김은혜 대통령 홍보수석이 ‘한미 이간’과 ‘순방외교 국익 독점’ 발언으로 한국에서 야당을 제외하고 야당이 미국을 공격한 것으로 밝혔다.

김 수석은 대통령 욕설 파동에 "대통령과 국정운영에 대한 비판은 언제든지 수용한다. 그러나 대통령의 외교활동을 왜곡하고 거짓으로 동맹을 이간하는 것이야 말로 국익 자해행위"라고 22일 밝혀, ‘동맹 이간’과 ‘국가이익 자해’가 사건 주체가 됐다.

김 수석의 이날 기자회견 발언은 '야당이 대통령을 비난해야 할 사안을 왜곡해 미국을 공격했다'고 해명한 것이 된다.

김 수석은 ‘한미동맹’에서 야당을 배제하고, ‘국가이익’을 행정부 전횡의 독점체제로 전용해 야당의 비난을 ‘미국 공격’으로 전환했다.

김 수석은 '대통령께 직접 여쭤본 것이냐' 기자들 질문에 "대통령실 홍보수석이다. 직접 묻고 그런 절차 떠나서 검증 작업이 없이 이런 이야기를 한다는 건 무리가 있다"라고 말해, 윤석열 대통령과 비서진 외교부가 공동으로 ‘국가이익 행정부 전횡’ 체제 구축을 확인했다.

김 수석은 이어 "'바이든'과 '날리면' 둘 중에 대통령실은 명확하게 '날리면'이 맞다고 판단한 것이냐" 기자회견 질문에 "그렇다. 바이든보단 더 강한 확신이 있다"고 말하며 ‘동맹 이간’ 발언을 통해 야당을 한국에서 배제했다.

김 수석은 '어제 발언은 우리 국회를 향해 있다는 뜻인가' 질문에 "그렇다“고 말해, ‘야당의 동맹 이간’으로 밝혔다.

김 수석은 욕설 표현의 논란인 '앞부분 'XX들'은 맞나. 그렇다면 이건 우리 국회라는 건가' 질의에 "미국 의회가 아니라는 거다"라고 말했다.이어 '한국의회인가' 질문에 "예, 미국 의회가 아니니까"라고 확인했다.

국가 간 동맹 조약은 의회 승인으로 발효되며, 정부가 한시 집행하는 외교에서 국가이익은 한시적 정부에 위임된 미래 행위에 해당된다.

김 수석은 대통령의 확인을 통해 ‘국가이익’에서 야당과 국민을 배제하고 행정부 독점체제를 구축했다.

김 수석은 뉴욕 기자회견으로 "지금 다시 한번 (음성을) 들어봐 달라"며, "국회에서 승인 안 해 주고 '날리면'이라고 되어 있다. 여기에서 미국 얘기가 나올리가 없고, '바이든'이라는 말을 할 이유는 더더욱 없다"고 밝혔다.

Chief Kim removed the opposition from the "Korea-U.S. alliance" and turned the opposition's criticism into "accusation of the US" by diverting the "national interest" to the monopoly of the administration.

It's unreasonable to ask directly and leave such a procedure and tell such a story without verification work." Through the confirmation of the president, Kim established an administrative monopoly system by excluding the opposition party and the people from the “national interest”.

At a press conference in New York, Chief Kim said, "I want you to listen to [voice] again now" and "If the National Assembly does not approve it, it is said to be 'flying'. There is no reason to do it.”
