윤석열 대통령이 파리에서 1789년 프랑스 혁명의 ‘자유 평등 연대’을 ‘자유 연대’로 변경해 디지털 규제에 의한 ‘불법행위 강력 제재’ 방식으로 자유주의 확산을 적용했다.
윤 대통령은 21일 소르본 대학에서 “1789년 프랑스 혁명은 자유와 연대에 기초해 세상의 질서와 규범을 완전히 바꿨다”며 “디지털의 개발과 사용에 있어 인간의 자유와 존엄성이 절대적 가치”로서 “그 규제를 위반하는 것은 불법행위로서 강력한 제재가 뒤따라야 한다”고 밝혔다.
윤 대통령은 소르본 대학에서 열린 파리 디지털비전 포럼에서 “저는 작년 9월 유엔총회와 뉴욕대에서 뉴욕 이니셔티브를 선언하며 새로운 디지털 질서의 구축이 필요함을 강조했다”고 말했다.
윤 대통령은 이어 “디지털은 인간의 자유를 확대시키는 데 기여해야 하고 자유를 억압하는 데 사용돼선 안 된다는 원칙을 가장 먼저 세워야 한다”고 밝히며, 프랑스혁명에서 ‘평등’을 빼고 ‘자유 연대’를 디지털 규제에 적용했다.
윤 대통령의 지난해 9월 20일 유엔 연설은 "한 국가 내에서 어느 개인의 자유가 위협받을 때 공동체 구성원들이 연대해 그 위협을 제거하고 자유를 지켜야 한다"고 말해, ‘개인 자유 우선’에 ‘자유주의 반대파 강력 제거’의 극우 이념을 보였다.
프랑스혁명의 자유 평등 박애 이데올로기는 <시민계급이 하나로 뭉치는 것 방해에 결집해서 구조적 모순 타파하는 이데올로기로, 혁명에서 유혈 항쟁하던 시민들이 'Fraternité'에 따라 결집하고 이에 반하는 왕정세력을 숙청>하는 시민혁명의 ‘자유 평등 연대’와 윤 대통령의 ‘자유 연대’는 격차가 크다.
프랑스 혁명의 3대 이념인 자유(Liberté), 평등(Egalité), 박애(Fraternité)이며, 나무위키는 'Fraternité'에 대해 <넓은 사랑과 자비를 이르는 게 아니라, 동지간의 협력, 계급간 갈등을 초월한 연합>이라며 <시민계급이 하나로 뭉치는 것을 방해하는 것에서 벗어나 결집해서 구조적 모순을 타파하는 이데올로기로, 차라리 연대 또는 우애로 번역하는 것이 올바르다. 프랑스 혁명에서 피터지게 싸우던 시민들은 이 'Fraternité'에 따라 결집하고 이에 반하는 왕정세력을 숙청했다>고 기술했다.
윤 대통령은 지난해 9월 유엔총회 연설은 회원국에 ‘자유 확산 권고’로서 유엔헌장이 규정한 ‘회원국에 권고 금지’와 ‘국제기관 이외 동원 금지’를 위반했다.
윤 대통령 유엔 연설은 “어느 세계 시민이나 국가의 자유가 위협받을 때 국제사회가 연대하여 그 자유를 지켜야 한다”며 “대한민국은 세계 시민의 자유 수호와 확대, 평화와 번영을 위해 유엔과 함께 책임을 다하겠다”고 밝혀, ‘회원국에 자유 확산’을 권고했다
유엔헌장은 “헌장의 어떠한 규정도 본질상 어떤 국가의 국내 관할권안에 있는 사항에 간섭할 권한을 국제연합에 부여하지 아니하며, 또는 그러한 사항을 이 헌장에 의한 해결에 맡기도록 회원국에 요구하지 아니한다”고 1장 목적 7조에 명시해 ‘회원국에 권고 금지’가 설립 원칙이다.
윤 대통령은 유엔총회에 대해 "진정한 자유와 평화는 질병과 기아로부터의 자유, 문맹으로부터의 자유, 에너지와 문화의 결핍으로부터의 자유를 통해 실현될 수 있다. 유엔은 이러한 문제 해결을 위해 더 폭넓은 역할과 책임을 요구받고 있다"고 유엔을 ‘자유 전도사’로 규정해 헌장을 위배했다.
유엔총회에서 윤 대통령은 "한 국가 내에서 어느 개인의 자유가 위협받을 때 공동체 구성원들이 연대해 그 위협을 제거하고 자유를 지켜야 한다"며 "자유와 평화에 대한 위협은 유엔과 국제사회가 그동안 축적해온 보편적 국제 규범 체계를 강력히 지지하고 연대함으로써 극복해 나가야 한다"고 연설했다.
칠레 가브리엘 보릭 대통령은 같은 유엔 연설에서 "나는 더 큰 사회 정의를 찾기 위해 여러분 모두를 초대한다. 부와 권력을 더 나은 방식으로 분배하는 것은 지속 가능한 성장과 함께 이루어져야한다"며 “2019년 말 수십 명이 사망하고 공공 인프라가 파괴되고 광범위한 기물 파손을 초래한 시위는 수년간의 불의의 결과이다. 불평등과 빈약 한 기본 서비스에 대한 분노는 다른 나라의 봉기로 이어질 수 있다”고 ‘평등’에 대해 말했다.
