대통령실 채용에 사적 추천을 강인선 대변인과 장제원 의원이 ‘무보수 선거운동원 채용은 공정’을 적용했으나 선거법상 공식 후보 등록 이전에 무보수 자원봉사자에 대한 선거 후보 통과 보상 채용은 위반 소지가 있다.
문제가 된 주 씨는 지난해 여름 국민의힘 대선후보 경선 초창기에 선거 캠프에 합류했고올해 3월 10일 대선일까지 ‘무보수’ 근무한 뒤 인수위에 들어갔고 직분은 미공개 상태다.
강 대변인은 19일 “주씨는 8개월이 넘는 기간 일정팀 막내로 살인적인 업무를 훌륭히 소화했다”며 “마땅히 그 노력과 능력을 인정받아 인수위에 합류했고 대통령실에도 정식 채용됐다”고 공식 브리핑했다.
강 대변인은 이어 “수소문하는 중이었고 그 과정에서 소개받아 들어왔단 것까지는 확인했다”며 “대선 기간 내내 묵묵히 일한 실무자들에게 정당한 기회를 주는 것이 공정”이라고 ‘사적 추전’을 간접 확인했다.
장 의원은 "그들이 경선을 통과하고 일을 잘했기 때문에 선대위에 들어가고 또 인수위에서 살아남아서 8급, 9급 들어간 것 아니겠나"며 "오히려 1년 동안 아무 보수 없이 정권 교체를 위해 윤석열 대통령을 위해 열심히 뛰었던 그분들에 대한 역차별"이라고 ‘정당 후보 경선에 사적 추천 선거 자원봉사자 선거후 공무원 특별 채용’으로 표현했다.
강 대변인은 “과거 어떤 정부에서도 선거 때 묵묵히 일한 청년 실무자를 상대로 ‘사적 채용’이라는 무차별적 공격을 한 사례는 없었다”며 언론에 대해 ‘무차별적인 의혹 제기’ 삼가를 요구했다.
공직선거법 47조의2(정당의 후보자추천 관련 금품수수금지)는 ‘누구든지 정당이 특정인을 후보자로 추천하는 일과 관련하여 금품이나 그 밖의 재산상의 이익 또는 공사의 직을 제공하거나 그 제공의 의사를 표시하거나 그 제공을 약속하는 행위를 하거나, 그 제공을 받거나 그 제공의 의사표시를 승낙할 수 없다’고 규정했다.
문제의 주 씨는 윤 대통령의 당 대선 후보 경선 과정에서 중요 역할을 한 광주 시장 후보자의 아들이고 그 후보자는 과거 광주지검 수사관으로 주 씨 추천자에 대한 공개가 필요하다.
권성동 국민의힘 대표대행은 강릉의 우 씨 건에 대해 “내가 추천했다. 장제원 의원에게 대통령실에 넣어주라고 압력을 가했다. 그래도 7급에 넣어줄 줄 알았는데 9급이더라”며 “최저임금보다 조금 더 받는다. 한 10만원 더 받는다. 내가 미안하더라. 최저임금 받고 서울에서 어떻게 사나, 강릉 촌놈이”라고 15일 SNS로 밝혔다.
사건은 윤 대통령의 40년 지기인 강릉의 한 통신설비업체 대표 우모씨의 아들이 대통령실 사회수석실 행정요원으로 근무 중인 사실이 알려졌고, 우 씨는 윤 대통령 후보 시절 1천만원을 후원했다.
권 대표는 17일 국회 기자들에게 "9급 행정요원 우 모 씨의 부친이 강릉시 선관위원이라는 것은 알고 있었다"며 "아버지가 선관위원이라고 아들이 특정 정당의 정치인을 지지하지 말란 법은 없다. 아버지와 아들은 별개"라고 공식 발언했다.
권 대표는 윤 대통령의 오랜 친구로 당내 대선 후보 경선 초기부터 주도자였다.
강승규 대통령 시민사회수석은 20일 "예선도 거쳐야 되고 또 본선도 거쳐야 할 때, 이 과정에서 후보가 처음에 참여자를 찾기가 쉽지 않다. 선거캠프라는 게 적게는 6개월에서 많게는 1년에서 2년이라는 기간 동안 자원봉사자로 운영되는데, 처음부터 무보수 자원봉사로 일하는 그런 요원을 찾기가 쉽지 않다"라며 "그렇다면 주변에 가까운 지인들을 찾는다. 주변의 지인이나 친척, 이런 분들이 아니면 실제 우수한 인재를 찾기가 쉽지 않다"라고 MBC에 말해,후보지명전 무보수 자원봉사자에 대한 당선후 채용을 밝혔다.kimjc00@hanmail.net
