하다.
 한국군의 신호 정보 수집기인 '백두'는 휴전선 인근에 서해 지역은 미군이 우위이며 한국군이 이스라엘제 헤론 정찰기를 도입했으나 통신 감청은 미국 의존을 보여왔다.

부유물에 대한 영상 촬영은 미군 첩보 위성 '키 홀'이 적외선 탐지기로 북한권 지상 10㎝ 물체 식별한 것으로 알려졌다.

서 전 장관은 부유물에 대해 "길이는 사람 키만큼은 안 된다. 무릎 아래까지는 보호가 안 되는 사람 키 크기 정도인 것으로 보인다"고 국회에서 밝혔다.

조선일보 20일 사설은 <민주당은 “월북 근거가 있었다”고 주장한다. 그러면 근거를 공개하면 된다. “첩보 시스템이 노출돼서 안 된다”는 변명도 한다. 그렇다면 검경이나 감사원이 기록을 열람토록 해 결론을 내리면 된다>고 공개가 아닌 ‘감사원 감사’로 제한했다.

한겨레 사설은 <대북 첩보 자료를 섣불리 공개할 수 없는 현실은 여당도 잘 알 것이다>며 여당 압박에 의한 공개 반대를 밝혔다. 

사건 당사자인 이대준(사망 당시 47세)씨의 형 이래진씨는 20일 서훈 전 안보실장 김종호 전 청와대 민정수석 이광철 전 민정비서관 등 3명을 공무집행방해 혐의로 고소 예정이라고 밝혔다.kimjc00@hanmail.net
