윤 대통령은 9일 주한영국대사관을 방문해 조화와함께 조문하고 방명록 수기 작성을 언론에 공개했고, 이어 12일 김성한 안보실장은 대통령 부부의 장례식 참석을 발표했다.
영국 로이터통신은 외무부 관계자가 “공산주의자 북한에 대한 초청은 대사급 수준일 것”이라 말했다며, “이는 북한 지도자 김정은이 참석하지 않을 것임을 의미한다. 평양에는 서런던에 대사관이 있다”고 런던발로 14일 보도했다.
김 안보실장은 12일 영국 여왕 장례식에 대통령 부부 참석을 발표하며 “런던에 자유 민주주의 국가의 핵심 지도자들이 총집결하게 될 것으로 예상된다. (윤 대통령) 자유와 평화를 위한 국제사회의 연대를 추구할 것으로 기대한다”며 “윤 대통령의 연설(유엔총회)은 국제 현안 해결에 실질적으로 기여하고 보편적 가치에 기반한 국제질서 구축에 앞장서는 글로벌 리더 국가로서 대한민국의 역할을 제시할 것으로 기대한다”고 영국 미국 캐나다 연쇄 방문이 ‘자유주의 연대’라고 밝혔다.
대통령실은 12일 발표 당시 ‘한미정상회담 한일정상회담 캐나다 총리와 양자회담 추진 중’으로 밝혔고, 유엔총회 연설은 회원국의 신청으로 이뤄진다.
김 안보실장은 이날 장례식 참석에 대해 “영국은 우리나라와 핵심 가치를 공유하며 긴밀히 협력해 온 우방국이며, 엘리자베스 2세는 자유민주 국가 간 연대를 몸소 실천해온 분”이라고 이유를 밝혔다.
