The World Health Organisation endorsed use of the first malaria vaccine for children at risk of infection. It said that the jab, called RTS,S and made by GlaxoSmithKline, was safe and reduced by 30% cases of severe malaria in young children. Young children in much of sub-Saharan Africa contract malaria several times a year. A child under five dies of it every two minutes.

Mitch McConnell, the top Republican in the Senate, said he would support raising the debt ceiling until December, easing a standoff with Democrats and avoiding a sovereign default in 12 days. As a condition, he wants Democrats to raise the borrowing cap by a fixed amount, rather than suspend it altogether until some future time. The partisan brinkmanship will continue.

NATO ousted eight Russian “undeclared intelligence officers” (spies) and halved the size of the country’s mission in Brussels, to 10 diplomats. The move followed a spate of tit-for-tat expulsions between the Kremlin and the West earlier this year. Russian aggression, including its military buildup at the border with Ukraine and the poisoning of Sergei Skripal in Britain, has soured relations with the West.

About 80% of eligible Canadians are fully vaccinated against covid-19.

The changes would allow thousands of long time public-sector workers increased access to education debt-relief, including some who will be able to apply to have federal loans wiped. Borrowers have, for years, faced several obstacles in applying to the federal programme. Most are denied.

No firm date for accession was offered. The EU is split on the merits of enlargement, and several countries fear the domestic fallout of a new wave of migration if the six join the bloc.

News that a passport office in Kabul would resume issuing travel documents led to it being overwhelmed by hundreds of Afghans on Wednesday. The crowd descended on the office despite Taliban officials saying the service would resume later in the week. Months of delays prevented many Afghans from fleeing the country after the fall of the previous government in August.
