한국이 초거대 AI(인공지능) 산업 생태계 조성으로‘5대 플래그십 프로젝트'가 추진을 발표하고 중국은 대화형 AI 서비스인 '챗(Chat) GPT'의 군사적 활용 가능성에서 ’인지전‘ 활용을 밝혔다.
과학기술정보통신부는 14일 대통령 직속 디지털플랫폼정부위원회와 개인정보보호위원회 공동으로 '디지털플랫폼정부 실현 계획'으로 법률, 의료, 심리상담, 문화·예술, 학술·연구 등 민간 전문영역에 초거대 AI를 접목과 전문가 업무 보조의 '초거대 AI 5대 플래그십 프로젝트'에서 공공기관의 업무와 대민 서비스까지 초거대 AI 응용 서비스 접목을 발표했다.
중국 ‘해방군 일보’는 13일 대화형 AI 서비스 'Chat GPT'의 군사적 활용 분석 기사로 “적을 허위 정보로 혼동시켜 유리한 상황을 만드는 '인지전'과 상황 분석에서 유망하다”며 “향후 중국군이 본격적으로 활용을 검토할 가능성”을 밝혔다.
과기정통부 발표는 올해 3901억원 투입해 ‘비영어권 시장’ 공략으로 동남아·중동 등 언어 데이터를 2027년까지 200종을 구축해 초거대 AI 한국어 성능 향상을 위한 고품질 말뭉치와 한국어 응용 말뭉치를 130종 구축하는 초거대 AI 개발용 텍스트 데이터 확충에 나선다.
중국군 연구부서는 대화형 AI 챗GPT에 대해 “평시에는 인터넷상의 방대한 양의 정보를 분석할 수 있고, 전시에는 전장에 대한 많은 정보를 자동으로 재구성하여 종합적 판단에 활용할 수 있다”며 채팅 GPT 자체가 "거짓말을 만들고 사람들의 심리에 영향을 미칠 수 있다"고 밝혔다.
중국 언론은 군 연구부서 연구원의 기고문에서 채팅 GPT가 “자연스러운 문장을 만들 수 있어 대상 국가 국민의 인식은 사회 분열과 정권 교체의 목표를 달성하기 위해 ‘유도, 기만 및 조작’될 수 있다”고 밝혔다.
과기정통부는 발표에서 “최신 정보 미반영·거짓 답변 등 초거대 AI 한계를 깨기 위한 기술개발도 추진한다”며 “기존 딥러닝 학습 능력·신뢰성 등을 개선하기 위한 기초 연구에 더해 논리적 인과관계 이해, 편향적 필터링, 모델 경량화 및 최적화 등의 기술을 개발한다”고 이날 밝혔다.
고학수 개인정보보호위원장은 이날 브리핑에서 "오픈AI 측과 소통 창구 개설했고, 한국인 이용자가 220만명이라는 설명 들었다"며 "한국의 데이터가 AI 모델을 구축하는 데 활용된 바 있는지, 활용됐다면 어떤 식으로 학습 데이터에 쓰였는지 현황파악을 시작한 단계로, 아주 초기 단계라고 보면 된다"고 밝혔다.
그는 "현재 개인정보위가 궁금해하는 내용을 내부적으로 정리하고 있으며, 국민의 데이터가 적절하게 보호되고 있는지 파악하는 것은 앞으로 진행할 예정"이라 말했다.
오픈AI는 지난 20일 일부 이용자의 프로그램 사용 기록이 다른 사용자에게 노출되는 오류가 발생해 챗GPT가 일시 중단됐다가 복구됐다.
