An Open Statement to International organization and Global Citizens
(To the UN, EU, NATO, and all who wish to join this statement)
I can no longer remain silent.
The words and actions of the Trump administration have long since surpassed the bounds of diplomatic discourtesy or political hyperbole.
This constitutes a public negation of the norms and agreements that have shaped the international order,
and an act that reduces sovereignty and human dignity to mere bargaining chips in power politics.
From this moment, this is no longer an internal matter for one nation, but a structural threat facing the entire world.
The UN, EU, and NATO are not mere consultative bodies.
These institutions exist to prevent a regression to a world where might alone determines everything.
Yet now, their very raison d'être is being put to the test.
Treaties are treated as transactions, alliances as cost calculations,
and the territories and people of other nations as bargaining chips.
Despite this, the international community is failing to use clear language.
Firstly, the international order is maintained not by goodwill, but solely by “predictable rules”.
The moment a precedent is set allowing any major power to unilaterally disregard agreements,
diplomacy is instantly rendered powerless.
What replaces it is not dialogue, but displays of force and military tension.
This is not a problem for specific nations,
but a structural issue that explosively increases the security costs for all nations.
Second, self-centred silence is never neutrality.
The attitude of ‘it's not our concern’ is not neutrality but an abdication of responsibility.
The more the international community fails to speak with one voice,
the more norms weaken and force is wielded more brazenly.
History has repeatedly proven this.
Silence does not preserve peace.
Thirdly, this is not a matter of ideology or faction, but a matter of principle.
I do not condemn any specific nation or its people.
I criticise the very act of violating international norms from a position of power.
Should any regime engage in such behaviour,
it must face the same criticism.
The moment this principle collapses, the international order
degenerates into a tool applied selectively according to political expediency.
I will not tolerate this situation.
And this statement must not end with my own anger alone.
Artists, citizens, researchers, activists, and responsible institutions and individuals
must now, at this juncture, declare a clear position.
If silence persists,
a world where might alone becomes truth will become the rule, not the exception.
I demand that the UN, EU, and NATO adopt
clear language and actions commensurate with their raison d'être.
Simultaneously, I request of all who agree with this statement:
From your respective positions, in your own ways,
do not remain silent in this moment.
It is not difference that prevents the world from speaking with one voice, but fear.
I say this.
If we do not speak now,
the very language to speak with will disappear next time.

이 순간부터 이것은 한 국가의 내부 문제가 아니라, 전 세계가 직면한 구조적 위협이다.
UN, EU, NATO는 단순한 협의체가 아니다.
이 기구들은 힘이 모든 것을 결정하는 세계로의 회귀를 막기 위해 존재한다.
그러나 지금, 그 존재 이유 자체가 시험대에 올라 있다.
조약은 거래로, 동맹은 비용 계산으로,
타국의 영토와 사람은 협상의 카드로 취급되고 있다.
그럼에도 국제사회는 명확한 언어를 사용하지 않고 있다.
첫째, 국제질서는 선의가 아니라 ‘예측 가능한 규칙’ 위에서만 유지된다.
어느 강대국이든 합의를 일방적으로 무시해도 된다는 선례가 만들어지는 순간,
외교는 즉시 무력화된다.
그 자리를 대신하는 것은 대화가 아니라 힘의 과시와 군사적 긴장뿐이다.
이는 특정 국가의 문제가 아니라,
모든 국가의 안전 비용을 폭발적으로 증가시키는 구조적 문제다.
둘째, 자국우선주의적 침묵은 결코 중립이 아니다.
“우리의 일이 아니다”라는 태도는 중립이 아니라 책임의 포기다.
국제사회가 하나의 목소리를 내지 못할수록,
규범은 약화되고 힘은 더욱 노골적으로 사용된다.
역사는 반복해서 증명해 왔다.
침묵은 평화를 지키지 못한다.
셋째, 이것은 이념이나 진영의 문제가 아니라 ‘원칙의 문제’다.
나는 특정 국가나 국민을 비난하지 않는다.
나는 권력의 위치에서 국제규범을 유린하는 행위 자체를 비판한다.
어느 정권이든 같은 행동을 한다면,
같은 비판을 받아야 한다.
이 원칙이 무너지는 순간, 국제질서는
정치적 편의에 따라 선택적으로 적용되는 도구로 전락한다.
나는 이 상황을 용납하지 않는다.
그리고 이 성명은 나 혼자만의 분노로 끝나서는 안 된다.
예술가, 시민, 연구자, 활동가, 그리고 책임 있는 기관과 개인들이
지금 이 지점에서 분명한 입장을 밝혀야 한다.
침묵이 계속된다면,
힘만이 진리가 되는 세계는 예외가 아니라 규칙이 될 것이다.
나는 UN, EU, NATO가 자신들의 존재 이유에 부합하는
명확한 언어와 행동을 취할 것을 요구한다.
동시에, 이 성명에 동의하는 모든 이들에게 요청한다.
각자의 위치에서, 각자의 방식으로,
지금 이 순간의 침묵에 머무르지 말아 달라.
세계가 하나의 목소리를 내지 못하게 만드는 것은 차이가 아니라 두려움이다.
