The EU agreed to apply more sanctions against Belarus for engineering a migrant crisis at its borders with Latvia, Lithuania and Poland, where thousands of people from the Middle East are stranded. The sanctions will target around 30 airlines, travel agencies and individuals, including Belavia, Belarus’s state-owned carrier. Meanwhile, Iraq said it will repatriate any of its citizens in Belarus who wish to return on Thursday.

Millions of office workers in and around Delhi were told to work from home because of hazardous air pollution. India’s Supreme Court has called for city authorities to shut offices—they had already ordered schools and construction sites to close on Saturday. Pollution in Delhi is currently bad enough to cause respiratory illness, according to an index of air quality.

Christine Lagarde, the president of the European Central Bank, said that tightening monetary policy now could endanger the euro zone’s economic recovery. As inflation continues to run rampant—already more than twice the ECB’s target of 2%—pressure is being put on the bank to increase rates. Ms Lagarde said doing so could “cause far more harm than good”.

Cuban authorities prevented the organiser of a banned pro-democracy march scheduled for Monday from leaving his home. Yunior García, founder of the online group Archipiélago which called for protests across the island against its ruling regime, was one of several activists blocked in their houses. The authorities also withdrew the credentials of five Spanish reporters covering the protests, before reinstating two of them.

Mr Duterte had previously promised to leave politics when his term ends. Some see his manoeuvering as an attempt to preserve his influence, protecting him from an investigation by the International Criminal Court.

Royal Dutch Shell announced it would drop its dual-listing structure, and move its tax residency and headquarters from the Netherlands to Britain. Third Point, an activist investor, took a stake in the company last month to try and break it up. In May, a Dutch court ordered Shell to increase the rate at which it cuts its emissions.

Danny Fenster, an American journalist sentenced to 11 years in prison in Myanmar last week, was released, according to an American former diplomat. Mr Fenster is the managing editor of Frontier Myanmar, an independent news outlet. For his journalism he was convicted of unlawful assembly, breaking immigration law and encouraging dissent against the junta that seized power in February.
