을지프리덤실드(UFS) 한미연합군사훈련이 미국의 ‘한국 방어’에서 개성까지 ‘반격작전’을 야외군사훈련으로 실시하자 언론들은 22일 ‘반격’에 대한 의미 약화에 집중하고 있다.
‘조선비즈’는 “방어적 성격의 전구급 연습 명칭”에서 “이번 UFS는 전시 체제로 전환해 북한 공격 격퇴 및 수도권 방어를 연습하는 1부와 수도권 안전을 확보하기 위한 역공격과 반격작전을 숙달하는 2부로 이어진다”고 보도했다.
‘이데일리’는 “한미연합지휘소훈련(CPX) 시나리오에 따르면 우선 컴퓨터 시뮬레이션을 통해 1부 방어 훈련을 한다”며 “2부 반격 훈련에선 역공격과 북진 작전 수행한다. 평양까지 진격하지는 않고 개성 축선에 못미친 모 지역을 강제진압하는 것으로 훈련이 종료되는 것으로 전해졌다”고 보도했다.
‘뉴시스’는 “1부에서는 전시 체제 전환과 북한군 공격 격퇴, 수도권 방어 등을 연습한다. 2부에서는 수도권 안전을 확보하기 위한 역공격과 반격 작전을 펼친다‘며 ”역공격은 성공적 방어·반격 위해 적 주력의 측·후방 등 약점 공격하는 작전”이라 보도했다.

SBS는 “국방부는 한미연합훈련을 정상화해 연합 방위 태세를 강화하고 북한의 국지 도발과 전면전에 대비한 작전 수행 능력을 향상한다는 계획”이라며 “북한은 '북침 전쟁 연습'으로 규정하며 강하게 반발하고 있어, 실제 군사행동으로 이어질 가능성도 제기된다”고 보도했다.
KBS는 “이번 UFS는 전시 체제로 전환해 북한 공격 격퇴와 수도권 방어를 연습하는 1부와 수도권 안전을 확보하기 위한 역공격과 반격작전을 숙달하는 2부로 나뉘어 진행된다”고 보도했다.
‘뉴스1’은 “1부에선 앞서 '위기관리연습' 기간 북한의 도발 등으로 조성된 '위기'가 전면전으로 확대되는 상황을 가정해 한미연합전력이 전시(戰時) 체제로 전환한 뒤 북한의 공격을 격퇴하고 수도권을 방어하는 내용으로 훈련이 진행된다”며 “2부에선 수도권 안전 확보를 위한 한미 전력의 역공격과 반격작전이 훈련 시나리오에 포함돼 있다”고 보도했다.

한미연합 군사훈련은 1976~2007년 을지포커스렌즈(UFL), 2008~2018년 을지프리덤가디언(UFG), 2019~2021년 연합지휘소훈련(CCPT)에서 윤석열 정부가 한국 정부의 위기주도관리 ‘을지연습’을 통합한 을지프리덤실드 훈련으로 다음달 1일까지 진행된다.
이종섭 국방장관은 이와 관련 “한미연합 야외 기동훈련을 정상화하겠다”며 “그동안 중단돼 왔던 연대급 이상의 야외 기동 훈련을 조기에 시행하고자 한다”고 밝혔다. kimjc00@hanmail.net
