Russians voted in parliamentary elections that are all but sure to be won by the ruling United Russia Party which supports President Vladimir Putin. In recent months the government has cracked down on alternative candidates, especially those allied with Alexei Navalny, a jailed opposition leader. An independent watchdog recorded multiple examples of rigging, including ballot-stuffing and threats against observers.

Britain’s largest energy groups asked the government for emergency financial support to help them survive a crisis caused by soaring gas prices. The suppliers fear that taking on millions of customers from failing rivals will be costly; five smaller energy companies have gone bust since the beginning of August. Rising costs are evident elsewhere: the price of American natural-gas futures has nearly doubled in the past six months.

Australia defended its decision to scrap a deal for French submarines, in favour of the AUKUS security pact announced this week. Under the new agreement, America will supply Australia with nuclear-powered submarines. Scott Morrison, Australia’s prime minister, said he understood France’s disappointment but that “Australia’s national interest” must come first. The pact reflects the participating countries’ concern about China’s growing naval power.

A few dozen female activists protested outside the former women’s ministry in Afghanistan, after it was shut down by the Taliban and replaced with a Ministry for Promotion of Virtue and Prevention of Vice. During the rule of the militant Islamic group in the late 1990s, the ministry was infamous for patrols conducted by its staff, who enforced a harsh interpretation of sharia law.

Evergrande, a cash-strapped Chinese property developer, started to repay investors in the form of discounted real estate, which may include flats, office space or car parks. The company has debts of around $300bn, the most of any property group in the world. This week its headquarters in the southern city of Shenzhen were besieged by investors demanding that their money be returned.

Anti-junta militants in Myanmar bombed a military convoy near Yangon, the country’s biggest city. Local media said two dissidents were killed and one arrested in fighting after the attack. Myanmar’s army ousted the democratically elected government of Aung San Suu Kyi in February. This month former lawmakers from Ms Suu Kyi’s party called for a “people’s defensive war” against the coup.

Mexico’s president, Andrés Manuel López Obrador, told the Community of Latin American and Caribbean States (CELAC) that the region should create a bloc similar to the EU. He hopes to limit the power of the Organisation of American States, which is based in America. But the 32-member CELAC is dogged by divisions: Uruguay’s president, Luis Lacalle, warned against the rise of authoritarianism in Cuba, Nicaragua and Venezuela.
