고용서비스를 한 곳에서 받을 수 있다

구인·구직과 실업급여, 직업훈련 등 100여 종의 고용서비스를 한 곳에서 이용할 수 있는 통합 플랫폼인 ‘고용24’가 시범 운영 중이다.
<고용서비스를 한 곳에서 받을 수 있다>
고용노동부는 2024년 3월부터 워크넷, 고용보험, 직업훈련포털, 취업이룸 등 여러 곳에서 개별적으로 제공하던 온라인 서비스를 한곳에 모은 디지털 고용 플랫폼인 ‘고용24’를 운영한다고 밝혔다. 구직자나 구인기업은 여러 사이트를 방문할 필요 없이 고용24 한 곳에서 구인·구직(24종), 실업급여(14종), 직업훈련(11종) 등 100여 종의 서비스를 이용할 수 있다. 인공지능(AI)과 빅데이터 등 신기술을 활용한 맞춤형 서비스도 강화했다.
개인회원과 기업회원이 고용24를 활용할 수 있다. 개인회원은 채용정보, 취업지원, 실업급여, 직업능력개발, 출산휴가·육아휴직 등을 활용하고, 기업회원은 채용지원, 직업능력개발, 기업지원, 확인및신고 등을 활용할 수 있다. 이 글은 개인회원이 이용할 때를 중심으로 소개한다.
<채용정보를 검색하고 구직신청을 할 수 있다>
구직을 원하는 사람은 채용정보를 통해 일자리를 찾을 수 있다. 일자리 찾기는 직종, 지역, 재택근무여부, 경력, 학력, 고용형태, 희망임금별로 검색할 수 있다. 직종은 1차 분류를 한 후에 2차 분류를 검색하고 3차 분류까지 확인할 수 있다. 예컨대, 1차 분류에서 건설·채굴을 선택하면, 2차 분류에서 건설·채굴 기계운전을 검색하여 3차 분류에서 굴착기(굴삭기, 포클레인) 운전원을 찾는 방식이다. 같은 직종에서도 필요한 인력이 세분되어 있기에 자신이 가장 희망하는 직업을 찾을 수 있다.
지역은 시·도별과 역세권별로 구분되어 있다. 본인이 구직을 희망하는 시·도를 클릭하면 전체와 시·군·구별로 구분되어 있다. 서울처럼 인구가 밀집되어 있는 지역은 역세권별로 검색할 수도 있다. 구직자는 직종, 지역을 정한 후에 재택근무여부, 경력(전체, 신입, 경력, 관계없음), 학력(전체, 중졸이하, 고졸, 대졸(2~3년), 대졸(4년), 석사, 박사, 학력무관), 고용형태, 희망임금 등으로 검색할 수 있다. 특히, 고용형태는 기간의 정함이 없는 근로계약, 기간의 정함이 없는 근로계약(시간[선택]제), 기간의 정함이 있는 근로계약, 기간의 정함이 있는 근로계약(시간[선택]제), 파견근로, 대체인력채용 등으로 세분되어 있다. 이곳에 채용정보 상세검색 기능도 있고, 채용행사, 강소기업에 대한 정보도 있으니 자주 검색하여 나에게 맞는 일자리를 찾기 바란다.
<취업지원 서비스를 활용할 수 있다>
취업지원 서비스는 취업역량강화, 취업가이드, 국민취업지원제도, 일 경험, 취업지원금으로 구성되어 있다. 그중 취업역량강화는 구직자 취업역량 강화프로그램, 중장년내일센터, 청년도전지원사업, 우리학교 취업지원실로 구성되어 있다. 취업가이드는 자기소개서(자소서) 작성가이드, 직무별 자소서 작성가이드, 직업심리검사, 사이버진로교육센터, 취업동향 모아보기, 취업뉴스로 구성되어 있다. 국민취업지원제도(국취)는 국취이야기, 취업지원신청, Ⅰ유형 구촉수당신청, Ⅱ유형 취업활동비용 신청, 유예·재참여 신청, (조기)취업성공 수당 신청, 운영기관 찾기 등으로 구성되어 있다. 일 경험은 미래내일 일경험(기업탐방형), 미래내일 일경험(프로젝트형), 미래내일 일경험(인턴형), (국민취업)일경험프로그램 등으로 구성되어 있다. 취업지원금은 청년내일채움공제 운영기관, 일자리채움청년지원금 등으로 구성되어 있다.
예컨대, 청년 구직자의 경우 일자리채움 청년지원금, 청년도전지원사업 등을 고용24에서 신청할 수 있으며, 전국 대학일자리플러스센터에서 고용24의 AI 기반 잡케어 프로그램을 활용해 진로탐색·설계 등을 제공받을 수 있다.
<실업자는 실업급여를 신청할 수 있다>
실업자는 수급자격을 확인받고, 실업인정을 받아서 구직급여 등을 신청할 수 있다. 구직급여를 받는 기간에 조건이 되는 사람은 취업촉진수당을 신청할 수도 있다. 이 코너는 본인인증이 꼭 필요하기에 금융인증서, 공동인증서, 간편인증 등을 통해 본인인증을 받은 회원만이 활용할 수 있다.
최근 18개월 중 6개월 이상 고용보험에 가입하고 비자발적으로 퇴직한 사람은 구직신고를 한 후에 구직급여를 신청할 수 있다. 구직급여는 구직자의 연령과 고용보험 가입기간에 따라 4개월 이상 받을 수 있다. 구직급여를 받을 수 있는 기간에 취업하면 남은 기간 구직급여일액의 절반을 조기재취업수당으로 신청하여 계좌로 받을 수 있다.
<직업능력개발 서비스를 받을 수 있다>
직업능력개발은 국민내일배움카드, 훈련 찾기·신청, 훈련 기관·강사로 구성되어 있다. 국민내일배움카드는 국민 누구나(현직 공무원, 사립학교교직원 등 일부 제외) 일자리에 도움이 되는 훈련을 받을 수 있는 평생능력개발 기반 마련을 위한 정책이다. 급격한 기술발전에 적응하고 노동시장 변화에 대응하는 사회안정망 차원에서 생애에 걸친 역량개발 향상 등을 위해 국민 스스로 직업능력개발훈련을 실시할 수 있도록 훈련비 등을 지원한다.
훈련 찾기·신청은 국민내일배움카드 훈련과정, K-디지털 아카데미, 기업훈련과정, 일학습병행과정, 유관기관 훈련과정, 정부부처별 훈련과정, STEP 이러닝 등으로 구성되어 있다. 훈련 기관·강사는 훈련교사관리, NCS확인강사 신청, K-DT 교강사 신청, 인재뱅크신청, 훈련기관평가정보, 훈련교강사조회, 스타훈련강사조회, 지정직업훈련시설 신청 등으로 구성되어 있다.
<출산휴가·육아휴직을 신청할 수 있다>
해당 조건을 갖춘 사람은 출산 휴가·육아 휴직을 신청할 수 있다. 출산(전후)휴가는 출산전후(유산·사산·배우자)휴가 급여 신청, 기간제·파견근로자 출산전후휴가 급여 등에 상당하는 금액 신청, 예술인·특고 출산전후급여 신청, 고용보험 미적용자 출산(유산·사산) 급여 신청 등으로 구성되어 있다. 육아휴직은 육아휴직급여 신청, 육아기 근로시간 단축 급여 신청, 육아휴직·육아기 근로시간 단축 사용현황, 육아휴직 급여 사후지급금 확인 요청 등으로 구성되어 있다. 출산휴가·육아휴직의 조건과 급여는 자주 변경되는 경향이 있기에 해당자는 꼭 확인하기 바란다.
<시범운영을 거쳐 올해 하반기에 정식 개통된다>
고용24는 시범운영을 거쳐 2024년 하반기 정식 개통될 예정이다. 워크넷, HRD-Net 등 기존 사이트도 당분간 함께 운영되다 하반기에 고용24로 통합될 것이다. 이정식 고용노동부 장관은 최근 한국고용정보원을 찾아 고용24 시연회와 디지털 고용서비스 혁신 간담회를 열었다. 이 자리에서 이장관은 “고용정보원의 강점인 디지털, 데이터, 연구기능의 융합과 협업을 통해서 기존의 일자리정책 혁신을 뒷받침하고 국민 체감 서비스를 적극적으로 창출해 줄 것”을 당부했다.
현재 고용24 모바일용 웹서비스는 m.work24.go.kr을 통해 접속할 수 있다. 향후 공식앱을 출시할 예정인데, 아직 구글 플레이스토어, 애플 앱스토어 등에서 서비스되고 있지 않기에 비슷한 이름의 다른 앱을 다운받지 않도록 주의하기 바란다. 구인·구직과 실업급여, 직업훈련 등 고용서비스가 필요한 사람은 ‘고용24’를 검색하여 적절한 서비스를 활용하기 바란다.

The Ministry of Employment and Labor said it will operate "Employment 24," a digital employment platform that brings together online services that were provided individually at various places, including Worknet, employment insurance, vocational training portal and employment room, from March 2024. Job search can be searched by job type, region, work from home, career, educational background, employment type, and desired wage. Jobs can be searched for the secondary classification and confirmed up to the third classification after the primary classification. For example, if construction and mining are selected in the primary classification, construction and mining machine operation are searched in the secondary classification and an excavator (excavator, forklift) driver is found in the tertiary classification. Even in the same job, the necessary manpower is subdivided, so you can find the job you want most.

<Unemployed persons can apply for unemployment benefits>
Unemployed persons can apply for job search benefits after confirming their eligibility for benefits and receiving unemployment recognition. Those who are conditional on the period of receiving job search benefits can also apply for employment promotion benefits. This section can only be used by members who have obtained self-certification through financial certificates, joint certificates, and simple certificates, as self-certification is essential.
Those who have subscribed to employment insurance for at least 6 months out of the last 18 months and voluntarily retired can apply for job search benefits after filing a job search report. Job search benefits can be received for at least 4 months depending on the job seeker's age and the period of employment insurance subscription. If you get a job during the period when you can receive job search benefits, you can apply for half of the job search benefits as early reemployment benefits and receive them through your account.

Vocational competency development consists of the National Tomorrow Learning Card, training search and application, and training institutions and instructors. The National Tomorrow Learning Card is a policy aimed at laying the foundation for lifelong competency development in which any citizen can receive training that is helpful for jobs (excluding some current public officials and private school teachers). Training expenses shall be subsidized so that the people can conduct vocational competency development training themselves to improve their competency development throughout their lives in terms of social stability networks that adapt to rapid technological development and respond to changes in the labor market.
The training search and application consists of the national tomorrow learning card training course, K-digital academy, corporate training course, work-study parallel course, related institution training course, government department training course, STEP e-learning, etc. Training institution and instructor consist of training teacher management, NCS confirmation instructor application, K-DT instructor application, talent bank application, training institution evaluation information, training instructor inquiry, star training instructor inquiry, designated vocational training facility application, etc.

Those who meet the conditions can apply for maternity leave or parental leave. Employment 24 will be officially opened in the second half of 2024 after a pilot operation. Existing sites such as Worknet and HRD-Net will also be operated together for the time being, and will be integrated into Employment 24 in the second half of the year. Minister of Employment and Labor Lee Jung-sik recently visited the Korea Employment Information Service to hold a demonstration of Employment 24 and a meeting on innovation in digital employment services. Currently, the web service for Employment 24 mobile can be accessed through m.work24.go.kr . We plan to release an official app in the future, but it is not yet available on Google Play Store and Apple App Store, so please be careful not to download other apps with similar names.
