[이용교 복지상식]
보건복지부는 ‘2024 나에게 힘이 되는 복지서비스’를 발간했다. ‘복지서비스 안내 책자’에는 450여 개가 상황별로 정리되어 있다. 현재 누리는 복지서비스, 미처 몰랐던 복지서비스, 훗날 필요한 복지서비스까지 모두 살펴볼 수 있다.
<정부가 복지서비스 안내 책자를 발간했다>
보건복지부는 전체 정부 부처 450여 개의 주요 복지서비스를 상황별로 정리한 ‘2024 나에게 힘이 되는 복지서비스’를 발간했다. 이 자료는 각 정부 부처에서 다양한 복지서비스를 제공하고 있으나, 그 종류가 많고 신청 방법 등이 제각기 달라 나타나는 국민의 어려움을 해소하기 위해 마련됐다.
전자책(e-book) 형태로 발간돼 스마트폰과 개인 컴퓨터 등을 통해 복지로 누리집 등에서 열람할 수 있다. 본권(총 432쪽)에는 상황별 복지서비스 전체가 수록돼 있으며, 활용 편의를 위해 생애주기와 대상을 고려하여 임신·출산·영유아, 아동·청소년, 청년층, 노령층, 장애인 5개 영역 분책도 제작했다.
누구든지 ‘나에게 힘이 되는 복지서비스’를 파일로 내려받아서 읽고 나와 가족을 위해 이용하고, 필요한 이웃이 복지서비스를 활용하도록 안내하기 바란다. 자료에 수록된 복지서비스를 취사선택해 자체 안내자료를 제작하고자 하는 지방자치단체나 복지기관은 자유롭게 원고를 활용할 수 있다.
<나와 가족을 위해 복지서비스를 이용할 수 있다>
국가가 제공하는 복지서비스의 종류가 450여 종이 넘는다. 복지서비스는 종류에 따라 저소득층, 아동, 노인, 등록장애인, 여성 등이 이용할 수 있기에 한 사람이 450가지를 모두 이용할 수는 없지만, 알아야 신청할 수 있고 신청해야 받을 수 있다.
그런데, 많은 사람은 어떤 상황에서 복지서비스를 신청할 수 있는지를 모른다. 정부가 매년 복지서비스 안내 책자를 발간하는 것은 모든 국민이 필요할 때 복지서비스를 쉽게 신청할 수 있도록 하기 위해서이다. 정부는 국민이 어려울 때 힘이 되도록 복지서비스를 안내한다. 힘들고 어려운 삶은 혼자만의 몫이 아니다. 경제적 어려움과 아픈 몸, 육아와 내집마련, 학자금과 취업, 불안한 노후와 갑작스러운 재난 등 우리 삶에 닥치는 모든 어려움을 국가와 사회가 함께 돌볼 수 있다.
“부뚜막의 소금도 넣어야 짜다”는 말이 있다. 정부가 복지서비스를 설계하더라도 당사자가 신청해야 복지급여를 받을 수 있다. 몰라서 신청하지 않는 경우가 너무 많다. 정부는 상황에 따라, 생애주기에 따라 적용되는 다양한 복지서비스를 한눈에 살펴보고 활용할 수 있도록 복지서비스 안내책자를 만들었다.
복지서비스는 생각보다 가까이 있다. 보호가 필요한 아동, 독거노인, 한부모가족과 같이 어려움에 처한 사람뿐만 아니라 다양한 국민은 복지서비스를 활용할 수 있다. 과거에 복지서비스는 부모나 보호자가 없거나, 경제적으로 매우 열악한 사람만 신청할 수 있었다. 하지만, 최근에는 소득과 자산 수준, 부양의무자 유무와 부양능력에 상관없이 신청할 수 있는 것이 적지 않다. 모든 국민이 복지서비스를 편리하게 누리고, 헌법상 보장된 ‘인간다운 생활을 할 권리’를 보장받게 되기 바란다.
<나에게 맞는 정보를 쉽게 찾을 수 있다>
책자 파일을 열면 ‘차례’(4쪽)에서 복지서비스의 유형을 한눈에 파악할 수 있도록 상황별 복지서비스가 순차적으로 정리되어 있다. 즉, 생계지원, 취업지원, 임신·보육지원, 청소년·청년지원, 보건의료 지원, 노령층 지원, 장애인 지원 등을 한눈에 파악할 수 있다.
혹 관심있는 사업을 좀 더 자세히 알고 싶다면, ‘가나다순 서비스 목록’(418쪽)을 활용하기 바란다. 사업명을 알고 있다면 좀 더 쉽고 빠르게 원하는 내용을 찾을 수 있다. 특정 사업은 대상, 내용, 신청방법, 문의 등으로 구성되고, 사업에 따라 ‘자주하는 질문’과 답변도 있다.
나에게 맞는 복지서비스를 찾고 있는데, 책의 내용만으로 부족하면 보건복지상담센터(전화 129)나 해당사업의 문의처, 행정복지센터에 문의하기 바란다. 주요기관 연락처는 책 430쪽에 별도로 정리되어 있다.
<국민이 상황별로 서비스를 이용할 수 있다>
모든 국민이 상황별로 복지서비스를 이용할 수 있다. 생계지원 서비스는 기본적인 생활보장과 자립 지원으로 삶의 질을 높여준다. 맞춤형 기초생활보장제도(16쪽), 긴급복지 지원제도(19쪽), 주택임대 사업(25쪽), 통합문화이용권(58쪽) 등이 있다. 취업 지원 서비스는 안정적 일자리를 마련하고 취업을 돕는다. 실업급여(66쪽), 국민취업지원제도(68쪽), 국민내일배움카드제(69쪽), 근로장려금(75쪽) 등이 있다. 임신·보육 지원 서비스는 부담없이 아이를 낳고 기를 수 있도록 지원한다. 건강보험 임신·출산 진료비(107쪽), 보육 지원(119~130쪽), 방과후 돌봄(139~142쪽) 등이 있다. 청소년·청년 지원 서비스는 교육, 자립을 지원한다. 학대피해아동 보호 및 지원(147쪽), 기초생활보장(교육급여)(165쪽), 장학금 지원(173~184쪽) 등이 있다. 보건의료 지원 서비스는 건강보험의 보장성을 확대하고 의료비 부담을 줄인다. 건강보험제도(194쪽), 건강보험 차상위(196쪽), 노인장기요양보험제도(216쪽) 등이 있다. 노령층 지원 서비스는 재정, 의료, 일자리 등 노년의 삶의 질을 높여준다. 기초연금제도(220쪽), 노인 일자리 및 사회활동 지원(224쪽), 치아관리비용 지원(231~232쪽) 등이 있다. 장애인 지원 서비스는 차별과 불편 없이 사회 구성원으로 자립하도록 힘을 준다. 장애인연금(244쪽), 장애인 직업능력개발 운영(264쪽), 장애인 활동지원(287쪽) 등이 있다.
이밖에 다양한 복지서비스가 있다. 국가를 위해 희생·헌신한 보훈대상자 및 그 가족, 생활 속 법률, 재정 도움이 필요한 사람들, 특별한 어려움에 처한 위기가족, 한부모 가족, 다문화가족, 북한이탈주민, 산업재해를 입은 근로자 및 그 가족, 기타 특수 피해자들과 의로운 일을 하다가 다치거나 사망한 사람과 그 가족에게도 합당한 지원과 보상을 제공한다.
<복지로 누리집에서 신청할 수도 있다>
모든 국민은 복지로 누리집을 더욱 알차게 활용할 수 있다. 나를 위한 복지급여를 복지로에서 한 번에 검색할 수 있다. 복지멤버십에 가입하면 나의 거주지역, 연령, 성별, 소득과 자산수준 등에 따라 맞춤형 급여를 안내받을 수 있다. 국민이 신청하면 받을 수 있는 복지급여를 찾고 온라인으로 쉽게 신청할 수도 있다.
많은 복지급여를 ‘복지로’에서 온라인으로 신청할 수 있다. 행정복지센터를 방문하지 않고, 언제나 어디에서나 복지서비스를 온라인으로 신청할 수 있다. 현재 온라인으로 신청할 수 있는 주요 서비스는 임신·출산 관련으로 산모신생아 건강관리, 여성장애인 출산비용 지원, 첫만남이용권 등이다. 영유아 관련으로 보육료, 양육수당, 유아학비, 부모급여, 아이돌봄서비스, 아동수당 등이다. 아동·청소년 관련으로 교육비지원, 아동급식, 청소년특별지원 등이다. 장애인 관련으로 장애인활동지원, 장애인연금, 장애인자립자금대여 등이다. 저소득 관련으로 주거급여, 교육급여, 자산형성지원 등이다. 노년·한부모 관련으로 기초연금, 노인맞춤돌봄서비스 등이다. 온라인으로 신청할 수 있는 복지급여는 점차 늘어나고 있다.
한편, 국민이 복지서비스를 신청하려면 기준 중위소득, 가구 소득인정액, 맞춤형 기초생활 급여, 부양의무자, 부양비, 차상위계층, 도시근로자 월평균소득과 같은 개념을 알아둘 필요가 있다. 복지서비스는 매년 조금씩 바뀌기에 최신 정보를 알면 좋다. ‘2024 나에게 힘이 되는 복지서비스’를 꼭 읽고 활용하기 바란다.

The Ministry of Health and Welfare has published "2024 Welfare Services That Help Me." The "Welfare Service Guide Book" has more than 450 pieces organized by situation. You can look at all the welfare services you enjoy now, welfare services you didn't know, and welfare services you need in the future.
<The government has published a brochure on welfare services>
The Ministry of Health and Welfare has published "2024 Welfare Services That Help Me" that summarizes 450 major welfare services by all government departments by situation. The data is designed to address the difficulties of the people, who have many types and different application methods, although various government departments provide various welfare services.
It is published in the form of an e-book and can be viewed on the welfare website through smartphones and personal computers. This volume (432 pages in total) contains the entire welfare services for each situation, and for convenience of use, it has also produced a compilation of five areas: pregnancy, childbirth, infants, children and adolescents, young people, the elderly, and the disabled, taking into account the life cycle and objects.
I hope that anyone can download and read "welfare services that help me" as a file, use them for me and my family, and guide the neighbors who need them to use welfare services. <Welfare services are available for me and my family>
There are more than 450 types of welfare services provided by the state. Welfare services are available to low-income people, children, the elderly, the registered disabled, and women depending on the type, so one person cannot use all 450 types, but one must know to apply and receive them.
However, many people do not know under what circumstances they can apply for welfare services. The government publishes a guidebook for welfare services every year to make it easier for all citizens to apply for welfare services when they need it. The government guides welfare services to help people when they are in need. A hard and difficult life is not just for you. The state and society can take care of all the difficulties facing our lives, such as economic difficulties and painful bodies, childcare and housing, school expenses and employment, unstable old age and sudden disaster.

Welfare services are closer than expected. Welfare services can be used not only by people in need, such as children who need protection, the elderly living alone, and single-parent families, but also by various citizens. In the past, welfare services could only be applied to people with no parents or guardians, or economically very poor. However, in recent years, there are not a few that can be applied regardless of income and asset level, the presence or absence of a person obligated to support and the ability to support. I hope that all citizens will enjoy welfare services conveniently and are guaranteed the 'right to live a humane life' guaranteed by the constitution.

Welfare services can be used by all citizens in each situation. Livelihood support services improve the quality of life through basic living security and independence support. There are customized basic living security system (page 16), emergency welfare support system (page 19), housing rental project (page 25), and integrated culture use right (page 58). Employment support service creates stable jobs and helps employment. There are unemployment benefits (66 pages), the national employment support system (68), the national tomorrow learning card system (69 pages), and work incentives (page 75). Pregnancy and childcare support service provides support so that children can be born and raised without burden. There are health insurance pregnancy and childbirth medical expenses (107 pages), childcare support (119-130 pages), and after-school care (139-142 pages). Adolescents and youth support services support education and independence. There are protection and support for children victims of abuse (page 147), basic living security (education benefit) (165 pages), and scholarship support (173-184 pages). Health care support service expands health insurance coverage and reduces the burden of medical expenses. There are health insurance system (194 pages), the next highest level of health insurance (196), and long-term care insurance system for the elderly (216 pages). Support services for the elderly improve the quality of life in old age such as finance, medical care, and jobs. There are basic pension system (page 220), job and social activity support for the elderly (page 224), and dental care cost support (page 231 to 232). Support service for the disabled empowers them to become self-reliant as members of society without discrimination and inconvenience. There are pension for the disabled (page 244), vocational competency development operation for the disabled (page 264), and activity support for the disabled (page 287).
There are also various other welfare services. It provides reasonable support and compensation to veterans and their families who sacrificed and devoted themselves to the state, laws in their daily lives, people in need of financial help, crisis families in special difficulties, single-parent families, multicultural families, North Korean defectors, workers who suffered industrial accidents, their families, and other special victims who were injured or killed while doing righteous work.

All citizens can make more full use of the website for welfare. You can search for welfare benefits for yourself at once in Welfare Road. If you join the welfare membership, you can receive customized benefits according to your residential area, age, gender, income and asset level. People can also find welfare benefits that can be received upon application and easily apply online.
Many welfare benefits can be applied online at 'Welfare Road'. Welfare services can be applied online anytime, anywhere without visiting the administrative welfare center. Currently, the main services that can be applied online are maternal newborn health care related to pregnancy and childbirth, support for childbirth costs for women with disabilities, and first meeting rights. Infants-related include childcare fees, childcare allowances, early childhood school expenses, parental benefits, child care services, and child allowances. Education support, child meal services, and special youth support are related to children and adolescents. Regarding the disabled, they include support for activities for the disabled, pensions for the disabled, and loans for self-reliance of the disabled. Low-income-related housing benefits, education benefits, and asset formation support. Basic pensions and personalized care services for the elderly are related to the elderly and single parents. Welfare benefits that can be applied online are gradually increasing.
