한미정상 한미일 삼각안보로 공동성명 ‘북핵’ 배제 경제회담
한미정상회담이 한미일 삼각동맹 안보체제로 전환하면서 공동성명은 ‘북핵억제’를 별도 성명으로 배제 합의하고 정상회담은 ‘경제협력’이 됐다.
미 백악관 설리번 안보보좌관은 24일 “우리는 두 정상이 특히 북한이 제기하고 있는 위협의 진화와 관련해 확장억제력 문제를 다루는 성명을 발표하도록 할 것”이라며 “우크라이나 무기는 사적 대화”라고 미국의소리(VOA)가 보도했다.
제이크 설리번 안보보좌관은 24일 브리핑에 대해 “한미 정상회담에서 확장억제 관련 별도의 공동성명이 발표될 것”이라며 "그 성명은 한국과 한국민에게 약속한 확장억제와 관련해 미국을 신뢰할 수 있다는 매우 명확하고 입증할 수 있는 신호를 보낼 것으로 본다"고 말했다고 연합뉴스가 25일 보도했다.
대통령실은 미국에서 24일 "윤석열 대통령과 조 바이든 대통령은 이번 한미정상회담 결과물로 확장억제 방안을 담은 별도의 문건을 발표할 예정"이라고 밝혔다.
윤 대통령은 국빈방미 인터뷰로 워싱턴포스트에 "정말 (중략) 100년 전에 일을 가지고 무조건 안 된다 무조건 무릎 꿇어라라고 하는 이거는 저는 받아들일 수 없습니다"라고 말해 한국에서 ‘일본에 사죄 요구 세력 배제’를 24일 밝혔다.
설리번 보좌관은 정례브리핑에서 “바이든-해리스 정부 아래에서 미한동맹은 한반도를 훨씬 뛰어 넘어 성장했으며, 이제 인도태평양과 전 세계에서 선의의 힘이 됐다”며 “한국이 지난 2년 간 미국에 1천억 달러 이상을 투자”를 말하고 “윤 대통령의 이번 방문에서 양국 간 경제와 인적 교류가 논의의 중심이 될 것”이라 밝혔다.
그는 이어 “윤 대통령은 바이든 대통령의 오랜 관심사인 한일관계 개선 움직임에도 결단력과 용기를 보였다”면서 “윤 대통령과 기시다 후미오 일본 총리는 함께 한일 관계를 강화해 우리 모두를 더욱 강하게 만들고 미한일 3자 관계를 강화하는 데 기여하고 있다”고 한미일 삼각동맹 체제 구축을 밝혔다.
그는 북한에 대해 “미한동맹은 (북한과의) 오랜 이견에 대한 평화적인 외교적 해법과 한반도의 완전한 비핵화를 달성 위해 북한과 대화 추구에 여전히 전념하고 있다”며 “우리는 심각한 우려 사안을 해결하기 위해 언제 어디서나 만날 준비가 돼 있으며, 북한 주민들을 돕기 위한 적절한 안전조치를 갖춘 인도적 지원 가능성에도 열려 있다”고 밝혔다.
그는 한국이 요구한 핵개발에 대해 “우리는 한국이 핵확산금지조약(NPT)에 따른 비확산 의무를 잘 이행해 왔으며, 앞으로도 그럴 것이라고 믿는다”며 “윤 대통령이 취임 이후 인도태평양 전략을 공개하고 한국 대통령 최초로 나토 정상회의에 참석했고 제2차 민주주의 정상회의 공동주최하는 등 한국이 세계 무대 향해 나서고 있다. 이번 미한 정상회담에서 양국 정상은 윤 대통령이 취임한 이후 보인 지도력을 기념할 것”이라고 ‘한미정상회담이 윤 대통령의 인태전략 결과’이라고 밝혔다.
설리번 보좌관은 ‘한국이 우크라이나전에 탄약 등 무기를 공급하는 문제에 대해서도 정상 간 논의가 있을 것으로 보느냐’는 질문에 “정상 간 사적인 대화(the private conversations that they will have about Ukraine)에 대해 언급하지 않겠다”고 ‘무기 거래 사적 대화’로 규정해 안보체제에서 배제하고 비밀거래(Covert Action)가 됐다.
그는 이어 “분명히 우크라이나는 회담의 주요 의제가 될 것”이라며 “바이든 대통령은 윤 대통령이 2억 3천만 달러의 비살상 분야 지원(Non-leathal assistance)을 한 데 대해 사의를 표명할 것이고, 현지 군사 상황(the military situation on the ground there)에 대해서도 논의할 기회를 갖게 될 것”이라 설명했다.
그는 이어 “미한 양국 국민은 이번 정상회담을 통해 안보와 확장억제, 경제 분야에서 가시적인 성과물 기대하고 있을 것이고, 두 정상이 우크라이나 전쟁에서 기후 위기에 이르는 광범위한 주제에 대해 논의할 것”이라며 “미한동맹의 힘이 새로운 수준에 도달하고 있기 때문에 높은 기대가 있는 것은 당연하며, 이번 정상회담이 양국 국민의 매우 높은 기대치를 충족시킬 것이라고 생각한다”고 밝혔다. kimjc00@hanmail.net
