NIS accuses Park Ji-won of ‘deletion of
국정원이 박지원 전 원장을 ‘첩보 삭제’ 협의로 고발하고 박 전 원장은 ‘한미정보 공유’로 반격해 CIA 정보에 ‘판가름’ 가능성이 나왔다.
국가정보원의 6일 대검 고발장에 대해 “박 전 원장에 대해 서해 공무원 피살 당시 ‘첩보 보고서 삭제’ 혐의, 서훈 전 원장에 대해 귀순 어민 강제 북송 당시 ‘합동 조사 강제 조기 종료’ 혐의 적시했다”고 조선일보가 7일 보도했다.
‘조선’은 이어 “국정원은 최근 고강도 내부 감찰을 진행하는 과정에서 이 같은 혐의들을 포착하고, 이를 뒷받침할 만한 내부 직원들의 증언도 확보한 것으로 전해졌다”고 밝혔다.
박 전 원장은 7일 “모든 첩보 SI 문서는 국정원이 생산하지 않는다. 공유할 뿐”이라며 “내가 삭제 했다 하더라도 국정원은 메인 서버에 남는다”고 CBS라디오에 밝혔다.
박 전 원장은 ‘원 첩보 어디서부터 어디로부터 받았나’ 질의에 “한미 정보 동맹이 철저하게 이루어지기 때문에 그런 문제에 대해 국민들이 안심해도 좋다”고 답변했다.
그는 이어 ‘대한민국 공무원인데 구조해 달라고 하는 부분 있었나 그 첩보에’란 질의에 “정보위원회에서 내가 다 부인했는데 모른다 말할 수 없다 했는데, 국방위에서 그 조각 첩보가 상당히 많이 국방위원들한테 보고해서 화낸 적도 있다”며 “이러면 안 된다. 한미정보당국의 동맹이 깨진다. 합의된 것만 발표해라. 북한에서 발사체, 미사일 발사하면 한미 정보 당국이 합의해서 발표한다”고 답변했다.
국정원 고발에 대해 ‘조선일보’는 “박 전 원장 혐의는 첩보 관련 보고서의 무단 삭제다. 취재 종합하면, 2020년 9월 정보 당국은 해수부 공무원 고 이대준씨가 ‘대한민국 공무원이다. 구조해 달라’는 취지로 북한군에 구조 요청했다는 감청 기록을 확보한 것으로 전해졌다. 이는 ‘계획된 월북’보다 ‘표류’ 쪽에 힘을 실어주는 첩보 내용이다. 당시 국정원이 이 같이 이씨 월북 가능성과 배치되는 대목들을 보고서에서 삭제했을 가능성이 있다는 것”이라 보도했다.
서욱 전 국방장관은 2020년 9월24일 국방위 보고에서 "현재까지 저희들이 내린 결론은, 월북한 것으로 판단하고 있다"며, "저희의 능력과 제한사항을 국민들께 소상하게 알리는 부분도 필요하다고 보이고 또 한편으로는 저희의 능력과 제한 사항이 대외적으로, 특히 북에 알려지고 하는 것에 대한 우려가 있다"고 답했다.
한겨레는 6일 “윤 정부의 ‘친북몰이’는 지난달 16일 국방부와 해경이 ‘자진 월북 추정’이라고 발표한 기존의 중간수사 결과를 번복하면서 시작됐다”며 “국민의힘 티에프의 최종 조사결과 발표로부터 약 2시간 뒤 국정원은 전직 국정원장 고발 방침 공지했다”고 보도했다.
북한을 네 차례 방문해 도널드 트럼프 전 미국 대통령과 김정은 북한 국무위원장의 1·2차 미·북 정상회담을 조율했던 마이크 폼페이오 전 미국 국무부 장관이 “김 위원장은 우리(미국)가 제시하는 것이 올바른 나아갈 길이라고 믿었지만, 사실상 시진핑(중국 국가주석)이 그들(북한)을 움직이고 있었다”라고 말했다. 중국이 북한의 비핵화를 방해했고, “이 문제(북핵)는 중국 공산당의 문제”라는 것이다.
CIA국장으로 북한 전략을 4년간 주도한 폼페이오 전 미 국무장관이 중국이 북한의 비핵화를 방해했다고 말한 것으로 조선일보가 7일 보도했다.
그의 발언은 “이 문제(북핵)는 중국 공산당의 문제”라며, “중국 공산당은 북한이 그들에게 중요한 완충 국가이며 미국의 정신을 분산시킬 도구를 제공해 준다고 생각한다. 우리가 북한의 핵무기를 막아내는 데 자원을 소모해야 한다는 것을 안다”라고 13일 열릴 아시안리더십콘퍼런스(ALC)의 공개 대담에서 밝힌 것으로 ‘조선’이 보도했다.
‘조선’은 그의 “어떤 면에서 북한 핵무기는 중국 핵무기 프로그램의 연장”이라 “나 또는 트럼프 대통령과 김 위원장의 만남 전에는 항상 중국 공산당의 만남 있었다”라는 발언을 이어 보도했다.

문재인 체제는 2017년 트럼프 체제와 ‘베를린 선언’으로 ‘운전자’를 발표했고, 2019년 한미정상회담에서 “트럼프 대통령을 한국인이 존경한다”고 발언했다.
바이든 행정부는 2021년 10월 대북 정책 검토 도중에 KMC를 해체하고 중국임무센터(CMC)를 신설하자, 문재인 체제는 이에 대응해 트럼프 체제의 대북 정책 승계를 요구해 충돌했다.
한국계 미국인인 앤드류 김 KMC 센터장은 청와대에 출입했고 서훈 안보실장과 친밀한 사이로 알려졌으며, 폼페이오 장관과 비밀 평양 방문으로 김정은 위원장을 만났고, 뉴욕에서의 김영철 북 조평통 위원장 회담에도 배석했다.
KBS는 7일 아침 “2020년 9월 서해에서 발생한 '공무원 이대준씨 피살 사건' 관련해 당시 군이 관련 기밀 정보 수십 건을 무단 삭제한 것으로 확인됐다”며 “당시 제기됐던 이대준씨 '월북설'과 관련된 정보 삭제한 것 아니냐는 의혹이 제기된다”고 보도했다.
KBS는 “군이 확보한 첩보가 판단의 중요한 근거가 됐다. 복수의 군 고위 관계자는 이대준씨의 실종이 월북 가능성으로 변하던 23일과 24일 군이 확보한 기밀 정보들이 상당수 무단 삭제됐다고 밝혔다”며 “합참 정보본부가 운영하고 국정원과 한미연합사, 작전사령부 등이 연결돼 있는 군사통합정보처리시스템 '밈스'에 서이다. 군 고위 관계자는 23일과 24일 사이 밈스에서 20여건의 1급과 2급 정보가 삭제됐다고 밝혔다‘고 보도했다.
사건은 2020년 9월 21일 서해 연평도 인근 바다에서 시작됐고, 23일 새벽 국가안보실장과 국정원장 국방장관 등이 관계장관회의 하고, 24일 오전 군과 해경이 ‘자진 월북’ 가능성을 처음으로 밝혔다.
‘동아일보’는 7일 “박 전 원장은 국정원 직원들이 이 씨의 월북 의사 판단할 수 있는 첩보 수집해 생산한 일부 문건을 추후 삭제하거나 삭제 지시한 의혹을 받고 있다. 국정원은 서 전 원장이 조사 기간 단축에 직접 개입한 정황을 파악한 것으로 전해졌다”고 보도했다.
‘동아’는 이어 “문재인 정부 시절 3번의 남북 정상회담 포함해 싱가포르·하노이 북미정상회담 성사 과정 등에서도 부적절 상황이 있었는지 추가로 들여다볼 예정인 것으로 알려졌다”며 정부 고위 소식통의 “아무래도 급박하게 북측 인사들이 드나들었고, 당시 청와대·국정원 인사 등과 접촉이 많았던 만큼 평창 전후에 무슨 일이 있었는지 주시하고 있다”는 발언을 게재했다.
논란이 된 MIMS(군사통합정보처리체계)는 사단급 이상 제대간 군사 정보 관리의 군 정보 유통망이고 국정원과 한미연합사 등이 정보 공유 체제다.
김준락 합동참모본부 공보실장은 7일 “정보의 원본이 삭제된 것은 아니지만 군사정보통합체계에 탑재된 민감한 정보가 직접적인 업무와 관계없는 부대까지 전파되지 않도록 필요한 조치를 한 것으로 안다”고 밝혔다.
국정원은 이날 오후 박 전 원장이 무단 삭제한 것은 밈스가 아니고 첩보 관련 보고서라며 "고발 내용은 이와 전혀 무관하다"고 밝혔다.
한동훈 법무장관은 7일 8일간의 미국 FBI 방문 출장을 마치고 공항에서 국정원 고발 사건에 대해 "검찰이 알아서 잘 처리 할 것"이라고 말했다.
한 장관은 60일 이상 공석인 검찰총장 부재에서 검찰 주요 인사를 출장 전까지 진행했고, 미국행은 FBI 인사검증 시스템 탐방이다.
미국은 백악관이 후보자가 작성한 230여개 질의의 ‘개인신원진술서' ‘국가안전직위에 대한 질의서', ‘개인재정기록조사동의서' ‘행정부 공무원 재산 공개서'에 대해 FBI는 ’답변 진위 확인‘만 담당하고 백악관이 ’질의 내용‘을 결정하는 시스템으로 이미 공개된 상태다.
대통령실은 지난달 25일 한 장관의 FBI 출장을 예고하며 “미국은 FBI가 1차 검증한다”고 밝혔다.
