청년은 문화카드를 활용할 수 있다

일부 지방정부는 청년의 문화향유 기회를 확대하기 위해 ‘문화카드’를 지원하고 있다. 지역마다 사업 이름, 지원 조건, 사용방법 등이 다르기에 해당 홈페이지를 검색하여 신청하기 바란다.
<지금 전남청년문화복지카드를 신청할 수 있다>
전남은 시·군을 통해 3월 한 달간 ‘전남청년문화복지카드 지원사업’ 대상자를 모집한다. 이 사업은 청년의 문화향유 기회를 확대하고 자기 발전 기회를 제공하기 위해 2022년부터 월 20만 원을 지원하였고, 2024년부터 25만 원으로 증액했다.
지원 대상은 전남에 주소를 두고 있으며, 2022년 3월 1일 이전부터 전남에 2년 이상 거주한 19세에서 28세 사이(1996년에서 2005년 사이 출생)의 청년들이다. 문화복지카드는 전남 도내에서 도서 구입, 체육시설 이용, 학원 수강, 공연 관람, 숙박시설 이용 등 다양한 문화활동에 사용할 수 있다.
해당 청년은 광주은행(시거주자)과 농협카드(군거주자) 홈페이지를 통한 온라인 신청과 주소지 읍·면·동 행정복지센터에 방문하여 신청할 수 있다. 전년도 선정자도 올해 자격 요건을 재확인하기 위해 신청해야 한다. 다만, 공공기관 근무자(공무원, 교사, 공무직 등) 복지혜택 수령자, 전라남도 여성농어업인 바우처 대상자, 학교 밖 청소년 교육수당 대상자는 지원 대상에서 제외된다. 정부의 문화누리카드 지원사업 대상자는 별도 지원금 13만 원을 제외한 12만 원만 추가로 지급받는다. 지원받은 문화복지비는 2024년 12월 31일까지 사용 가능하고, 연말까지 사용하지 않은 카드 이용권(포인트)은 소멸된다.
<전남청년문화복지카드의 이용자 만족도는 높다>
전남청년문화복지카드는 전남에 2년 이상 거주한 청년(19세에서 28세까지)이 신청만 하면 ‘소득기준’ 없이 받을 수 있다는 점이 ‘서울청년문화패스’와 다르다. 신청 마감이 3월 31일로 촉박하니 서둘러 신청하기 바란다. 시지역 거주자는 광주은행에 군지역 거주자는 농협카드 홈페이지에서 온라인으로 신청할 수 있다. 행정복지센터에 방문 접수는 본인이 원칙이지만, 가족(부모, 배우자, 형제)이 위임장을 지참하여 대리 접수할 수도 있다.
전남문화복지카드에 대한 청년의 호응은 뜨겁다. 2023년 사업 참여자 조사 결과 90.7%가 “만족한다”고 응답하고, 더 확대하길 희망했다. 전라남도는 청년의 요구를 반영해 올해부터 지난해보다 5만 원을 증액하고, 사용처도 기존 34종 2만여 가맹점에서 38종 3만여 가맹점으로 확대했다.
<서울청년문화패스는 20~23세가 신청할 수 있다>
서울청년문화패스는 서울시가 2001년~2004년생인 20~23세 청년이 문화를 누릴 수 있도록 문화관람비 20만 원을 지원하는 사업이다. 청년에게 연극, 뮤지컬, 무용, 클래식, 국악까지 다양한 장르의 문화를 접할 수 있는 기회를 제공하고 문화 예술분야의 활성화를 위해 시작한 것이다. 해당 청년은 신청하여 다양한 문화 체험을 누리기 바란다.
지원대상은 20~23세 청년 신청자 중 선정된 약 3만 명이다. 신청일 기준 주민등록상 혹은 외국인등록대장상으로 서울 거주 청년이 신청할 수 있다. 생애 최초로 신청한 사람은 건강보험료 기준으로 기준중위소득 150% 이하이고, 2023년에 최초로 지원받은 사람은 기준중위소득 120% 이하이어야 한다. 기준 중위소득 150%는 건강보험료가 가구원수 기준으로 1인 가구 월소득 334.3만 원이고, 2인 가구 552.4만 원, 3인 가구 707.2만 원, 4인 가구 859.5만 원이다. 또한, 기준중위소득 120%는 1인 가구 267.5만 원, 2인 가구 442.0만 원, 3인 가구 565.8만 원, 4인 가구 687.6만 원이다. 가구원수가 많아지면 기준중위소득의 금액도 높아진다. 소득수준은 신청자가 따로 증빙할 필요는 없고, 신청시에 기재한 “개인정보와 개인정보제공 동의를 통해서 주민등록사실여부 및 건강보험료 부과내역 확인후” 대상을 선정한다. 신청기간은 3월 28일부터 4월 17일까지이다.

서울 청년이 청년문화패스를 신청하면, 5월 8일에 선정 결과를 발표할 예정이다. 신청한 사람이 청년몽땅정보통 마이페이지에서 신청 현황을 확인할 수 있다. 신청자가 모집인원보다 많을 때에는 1인당 건강보험료 부과내역 평균이 낮은 청년이 우선 선정된다. 가구소득(건강보험료 기준)이 기준중위소득 150% 이하(2023년에 처음 패스를 받은 사람은 120% 이하)인 청년이 신청할 수 있지만, 소득이 낮은 사람이 우선 선정될 것이다. 자격요건에 부합하였더라도 부정한 신청인 경우는 지원이 취소되고 지원액이 환수조치될 수 있으니 정확하게 신청하기 바란다.
<서울청년문화패스는 이렇게 사용할 수 있다>
서울청년문화패스의 지원대상자로 결정되면 공연예술 분야 관람 지원비 1인당 20만 원 문화이용권 카드를 지급받는다. 단 신청자가 신한은행 계좌를 개설하고, 서울청년문화패스 헤이영 체크카드 발급이 필수이다. 가입과 발급 절차는 간단한다.
가입은 본인이 서울청년문화패스 홈페이지에 접속하여, 청년몽땅정보통 신청시 사용한 아이디로 입력한다. 비밀번호 초기화를 눌러서 계정 설정을 하면 가입이 완료된다. 발급은 발급 안내 페이지로 이동하여 서울청년문화패스 발급하기를 클릭한다. 신청은 신한 쏠, 플레이, 알파, 스퀘어 중 사용하는 앱을 선택한다. 신한 플러스가 처음이라면 원하는 앱을 설치한다. 신한은행 계좌가 없다면 계좌 개설하기를 클릭하고, 신한은행 계좌가 있다면 서울청년문화패스 카드 신청하기를 클릭한다. 신청 후 2~3일 내로 20만 포인트가 충전된 실물 카드를 수령할 수 있다.
청년문화패스 전용 홈페이지에서 제공하는 공연에 한하여 예매가 가능하다. 연극, 클래식·오페라, 발레·무용, 뮤지컬, 국악, 전시회 등 다양한 볼거리가 있다. 현재 올라와 있는 문화 예술 공연 프로그램은 다윈영의 악의 기원, 뮤직드라마 불편한 편의점, 국립발레단 백조의 호수 등 12편이다. 예매방법은 공연·전시 예매 페이지로 접속하고, 보고 싶은 상품을 선택하여 포인트로 예매하기를 클릭한다. 관람하고 싶은 날짜와 회차, 자리를 순차적으로 선택하고, 카드 종류를 신한카드로 클릭하여 서울청년문화패스 카드로 결제하면 된다. 예매 건당 7만 원 이내에서 사용이 가능하다.
<서울청년문화패스는 다른 혜택도 있다>
서울청년문화패스는 세 가지 이상 서비스를 받을 수 있다. 하나는 소문난 공연 소식과 함께 인기 있는 전시 소식을 가장 빨리 받아볼 수 있다. 둘은 숨은 혜택 맛집인데 최대 40%까지 할인받을 수 있다. 셋은 쏟아지는 이벤트로 공연 전시 예매시 다양한 경품도 제공되는 이벤트에 참여할 수 있다.
그런데, 청년을 위한 각종 정책과 사업은 전국적으로 표준화되지 않고, 시·도 차원에서 제공되는 것이 많다. 청년사업은 예산 할당액 안에서 기획된 것이 많기에 선착순으로 마감되거나 신청자 중 선정된 사람만 받을 수 있다. 따라서 청년은 시·도 청년센터 홈페이지를 자주 클릭하고 다양한 지원사업을 검색하기 바란다. 만약, 참여하고 싶은 있는 사업이 있으면 바로 신청하는 것이 중요하다. 다른 지역에 산다는 이유로 문화카드를 받지 못한 청년은 해당 시·도에 관련 사업을 요구하기 바란다. 신청해야 받을 수 있고, 요구해야 얻을 수 있다.

Jeonnam will recruit candidates for the Jeonnam Youth Culture and Welfare Card Support Project for one month in March through the city and county. This project provided 200,000 won per month from 2022 to expand opportunities for young people to enjoy culture and provide opportunities for self-development, and increased it to 250,000 won from 2024.
Eligible applicants are young people aged between 19 and 28 (born between 1996 and 2005) who have lived in Jeollanam-do for more than two years before March 1, 2022.
