Poland’s prime minister, Mateusz Morawiecki, came under repeated attack during a heated session of the European Parliament as he defended a Polish court ruling that the country’s laws take precedence over those of the bloc. The president of the European Commission, Ursula von der Leyen, said the ruling was “a direct challenge to the unity of the European legal order”. The confrontation between Poland and the EU has sparked fears of a “Polexit”.
폴란드 법규가 EU법규에 우선한다는 폴란드 법원 판결을 지지한 폴란드 대통령이 계속 EU 의회로부터 비판받고 있다. EU집행위원장은 이 판결에 대해 “통일된 유럽 법규 질서에 정면적으로 도전하는 것”이라고 했다. 폴라드와 EU간 갈등으로 폴란드도 EU를 탈퇴하는 것이 아니냐는 우려가 있다.
In America housing starts, a measure of home building, fell to 1.6m in September, down by 1.6% from the previous month and below forecasts. Permits, an indicator of future construction, declined sharply, by 7.7% from August. Shortages of workers and building materials slowed activity. Falling housing investment has weighed on overall economic growth this year.
미국 주택 착공 건수는 9월 기준 전월 대비 1.6% 하락해 예상치를 하회했다. 향후 건설 전망을 나타내는 주택 허가 건수도 전월 대비 7.7% 떨어졌다. 건설 근로자 및 자재 부족으로 건설업이 둔화됐다. 또한 주택 투자가 줄면서 전반적인 올해 경제 성장의 발목을 잡고 있다.
A gang in Haiti demanded a ransom of $1m each for 17 American and Canadian missionaries whom it kidnapped on Saturday. The missionaries, including women and children, had been visiting an orphanage when they were taken. They are being held just outside a suburb of Port-au-Prince, the capital, that is controlled by the gang.

Facebook agreed to pay about $14m to settle a lawsuit filed by America’s Department of Justice over accusations the social-media firm discriminated against American job applicants in favour of foreigners. While saying it settled to get the case over with, Facebook contended it had complied with federal law, which requires employers to consider qualified Americans before hiring foreigners and sponsoring their visas.

England’s Premier League football clubs voted in favour of a one-month ban on sponsorship deals with companies linked to a team’s owners. The only club that voted against the measure was Newcastle United, which was recently purchased by a Saudi-backed consortium. The Premier League approved the takeover but it has raised concerns, due to the country’s poor record on human rights.

Ecuador’s president, Guillermo Lasso, declared a state of emergency due to rising drug-related violence. Police and armed forces were ordered onto the streets to maintain security. Mr Lasso described drug trafficking as the country’s “one enemy”. Last month the president declared a state of emergency in Ecuador’s prisons, after gang riots killed more than 100 inmates.

Coal prices in China hit a record high, having risen more than 260% in the year to date. Despite recent attempts to bolster its supply, China faces a coal shortage. It has become reluctant to approve new mines as it strives to reduce emissions. Meanwhile, colder weather has increased demand for electricity. Power shortages have been reported in 19 provinces.
