미 인플레감축법 농민부채 3.1억달러 구제 1인 최고 17만달러

미국 농무부가 인플레감축법에 따라 농민들의 부채 구제에 3.1억달러 집행하며 보중 대출자에게 최고 17만달러를 지급하는 프로그램을 18일 시작했다.

미국 연방정부는 인플레감축법(IRA)에 명시된 3억1천만달러에서 대출자금이 있는 농장들의 대출 구제 프로그램에 따라 농무부(USDA)가 직접 대출 농부에 5만2천달러, 보증대출 농부에 약 17만2천달러 자동 전자 지불을 이날 발표했다.

톰 빌삭 농업장관은 "오늘 발표된 기금은 농부들의 농업 유지와 도전적인 위치에 있는 생산자들에게 새 출발을 제공하는 데 도움이 된다"며 “도움을받은 농부들은 지불이 이루어졌음을 알리는 편지를 받게 될 것이며 다음 연간 지불이 2023년 만기 때까지 최신 상태 유지할 것”이라고 AP통신에 말했다.

미 농부부는 상업 신용이 없는 농민과 가축 생산자 11만5천명에게 대출을 제공하고 지불을 놓쳤거나, 압류나 채무 불이행에 가까운 경우 부채 구제 프로그램을 적용하며 총 비용 6억 달러 규모를 밝혔다.

AP는 약 11,000 농장 차용자가 60일 이상 직접 또는 보증 대출 지불을 연체하여 대출금을 상환 할 수 있도록 자동 전자 지불을 받는 농부들에 지급될 총 비용은 거의 6억 달러로 보도했다.

이중 2억달러는 대출 압류에 처한 2,100명 농장 차용자에 즉시 지원에 사용되고, 그 외 부채와 세금 환급 및 기타 자원은 재무부 소관이다.

미 농무부는 이 범주의 농부들에게 평균 10만1천달러가 지급된다고 밝혔다.

농무부는 코비드 대유행 기간에 대출 상환 연기 농부 7천명에 대해 6600만 달러가 들고, 파산 압류에 처한 1,600 농민은 개별 회의를 통해 사례별로 평가해 3억3천만 달러로 해결책을 찾을 수 있다고 밝혔다.

농장주가 현금 흐름 문제에 처해 재정적 곤란을 겪는 1만4천 차용자에게는 대출 지불을 놓치지 않도록 도움을 요청하는 경우 추가 지원 대상자가 된다.

빌삭 농업장관은 “가뭄이나 미시시피강 수위 저하로 바지선 곡물 운송 문제 프로그램에 최대 1억7500만달러가 제공된다”며 “발표 된 돈은 농부들이 사업을 계속하거나 농업에 다시 들어갈 수 있도록 돕기 위해 고안된 첫 번째 지불 라운드”라고 밝혔다.

미 농무부는 이날 “나머지 3.1억 달러는 불필요한 대출 제한을 완화하고 나중에 발표 될 추가 지원을 제공하는 데 사용될 것”이라 밝혔다.

농무부 정책 집행이 시작된 인플레감축법은 미 의회에서 통과되고 8월에 조 바이든 대통령이 서명했다.

미 공화당 정치인 중 일부는 인플레감축법을 비판하고 이번 농장 대출 지원 지지 여부에 대한 AP 질문에 응답하지 않았다.

윤석열 대통령은 한미정상회의로 인플레감축법 시정을 요구하고 정부에서 자유무역협정 위반에 대한 조처를 시작했다.

The U.S. Department of Agriculture has launched a program to pay up to $170,000 to mortgage lenders, starting with $310 million in debt relief for farmers under the Inflation Reduction Act.

The U.S. federal government pays the Department of Agriculture (USDA) a direct loan of $52,000 to farmers, and about 17 It announced today an automatic electronic payment of $12,000.

The Associated Press reported that the total cost to be paid to farmers receiving automatic electronic payments is nearly $600 million, allowing about 11,000 farm borrowers to repay their loans by delinquent direct or guaranteed loan payments for more than 60 days.

Of that, $200 million is used to provide immediate assistance to the 2,100 farm borrowers facing foreclosure, while other debt, tax refunds and other resources are left to the Treasury.

The USDA said that an average of $101,000 is paid to this category of farmers.

The USDA said it could cost $66 million to 7,000 farmers who defer loan repayments during the COVID-19 pandemic, and $330 million for 1,600 farmers facing bankruptcy foreclosures to be assessed on a case-by-case basis through individual meetings.

If the farmer asks for help to avoid missing out on loan payments to 14,000 borrowers struggling financially with cash flow problems, they will be eligible for additional assistance.

Agriculture Minister Bilsak said, "Due to drought or lowered Mississippi River water levels, up to $175 million will be provided to barge grain transportation problems programs. The fourth round of payments,” he said.

The US Department of Agriculture said the remaining $310 million would be used to ease unnecessary lending restrictions and provide additional assistance to be announced at a later date.

The Inflation Reduction Act, which began implementing the Department of Agriculture policy, was passed by Congress and signed by President Joe Biden in August.

Some Republican politicians criticized the inflation-reduction law and did not respond to AP questions about whether to support the farm loan support.
