9. Enlist 60-Year-Old Volunteers

Columbus’ Egg.

□ Step 1: Conclude that it is possible.

Enlist 60-year-olds. Exempt young people from conscription.

□ Step 2: Find every way to make it happen.

60-year-old volunteers: 450,000 + Young conscripts: 50,000.

Currently, there are 500,000 in the national military.

At this rate, there will be a severe shortage of young conscripts.

There are plenty of people over 60.
They are not just elderly; they are veterans who have served in the military.

60-Year-Old Volunteer Enlistment:

Monthly salary: $1,500.

National defense budget: 3% of GDP

Current national defense budget: $47.9B, 2.6% of GDP

Training Modifications:

Reduced intensity of training

4-day workweek. 2-month vacation annually. Maximum service period: 5 years (optional)

This will contribute to solving elderly poverty.

Young people:

Only undergo high-intensity training or special forces recruitment.
Other young people are exempt from conscription.
Instead, they will have a guaranteed 18-month parental leave period.

Current National Military:

From 600,000, the military has already decreased to 500,000.

Out of 240,000 born in 2024, 120,000 are male. In 20 years, if 70% are drafted, that will be 80,000. Since the service period is 18 months, multiplying by 1.5 means there will only be 120,000 soldiers.

In other words: From the current 500,000, there will be a shortage of 380,000 soldiers in 20 years.

From now on, there will be a continuous shortage of troops for the next 20 years. It is a continuous and irreversible situation.

□ Step 3: Eliminate every reason why it can’t be done.

If we continue this way, there will be no young people to serve in the military, and national defense must collapse.

THE BIRTH REVOLUTION

PART 1. THE BIRTH REVOLUTION

COLUMBUS’ EGG

This is the only true solution to the low birthrate crisis.

The first is simple, yet great.

1. The Korea Titanic

The ship is sinking.

A massive ship hit an iceberg. Seawater slowly seeped in from below. The cabins began to flood. But up in the ballroom, the party went on. Only then did the captain realize the gravity of the situation. Panic spread. People scrambled for lifeboats. There were far too few.

The New Korea Titanic. She was even bigger. Even safer. A miracle. Someone shouted, “Get on board now!” She was right next to the sinking ship. All the people had to do was a single leap, and they could have been saved. But they started grilling him. “Who are you?” “When was this ship built?" “Where? Why?” He answered every question. Still, no one believed him. The ship was clearly visible, within arm’s reach. “How much is the fare?” “It’s free.” Because it was free, they trusted it even less. “Get on now. Or we all die.”

The Titanic breaks in half. It stands vertically for a momentThen sinks. Instantly. Everyone dies.

2. Purpose and Goals

● Purpose

1. To ensure a happy life for children in South Korea—those born and those yet to be born.

2. To restore happiness for the South Korean people

3. To secure the survival and prosperity of the nation and its people

● Goals

Every year, 500,000 of our descendants are eliminated before they are even born.
This is a silent catastrophe—a national calamity.
We must stop this. We must save them.

1. Achieve the total fertility rate of 2.1 to maintain population stability.

Now: 0.7

2. Ensure 700,000 babies are born each year.

Last year: 240,000

3. 11 Principles for The Birth Revolution

This is CPR. It's not a choice.

1. $500,000 for two babies—free, for generations

2. 4 years of paid parental leave

3. Childbirth reward regardless of marital status

4. Marriage under $20,000

5. Reduce the wage gap between big corporations and SMEs to 1.5x

6. Ban private education

7. Relocate Seoul-area big corporations & all universities to depopulated counties

8. Raise retirement age to 70

9. Enlist 60-year-old volunteers

10. Pre-murder crime

11. Amend the Constitution

4. The Impossible Possible Secret (IPS)

A Three Step Formula for Success:

Turning the Impossible into the Possible

Three Tools: Creativity, Reverse thinking,

and Paradigm shifts.

1. First, conclude that it is possible.

2. Second, find every way to make it happen.

3. Third, eliminate every reason why it can’t be done.

5. The Egg of Columbus

Columbus discovered the New World.

Some nobles, jealous of his achievement, told him.

Anyone could have done that.

Columbus handed them an egg and challenged them to make it stand upright.

They tried hard, but none could succeed.

Then, Columbus slightly cracked one end of the egg and stood it up easily.

6. Applying IPS to The Birth Revolution

$500,000 and 4 years of parental leave for two babies

Change your thinking, and the world changes.

Break the vicious cycle. Build a virtuous one.

1. 500,000 for Two Babies—Free, for Generations

Columbus’ Egg.

□ Step 1: Conclude that it is possible.

1. When a couple has their first baby: Give $100,000 for 2 years of paid parental leave. Free. Not a loan.

2. When a couple has their second baby: Give a new 76㎡ apartment worth $300,000—Free. Not a loan + $100,000 for 2 years of paid parental leave.

$400,000 is covered by the government, and $100,000 by the employer.

Total government cost:

$140 billion/year = 700,000 births × $200,000 average cost
Average cost per birth = ($100,000 for the first baby + $300,000 for the second baby) ÷ 2

□ Step 2: Find every way to make it happen.

Is there government funding for this?

I dug all the way to the root.

Eureka!—I discovered there is.

1. The vicious cycle

Starting in 2024, the workforce disappears by 500,000 every year.

500,000 is 1.4% of the current working-age population of 36 million.

One million baby boomers retire each year, while only 500,000 new workers—born in the low birthrate era—join the workforce.

Continuous and irreversible.

The result:

Tax revenues decline. budgets shrink. The elderly population surges. National health insurance and national pension payouts explode.

Annual tax revenue drops by $10 billion—1.5% of the $650 billion national budget.

Within 10 years, the annual budget will shrink by $100 billion—a 15% decrease—falling to $550 billion.

National health insurance ($100B/year) and national pension reserve ($1 trillion total) will collapse under pressure..

Continuous and irreversible.

2. A virtuous cycle

< $400,000Free. Not a Loan >

It's shockingly simple.

Give the birth generation, those of childbearing age today, what they need—first.

Prepayment is a hundred times more powerful than post-payment.

Funding Sources:

$100B: 15% of the $650B national budget (5.5% of $1.8 trillion GDP)

$10B: 10% of the $100B national health insurance fund

$10B: 1% of the $1T national pension reserve

$20B: Wage gap tax (1.1% of GDP)

Total: $140B

Instead of waiting for inevitable collapse, we bring future budget losses forward to today—and give them to the birth generation.

Give each couple $400,000 now—they will have two babies now.

By strategically allocating $140B, we can achieve 700,000 annual births—restoring the population-sustaining total fertility rate of 2.1—escaping from the current 240,000 births and a devastating total fertility rate of 0.7.

As these babies grow up, they will consume, produce, pay taxes, and insurance premiumsㅡand contribute to the pension system.

This leads population stability, tax revenue sustainability, and a healthy economy.

< $100,000Upfront Severance >

Give the birth generation what they need—first.

Prepayment is ten times more effective than post-payment.

1. The government provides the employer with an interest-free $100,000 loan.

2. The employer pays $100,000 in upfront severance to the employee who has two babies, thereby fulfilling their severance pay obligation in advance.

3. The government recoups the amount from the employer over time.

The program is administered at the national level.

Severance Pay System in South Korea

South Korea has a legally mandated severance pay system.

By law, employers are required to set aside the equivalent of one month’s salary per year of employment to be paid out as a lump sum upon retirement. The amount is calculated by multiplying the average monthly wage of the final three months by the total number of working years.

If a person works from age 20 to 70 (50 years), they would receive severance equivalent to 50 months of salary.

Based on minimum wage: 50 months × $2,000 = $100,000

Based on a large corporation: 50 months × $7,000 = $350,000

The employee gets paid upfront.

The employer carries no burden.

The government gets reimbursed.

A win-win-win deal.

□ Step 3: Eliminate every reason why it can’t be done.

If South Koreans do nothing, the vicious cycle will continue— and cannot be reversed.

2. 4 Years of Paid Parental Leave

□ Step 1: Conclude that it is possible.

Have two babies—the nation and society will help raise them.

□ Step 2: Find every way to make it happen.

The $200,000 cost is already covered—$100,000 for each baby, as explained in Principle 1.

Parents will receive 4 years of paid parental leave for two babies—covering childbirth, parenting, and childcare.

Their salary will be paid during this period.

$200,000 = $50,000 annual salary × 4 years.

The government and employers will each cover half of the cost.

The government share: $100,000

Employer share: $100,000 per employee

On the other hand, male parental leave will be supplemented by recruiting 60-year-old volunteers for 18 months of service (see Principle 9).

□ Step 3: Eliminate every reason why it can’t be done.

If we stay as we are, there will be no babies to raise.

< The Ultimate DealFor the Nation and the Baby >

Give the birth generation what they need—first.

Prepayment is a thousand times more productive than post-payment.

1. If no babies are born, the nation faces extinction—and GDP falls to zero.

2. If every couple has two babies, population stability is achieved, and the current GDP remains at $1.8 trillion.

3. $1.8 trillion divided by a population of 51 million equals a per capita GDP of $35,000 per year.

4. Over a 70-year lifespan, this amounts to $2.45 million per person.

5. The total investment per baby is $250,000—$200,000 from the government and $50,000 from the employer.

6. The government invests $200,000 and gains $2.45 million—a return ratio of 12.

What does that mean?

Each baby receives $250,000 upfront, and generates 12 times that amount in GDP over a lifetime.

More importantly, each baby helps sustain a national GDP of $1.8 trillion with a stable population of 51 million.

It doubles as a large-scale economic stimulus and a national revitalization plan.

It is absolutely vital to the survival and prosperity of the nation and its people.

< Fearing $500,000 Is Self-Destructive >

Just take it.

That way, you and your descendants keep receiving it.

Just give it.

It all returns.

Otherwise, the chance is gone forever.

Otherwise, we lose everything.

Otherwise, we perish.

3. Childbirth Reward Regardless of Marital Status

□ Step 1: Conclude that it is possible.

Even without marriage, having two babies guarantees the same benefits.

□ Step 2: Find every way to make it happen.

Cohabitation is fine. Single mothers are welcome.

□ Step 3: Eliminate every reason why it can’t be done.

If we stay as we are, there will be no babies to raise.

4. Marriage Under $20,000

□ Step 1: Conclude that it is possible.

Current average wedding cost for a couple: $80,000 ($40,000 per person).

Includes all expenses: home, wedding gifts, honeymoon, and other related costs.

Wedding expenses to be capped at $20,000 per couple ($10,000 per person).

This covers all exclusive of home.

□ Step 2: Find every way to make it happen.

1. $500,000 for two babies—free, for generations

2. Wedding Venues

Public facilities such as art centers and theaters will be provided as wedding venues free of charge.

3. Prohibitions

Extravagant wedding gifts (dowry), congratulatory money (cash gifts), and providing meals at wedding ceremonies.

4. Restrictions

Wedding guests: Only immediate family (lineal ascendants and descendants), relatives within the fourth degree, and up to 10 friends or colleagues are allowed to attend.

□ Step 3: Eliminate every reason why it can’t be done.

If we stay as we are, there will be no couple.

5. Reduce the Wage Gap
Between Big Corporations and SMEs to 1.5x

□ Step 1: Conclude that it is possible.

Reduce the current 1.9x wage gap to 1.5x.

□ Step 2: Find every way to make it happen.

Current Situation:

Wage gap: 1.9x.

Everyone aims for big corporations. Yet, 1 out of 10 college graduates only get into big corporations. To do so, every student aims for the top three universities, known as SKY (Seoul National, Korea, and Yonsei). Yet, only 2% of high school graduates get into top universities.

From first employment at age 31 to retirement from the main job at age 49, only 19 years of service. After that, there is a sharp decline in income.

After Reducing to 1.5x:

No need to chase big corporations.

No need to chase top 3 universities. Not even college is necessary.

University is for those with academic talent and a genuine desire to attend.

Work steadily from age 17 (high school graduate) to 70. Secure retirement through pensions. Both big and small companies will have enough workers.

□ Step 3: Eliminate every reason why it can’t be done.

If not, both big and small companies will disappear.

6. Ban Private Education

□ Step 1: Conclude that it is possible.

Eliminate all private education.

Private education workers, one million presumably, change professions as 700,000 children are born each year, creating an exploding new market.

□ Step 2: Find every way to make it happen.

Private education is a zero-sum game among citizens.

Ordinary people cannot afford private education. It has become a ladder dividing social classes, accelerating the gap between the rich and the poor.

In South Korea, there's a well-established formula for success:

Private education → Admission to one of the three SKY universities in Seoul → Employment at major corporations.

Parents push their children into private education to follow this path, equating their children's success with their own.

Children in South Korea attend private education from as early as age five, continuing all the way through high school.
They begin their day at dawn and return home late at night.
The peak of this intense journey is the College Scholastic Ability Test (CSAT)—the national university entrance exam.

On test day, every student across the country who has completed the final year of high school takes the exam on the same day, at the same time.
It’s seen as the day that determines their fate as adults.

To minimize distractions, airplanes are grounded, and police cars are dispatched to escort students who are running late.
University admission depends almost entirely on the score.
If students fail, many repeat the process—not just once (“jaesoo”), but two or even multiple times (“n-sue”).

Private education is merely a repetition of public education—as preparation in advance or as review afterward.

Each student in primary, middle, and high school spends $600 monthly on private education.

That is 30% of the monthly minimum wage of $2,000.

Private education expenses strangle household finances, similar to contributions for retirement pensions.

Private education expenses: $29.2B annually (1.3% of GDP).

Participation rate in private education among kindergarten to 12th grade students: 80%.

That’s 8 out of 10. Average private education cost per student: $600/month.
Elementary: $500
Middle school: $620
High school: $770
Up 7.2% from last year.

Source: Edaily, “Private Education Spending Hits Record $29.2 billion in 2024,” March 13, 2025.

$29.2 billion is nearly equivalent to South Korea’s entire pharmaceutical market ($30 billion). South Korea ranks 3rd globally in new drug pipelines.
$600/month is more than the top earners' national pension contribution ($550/month for those earning $6,170/month).
Private education in Seoul
Elementary: $650
Middle school: $810
High school: $1,030

To graduate one child from elementary to high school in Seoul: $130,000.

Add early childhood tutoring:

Ages 3, 4, and 5: $380/month
81% of 5-year-olds participate
Total private education to raise a child from age 3 to high school graduation in Seoul:

$150,000
Two kids? $300,000.
Education expenses take up 21% of household spending. Fewer kids, but spending more per child.

Source: YouTuber Shuka World, “The Explosive Surge in Private Education Spending,” March 21, 2025.

□ Step 3: Eliminate every reason why it can’t be done.

Private education market is bound to collapse eventually.

7. Relocate Seoul-Area Big Corporations

& All Universities to Depopulated Counties

□ Step 1: Conclude that it is possible.

All big corporations and all universities move to rural areas.

□ Step 2: Find every way to make it happen.

Big corporations may face inconvenience, but it won’t significantly disrupt their business operations.

For universities, education and research are better suited to the peaceful environment of rural areas.

ㅡㅡㅡ

South Korea’s capital region holds 52% of the national population—by far the highest among populous nations. The second-highest countries in the world are in the 30% range.

Seoul swells, rural counties die—and with them, the nation’s future.

No decentralization, no balance. No balance, no sustainable nation.

□ Step 3: Eliminate every reason why it can’t be done.

If not, both big corporations and universities will collapse.

8. Raise Retirement Age to 70

□ Step 1: Conclude that it is possible.

Extend the retirement age to 70.

While Europe often resists raising retirement age, South Koreans generally welcome it. Because the average national pension payout is only around $500, making old age financially insecure.

□ Step 2: Find every way to make it happen.

Working-age population:

From 2033, 700,000 babies will be born each year. However, it will take 18 years for them to grow into adults.

By 2050, 200,000, births of the total fertility rate of 1.3 to 0.7, will be new working-age population each year.

Starting in 2024, there will be a shortage of 500,000 working-age population annually.

By 2032, there will be a total shortage of 4.5 million people over the course of 9 years.

The solution: Extend the retirement age to 70.

ㅡ From 2033 to 2050, for 18 years.

ㅡ People aged 60 to 70, if healthy, have sufficient physical strength.

ㅡ Their experience will be far more valuable in appropriate roles, and they are now working.

ㅡ Wages will be reduced by 50%.

ㅡ This will greatly help solve elderly poverty.

ㅡ It will stabilize national finances, including tax revenues, budgets, national health insurance, and pensions. The private sector will also see stronger domestic consumption.

ㅡ Young people won’t oppose this, as it’s essential for filling the workforce gap.

In return, couples who have two babies will receive $500,000.

The official retirement age is currently 60. However, this is not strictly followed outside the public sector, and in large corporations, employees are often forced to retire as early as 49.

□ Step 3: Eliminate every reason why it can’t be done.

If not, there won’t be enough workers, and everything will collapse.

10. Pre-Murder Crime

□ Step 1: Conclude that it is possible.

All citizens abide by all principles of The Birth Revolution.

□ Step 2: Find every way to make it happen.

Criminal Law: The crime of preventing babies from being born—thereby killing their lives before they begin, until the extinction of the entire 51 million population.

A minimum sentence of 10 years and a maximum of life imprisonment.

Any breach of the above 9 articles will be punishable by this penalty.

Strict penalties and repayment of full benefits will apply in cases of moral hazard, such as abandoning babies after receiving $500,000.

□ Step 3: Eliminate every reason why it can’t be done.

If not, The Birth Revolution will be a failure.

11. Amend the Constitution

□ Step 1: Conclude that it is possible.

South Koreans amend the Constitution.

The fate of the people, the nation, and the entire civilization is at stake—

and you're telling me we won't amend the Constitution?

You must be insane, not me.

ㅡ Article 1 of the Constitution:

For the survival and prosperity of the nation and the people, and for the happiness of the people, we do everything to ensure 700,000 births every year.

ㅡ This must be explicitly stated in the Constitution.

Budgets are fixed as a percentage of GDP.

6.6%: $400,000 for two babies (5.5% $100B+1.1% $20B)

Additional 0.5% for national defense

Total 7.1% of GDP $1.8 trillion

□ Step 2: Find every way to make it happen.

2030 Presidential Election.

2032 National Assembly Election, securing 2/3 of the seats.

Everyone's destiny is at stake.

The first and last single opportunity.

□ Step 3: Eliminate every reason why it can’t be done.

If we don't do this, the economy, the nation, and the people perish.

The Korea Titanic is now sinking.

Unless you’ve got a smarter plan, don’t block The New Korea Titanic.

7. Simultaneous Implementation

With hope, we endure. Without it, we fall.

All 11 articles must be executed simultaneously.

Missing even one doesn’t just reduce effectiveness—

it ensures total collapse.

It’s like building a dam with 11 floodgates but leaving one unfinished. The whole system fails.

1. $500,000 for two babies—free, for generations

Let’s say we skip it.

Most couples of childbearing age are dual-income workers earning about $2,000 each.

No homes in Seoul. No decent jobs in the provinces.

Even birds don’t lay eggs in conditions like these.

2. 4 years of paid parental leave

Let’s say we skip this.

There’s simply not enough time to raise two babies.

One parent has to give up their job.

3. Childbirth reward regardless of marital status

If support is only given to married couples, what’s the point?

Many people are giving up on marriage itself.

4. Marriage under $20,000

If left unchecked, moral hazard is inevitable.

With $500,000 offered for free, people walk away with both cash and a house.

What if they splurge on a lavish wedding?

This is taxpayer money—saved with the care and sacrifice of ordinary citizens.

Responsibility must accompany generosity.

5. Reduce big Corp–SME wage gap to 1.5x

Let’s say we skip this.

Everyone flocks to big corporations and elite universities like Korea’s SKY universities.

But only a few make it.

No one wants to work for small businesses anymore.

Most workers burn out in large companies after just 19 years—

yet they must work for a lifetime.

The system is broken.

6. Ban private education

Let’s say we don’t ban it.

Then how do we control it.

7. Relocate Seoul-area big corporations & all universities to depopulated counties

Let’s say we don’t.

Then how will we ever break the overconcentration in the capital region?

8. Raise retirement age to 70

Let’s say we skip this.

Then who will produce?

We can’t bring in 500,000 immigrants every year to fill the gap.

9. Enlist 60-year-old volunteers

Let’s say we don’t.

There aren’t enough young men to serve.

We’d have to double or quadruple their service periods.

Or draft women.

But then, birthrate will drop even further.

What’s next—hire 500,000 Russian mercenaries?
